China’s top health authority urges to curb epidemic with ‘minimum scale affected, shortest time and lowest cost’

The Chinese National Health Commission (NHC) stressed on Wednesday that the country must strive to control COVID-19 outbreaks with the minimum scale affected, and the shortest time and lowest cost possible, in a bid to correct mistakes from overly strict measures that have caused damage to people's properties and lives.

The Global Times found multiple regions in the country have vowed in recent days to implement precise epidemic controls so as to gradually restore the usual vitality of their cities.

The NHC said on Wednesday at a meeting that epidemic prevention and control must proceed prudently and delicately, while stressing that China is unswervingly adhering to the dynamic zero-COVID strategy by preventing the import of cases and internal rebounds.

China's central leadership calls for optimized COVID response, precise measures amid dynamic-zero policy

The Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee met on Thursday to hear a report on the COVID-19 response, and discussed and arranged 20 measures for further optimizing epidemic prevention and control work.

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting and delivered an important speech.

The meeting, which reiterated that China will unwaveringly stick to its dynamic zero-COVID policy, also emphasized that key areas should curb the viral infections as soon as possible and restore normal life and production, optimize COVID-19 prevention work and implement more precise measures, and roll out vaccinations, as well as research and development of COVID-19 medicines. It said that anti-COVID-19 measures should not be relaxed, but a "one-size-fits-all" approach and local governments taking excessive policy steps should be avoided.

China abandons ‘one size fits all’ Covid policy
There are echoes of the Great Barrington Declaration in Beijing's latest plans

At the end of last week the Standing Committee of the Politburo of the Chinese Communist Party affirmed 20 amendments to the “Zero Covid” policy that has dominated life in the country for over two years. Although the headline statements preserve the rhetoric of Zero Covid (and Bill Hayton is right to be sceptical in his UnHerd piece that they will drop it completely) the announcement added up to a fundamental change in approach.

Amendment 2, for example — no longer tracking close contacts of close contacts of an infected person — may not sound like a big step, but it will greatly reduce the number of people being isolated and removed to quarantine facilities who aren’t even infected. Another amendment allowing home quarantine even in high-risk areas will further reduce the numbers in those facilities, which have been one of the more visibly extreme features of the Chinese response. 28 Chinese provinces adopt optimized measures to COVID-19 response; six cities cancel mass testing: report

A total of 28 provinces, including South China’s Guangdong Province which is hit hardest in the latest COVID-19 flare-up, announced adoption of newly optimized measures to COVID-19 response in the past five days. Moreover, six cities, including Shanghai and Sanya scrapped mass nucleic acid testing, in an effort to implement the new measures, media reported.

Shandong Province in East China even cancelled the requirement for any entries into the province to hold 48-hour valid nucleic acid test, only requiring the test to be done on arrival and the arrivals to conduct three tests in five days, China Times reported on Wednesday.

Guangdong which recorded thousands of cases on a daily basis also adopted the new measures. City of Shantou in Guangzhou, capital of Guangdong announced on Wednesday no longer check 72-hour valid test result in some public places. Shantou recorded one new COVID-19 case on Wednesday.
