Recently, The Epoch Times obtained an internal document titled "National Center for Disease Control and Prevention reports on the dynamics of H5N1 variants and analysis of response measures of primary and secondary schools in Beijing and Shanghai." The data disclosed that "as of 6:36 on March 13, 2025, the H5N1 variant (tentatively named A/H5N1-2025E) has a new mutation in the hemagglutinin (HA) protein gene. Animal experiments have shown that its ability to bind to mammalian cells has increased, and the risk of human-to-human transmission has increased from low to medium."


The data also showed that "detection distribution: As of March 12, a total of 127 positive samples were reported nationwide, of which 68% were samples from live poultry market environments, and 25% were asymptomatic carriers among poultry workers. Sporadic cases were concentrated in the densely populated breeding areas of the Yangtze River Delta and the Pearl River Delta."

Among them, high-risk groups, including those who directly contact live poultry, people with weakened immunity, and patients with chronic respiratory diseases are listed as first-level prevention and control targets.

But in fact, the CCP has hardly ever publicly disclosed any cases of human infection with avian influenza H5N1. The only case was the so-called imported case from abroad last year. The CCP has also not announced that poultry has been infected with the highly pathogenic H5N1, or that pigs have been infected with the highly pathogenic avian influenza.​

In the analysis of the response measures of primary and secondary schools in Beijing and Shanghai, online teaching plans were mentioned, including a graded response mechanism. Beijing emphasized that all primary and secondary schools in five administrative districts of Beijing, including Chaoyang and Haidian, would switch to online teaching, and other regions could use a mixed policy.

Shanghai mentioned Pudong New Area and Minhang District, and the Municipal Education Bureau simultaneously opened the "Air Classroom" resource library, covering all K12 subject courses. China’s authorities have issued notices indicating concern over spring outbreaks of respiratory illness after a winter of what local residents have described as elevated levels of severe respiratory infections.

In its latest notice, titled “Preventing and Controlling Key Infectious Diseases Such as COVID-19 Infection in the Spring of 2025” and issued on Feb. 27, the Chinese regime’s National Administration of Disease Control and Prevention ordered all levels of disease control agencies nationwide to monitor the multiple viruses that are spreading in the country to prevent “spring” outbreaks.

The viruses highlighted in the notice include influenza, COVID-19, dengue fever, norovirus, monkeypox, bird flu, and other emerging infectious diseases.

The notice warned of “the dynamics of pathogen mutations” and called on officials to “strengthen the genetic testing for various respiratory infectious disease pathogens.”

Liu said that COVID-19 and other related viruses have already shown “an outbreak trend in mainland China” and that the Chinese regime has continued to conceal the real situation. He noted that the latest COVID-19 pandemic information released by the World Health Organization is from 2024 to January 2025 and that China did not report any data.

“If there is a bigger plague in the future, the Chinese regime will continue to cover it up,” he said.​
