"Anion' is the name of a company, but also the name of a negative ion generating technology used in a strip layered into these products and also incontinence pads. It seems to be similar to other passive ion generators used in wearable consumer products:

So it is not surprising that the pads are radioactive. Products like this are being distributed in the US and Canada, too. I even saw a retired Canadian nurse praising the incontinence pads on Youtube. There are some outlandish health benefits claimed on other videos, such as tumor removal and restoring mobility after strokes. Some women are even treating sinus infections by holding the pads to their heads.

Even if the pads weren't radioactive, are nano-sized minerals safe in feminine hygiene products? There is still ongoing litigation about talc being used like that.
