On May 17, the Office of the Provincial Earthquake Relief Headquarters (Provincial Emergency Management Department) and the Yuxi Municipal People's Government jointly held the "Yunzhen Emergency Response 2025" five-in-one joint rescue exercise for major earthquakes and disasters in Jiangchuan District, Yuxi City and other places to study and explore ways and methods to carry out efficient and accurate rescue under extreme circumstances such as circuit, network, power and water outages.
The exercise simulated a 7.0-magnitude earthquake in Jiangchuan District, which caused a large area of ​​houses to collapse, a large number of people to be trapped, hundreds of casualties, and the interruption of roads, electricity, communications, water supply, and gas supply in the earthquake-stricken area. The epicenter formed an isolated island, and the people in the disaster area urgently needed rescue. The exercise set up 22 subjects in five links, including preliminary disposal, disaster reconnaissance, emergency maintenance, rescue deployment, and secondary disaster disposal. It involved 1,594 rescue forces from the national comprehensive fire and rescue team, the military, aviation, production safety, medical, electricity, communications, public security, transportation, and social forces, 3 helicopters, and mobilized some aviation, railway, and road transportation resources, command vehicles, and rescue equipment. It was organized and implemented in accordance with the methods of actual combat command, actual troop deployment, on-site deployment, and actual disposal.
In addition to the conventional earthquake rescue subjects such as search and rescue of people buried by collapsed buildings, emergency repair of infrastructure, treatment and transfer of the wounded, and resettlement of the affected people, the exercise also combines the characteristics of the plateau terrain and environment to conduct practical exercises such as air-to-ground disaster reconnaissance, air-to-ground emergency delivery, rescue force breakthrough, air-to-ground joint search and rescue, on-site treatment in mobile hospitals, emergency communications and power supply guarantee, hazardous chemical hazard handling, tunnel hazard handling, mine hazard handling, new energy accident handling, and fireworks and firecrackers accident handling through field or simulated scenarios.
The exercise effectively tested the comprehensive coordination function of the emergency management department, comprehensively examined the 123 rapid response mechanism for major earthquake disasters, the emergency response initiation process, the emergency linkage mechanism, the connection of various links in earthquake relief and disaster relief, and the guarantee of various elements. It coordinated the construction and actual combat application of the "five-in-one" Yunnan-style rescue force system with the national comprehensive fire rescue force as the main force, professional rescue forces as the coordination, military rescue forces as the assault, aviation rescue forces as the support, and social rescue forces as the supplement, fully demonstrating the comprehensive response capabilities and level of Yunnan Province to earthquake disasters in the new era.
