The Government of the Hong Kong Special Administrative Region (HKSARG) has communicated with the Ministry of Agriculture over the death of some chickens in a poultry retail market in Liwan, Guangzhou and a poultry wholesale market in Lishui town, Nanhai district, Foshan, Guangdong, a spokesman for the Food and Health Bureau said today (March 15).

The HKSARG learnt that the Guangdong authorities were investigating into the cause for chicken deaths in Liwan.

Since the chickens in question came from a stall in a poultry wholesale market in Lishui town, Nanhai district, the Foshan authorities had culled some 2,000 live poultry of the relevant stall as a precautionary measure.

No abnormality was found among live poultry in Foshan so far.

"If the concerned market in Guangdong was confirmed to have avian influenza cases, we will take corresponding measure by suspending the import of live poultry and poultry products from the zone of 13-kilometre radius of the infected area for 21 days.

"The decision was made after making reference to the guidelines set by the Food and Agriculture Organisation of the United Nations and the World Organisation for Animal Health and assessing the control and prevention of avian influenza as well as the related inspection and quarantine measures in Guangdong Province.

"We understood that the Guangdong Entry-Exit Inspection and Quarantine Bureau had checked whether there are any registered live poultry farms near the concerned markets.

After verification, there are neither registered live poultry farms nor processing plants for supplying chilled and frozen poultry meat to Hong Kong in the zone of 13-kilometre radius of the two relevant markets.

"No abnormality was found in chickens in registered farms in Guangdong Province currently.

We will continue to maintain close liaison with the Mainland authorities and monitor the latest development as well as the preventive and control measures adopted by the Mainland.

"The Food and Environmental Hygiene Department (FEHD) will send staff to inspect the bio-security and quarantine measures in some registered farms in Guangdong to ensure the food safety of chickens supplied to Hong Kong," the spokesman said.

Moreover, the Centre for Health Protection of the Department of Health (DH) has contacted the Department of Health of Guangdong Province and learnt that no human case of avian influenza was found in Guangdong Province.

Meanwhile, various government departments would step up measures to prevent avian influenza.

The Agriculture, Fisheries and Conservation Department (AFCD) and FEHD would enhance inspection and surveillance of the hygiene conditions in all local live poultry farms, as well as wholesale and retail markets.

The FEHD would step up the testing of Mainland live chickens.

AFCD, FEHD, the Customs and Excise Department, the Police and the relevant Mainland authorities would stay alert and strive to deter the smuggling of poultry and birds into Hong Kong to prevent an increase in the risk of avian influenza outbreak brought by poultry and birds that had not gone through inspection and quarantine.

The Government would also strengthen its enforcement actions against the public bringing live poultry and poultry meat into Hong Kong illegally.

The DH would step up health advice to travellers by broadcasting health messages at immigration control points and distributing health advice leaflets.

On personal health, the spokesman reminded the public to avoid touching live poultry and birds and their droppings.

If they contact live poultry and birds, they should wash their hands thoroughly with soap and water immediately afterwards.

Poultry and eggs should be thoroughly cooked before eating.

When travelling outside Hong Kong, the public should avoid touching live poultry and birds.

Travellers returning from areas with avian influenza outbreak should consult doctors immediately if they have symptoms of influenza after the trip. They should inform the doctor of their travel history and wear a mask to prevent spread of the disease.

BEIJING, March 16 (Xinhua) -- An outbreak of bird flu in poultry has been reported in south China's Guangdong Province, the Ministry of Agriculture (MOA) said on Sunday.
The National Bird Flu Reference Laboratory confirmed the case, which occurred at a market in Liwan District of Guangzhou City on Thursday. It was caused by the highly pathogenic H5N1 subtype of the avian influenza virus, the MOA said.
The disease, which killed 114 domestic fowl and led to the culling of another 518, was brought under effective control after the MOA and provincial government took timely emergency measures.
It was China's fifth bird flu outbreak in poultry this year. Others included one in the northwestern Xinjiang Uygur Autonomous Region, two in the southwestern Tibet Autonomous Region and one in the southwestern Guizhou Province.
On Feb. 25, a 44-year-old woman surnamed Zhang in Haifeng County, also in Guangdong, was killed by the H5N1 strain of bird flu virus. This raised the human bird flu cases recorded in China to 29, of which 19 were fatal, according to the World Health Organization.
Li Jinxiang, director of the MOA's veterinary department, on March 10 blamed the unprecedented snowstorm and cold snap that hit the country earlier this year for the outbreaks of bird flu. The bird flu virus was active in the cold weather, Li said on the sidelines of the annual session of China's top legislature. The official added the blizzards also made the virus easier to spread after damaging the living conditions of livestock and affecting their regular immunization work, something which is often conducted in February and March.

China has reported a bird flu outbreak at a poultry market in the southern city of Guangzhou, state media said on Sunday, prompting neighbouring Hong Kong to suspend live poultry imports from the region.

The outbreak, which was first noticed on March 13 at a poultry market in Guangzhou, capital of Guangdong province, killed 108 birds and triggered the culling of another 518, Xinhua news agency said, citing the Ministry of Agriculture.

"The outbreak has been effectively controlled," Xinhua said.

It occurred as authorities in Hong Kong, which borders Guangdong to the south, closed kindergartens and primary schools for two weeks to contain a seasonal flu outbreak.

A top Chinese doctor last week said the H5N1 bird flu virus was mutating, and urged vigilance at a time when seasonal human influenza is at a peak.

Experts fear seasonal flu could get mixed up with a deadly novel strain, such as H5N1, and trigger a pandemic killing millions.

Health authorities in Hong Kong said on Sunday they would ban live poultry imports from the infected area.

"Upon confirmation of the case, the government will ... (suspend) the import of live birds, live poultry and poultry products from the zone of 13 kilometres (8 miles) radius from the infected area for 21 days," a spokesman from Hong Kong's Food and Health Bureau said.

Although there have been only 372 known human infections worldwide since 2003, the virus's mortality rate is worryingly high. At least 235 people have died from the virus, according to World Health Organisation data.

Of 30 human bird flu cases in China, 20 have died, including three this year.

AFCD, FEHD, the Customs and Excise Department, the Police and the relevant Mainland authorities would stay alert and strive to deter the smuggling of poultry and birds into Hong Kong to prevent an increase in the risk of avian influenza outbreak brought by poultry and birds that had not gone through inspection and quarantine.

The Government would also strengthen its enforcement actions against the public bringing live poultry and poultry meat into Hong Kong illegally.

The Department of Health would step up health advice to travellers by broadcasting health messages at immigration control points and distributing health advice leaflets.

On personal health, the spokesman reminded the public to avoid touching live poultry and birds and their droppings. If they contact live poultry and birds, they should wash their hands thoroughly with soap and water immediately afterwards.

Poultry and eggs should be thoroughly cooked before eating.

When travelling outside Hong Kong, the public should avoid touching live poultry and birds.

Travellers returning from areas with avian influenza outbreak should consult doctors immediately if they have symptoms of influenza after the trip. They should inform the doctor of their travel history and wear a mask to prevent spread of the disease.

Speaking after a radio talk show today Dr Chow said the Government has asked Mainland authorities to trace the virus source of the H5N1 avian flu outbreak in a Liwan poultry retail market.

Noting it is important to ensure the farms supplying chickens to Hong Kong are free of the virus, the secretary said the Government will closely monitor the situation and conduct random checks at Man Kam To and wholesale markets.

Meanwhile, public health and medical experts from Hong Kong, Macau and Guangdong met at the Centre for Health Protection to discuss issues relating to the prevention and control of seasonal flu.

Speaking after the meeting, the centre's Consultant (Community Medicine) Dr SK Chuang said although kindergartens and primary schools have been closed the centre still received new reports of flu cases. She expected the flu peak season to last several weeks.

When asked whether there is a rise in flu cases in Guangdong, Dr Chuang said experts there have not observed any significant rise or received any flu-related death reports.

TAIPEI, Taiwan -- The government is expected to postpone a ban on poultry vendors slaughtering live chickens and ducks at the traditional markets originally planned to go in effect on April 1, according to Legislator Ting Shou-chung of the opposition Kuomintang (KMT). </TD></TR></TBODY></TABLE>Ting said the plan could be shelved because the government has not yet worked out adequate complementary measures to enforce the policy.
He made the remarks after holding a coordination meeting of poultry raisers, vendors, and officials from the Council of Agriculture (COA).
The ban on slaughtering live chickens and ducks right in front of the eyes of customers at the traditional markets was planned as part of various measures to be taken by the government to prevent and control the highly pathogenic bird flu virus.
Although the government has been encouraging poultry vendors to stop the practice, there are still a portion of consumers who shun frozen chicken and insist on buying only "warm" poultry -- newly slaughtered chickens or ducks that do not go through a chilling or freezing process.
Such customers normally stay away from imported poultry products and locally produced poultry meats that are chilled or frozen.
Ting said the enforcement of the ban will leave the butchering business to just a few conglomerates that run the modern slaughterhouses on the island.
But the policy will affect the livelihoods of around 300,000 poultry vendors throughout Taiwan if the government fails to solve their problems, including providing new jobs, Ting said.
He said poultry vendors and officials have built a strong consensus on issues relating to operations like quarantine, sanitation, public health and consumers' rights.
But poultry vendors insisted that a "no-slaughter policy" should only be implemented after the government has come up with adequate measures.
Ting also pointed out that poultry farmers, who are mostly scattered around the island, will pose separate problems if they come under control of the slaughterhouses also.
Their problems should also be addressed by the government, he said.
Hu Fu-hsiung, vice COA chairman, admitted at the meeting that the government has not yet worked out any auxiliary measures that will go along with the ban and address problems to be faced by poultry farmers and vendors.
Ahead of the April 1 target date, the Executive Yuan will hold a coordination meeting of all related government agencies on March 26 to make a final decision on the issue, Hu said.
According to analysts, the poultry vendors still maintain certain political clout considering the number of people who make a living on poultry business.
They are estimated to total at least one million ballots in the presidential election to be held this Saturday.
