BEIJING, Feb. 25 (Xinhua) -- An outbreak of bird flu in poultry has been reported in China's southwestern mountainous province of Guizhou, the Ministry of Agriculture (MOA) said Monday.

The National Bird Flu Reference Laboratory confirmed the case, which occurred in Zheng'an County, Zunyi City on Feb. 17, was caused by the highly pathogenic H5N1 subtype of the avian influenza virus, the MOA said.

The disease, which killed 3,993 birds, was brought under effective control after the culling of another 238,364, it added.

It is China's fourth bird flu outbreak in poultry this year, with two in southwestern Tibet Autonomous Region and one in northwestern Xinjiang Uygur Autonomous Region.

A 44-year-old woman who was suspected of having bird flu died in hospital on Monday in the southern province of Guangdong, the provincial health department confirmed.

China has recorded a total of 29 human bird flu cases, of which 19 were fatal, according to the World Health Organization (WHO).

On Feb. 18, the Ministry of Health confirmed that a 22-year-old man surnamed Li, in the central province of Hunan, tested positive for H5N1. He died on Jan. 16.

On Feb. 20, a 41-year-old man surnamed Liang, who had tested positive for H5N1, died in Nanning, capital of southern Guangxi Zhuang Autonomous Region.

The bird flu virus is most commonly passed from sick poultry to humans through close contact. From 2003 to Feb. 15, 2008, WHO data indicated that 227 people had died in 361 confirmed human cases of H5N1.

OIE urges more co-op with China on animal disease control and prevention
BEIJING, Feb. 26 (Xinhua) --

Bernard Vallat, Director General of the World Organization for Animal Health (OIE) extolled Tuesday China's efforts in animal disease control and prevention and called for more cooperation with China in the field.

Vallat told a seminar in Beijing that China, which won full OIE membership last May, has played an important role in regional and global major animal diseases control and prevention as well as related international communication and cooperation.

The development of globalization and world climate change have prompt every country to face the threat of increasingly more transnational animal diseases, he noted.

The official also urged China to make more efforts in veterinary studies and adjust to international animal health standards to improve animal disease control and ensure public health.

Yin Chengjie, Vice Agriculture Minister, said the country is ready to work under the OIE framework in animal disease control and prevention and would like to enhance the cooperation in animal disease standards setting and disease control.

China has provided 23 bird flu strains to the World Health Organization (WHO) and published all these gene sequences, Yin added.

At a national seminar on international animal health standards, organised by the Chinese government in conjunction with the World Organisation for Animal Health (OIE), and held in Beijing, People's Republic of China, on 26 and 27 February 2008 , the Director General of the OIE, Dr Bernard Vallat, noted China's strong willingness to strengthen its international cooperation on the prevention and control of animal diseases, thus complying with OIE standards.

?As an OIE Member Country, China now has the opportunity to play an ever-increasing role in the fight against animal diseases worldwide?, said Dr Vallat. ?Political commitment will be the key to achieving the work that still has to be done and the OIE will strongly support these efforts?, he added.​

The seminar gathered some 150 participants, including the OIE Delegate, Dr Jia Youling, and the Chinese Vice-Minister for Agriculture, Mr Yin, who reiterated the country's commitment to collaborate with all OIE Members in the field of animal health.
Representatives of the Veterinary Services of each of China 's provinces and representatives of key national veterinary institutions for research and diagnostics also attended the seminar.

At a time when emerging and re-emerging diseases are increasing worldwide, seminar participants pointed out that strengthening the Veterinary Services in terms of surveillance, early detection and rapid response is a key factor in effective disease control.
Chinese authorities recognised the important role of the Veterinary Services and gave a commitment to improve the quality and governance of their national Veterinary Services, in compliance with OIE standards.

Chinese authorities reiterated their commitment to strengthen collaboration with the OIE in all fields relating to the prevention and control of animal diseases and zoonoses and to the safety of international trade of animals and animal products. Discussions also addressed the creation of an OIE sub-regional office in China .

A new reference laboratory for avian influenza

The seminar also tackled the issue of avian influenza and its current spread around the globe. It was emphasised that appropriate diagnostic capabilities are part of a well functioning prevention and control strategy.

As a result, Chinese authorities submitted an application for their National Avian Influenza Reference Laboratory (NAIRL) to be recognised as a new OIE Reference Laboratory for avian influenza.​

?This application is another very important step forward in the OIE's relations with China . The National Avian Influenza Reference Laboratory (NAIRL) is in charge of avian influenza diagnosis for the whole of mainland China and its activities could also be useful for neighbouring countries. The application will now have to undergo a number of internal OIE procedures before being proposed for adoption by all of the OIE's 172 Member Countries and Territories?, Dr Vallat commented.​

The OIE's standard setting process was also addressed during the workshop. The Chinese authorities expressed their political will to respect OIE international standards and to comply with and implement them.

HONG KONG: The spread of flu in Hong Kong appeared to be slowing with only one new outbreak reported, but attention Saturday shifted to fears of bird flu after dead chickens were found in southeast China.

Officials reported nine new flu outbreaks Thursday, but on Friday only one new outbreak was reported by the government, at a home for the elderly.

The slowdown came after officials shut primary schools and kindergartens for two weeks after two children with flu — a 7-year-old boy and a 3-year-old girl — died. Both of them had other illnesses, and gene sequencing confirmed that they did not contract flu strains deadlier than the ones already circulating.

The latest figures bring the total since March 6 to 19 confirmed outbreaks, 116 suspected ones and 880 affected people in a city of nearly 7 million. Most of the outbreaks occurred at schools.

The World Health Organization has called the situation a seasonal flu outbreak.

The school closures marked the first such public health measure since an outbreak of severe acute respiratory syndrome surfaced in southern China in November 2002. SARS spread to Hong Kong where it killed 299 people and sparked a major public panic.

Meanwhile, attention shifted to another form of flu — avian influenza.

Chinese officials found dead chickens at markets in Guanzhou, southern China, Hong Kong Secretary for Food and Health York Chow told reporters Saturday.

It wasn't immediately clear if the chickens had bird flu nor how many had died, Chow said. Guangzhou borders Hong Kong.

Nevertheless, all birds at the wholesale market that had distributed the birds to the markets where they were found were killed as a precaution, he said.

A Guangzhou Daily newspaper report posted on the Guangzhou government's Web site Saturday said 114 chicken were found dead at a local market.

A woman who answered the phone at Guangzhou's health department said no one was available for comment.

Bird flu killed six people in Hong Kong in 1997.

According to the World Health Organization at least 235 people have died worldwide from the virus since 2003 when the virus began ravaging poultry stocks in Asia.

Scientists fear the virus that causes it could eventually mutate into a form that spreads easily among humans that some say could kill millions.

Hong Kong also occasionally finds wild birds with bird flu, the latest a peregrine falcon that the government on Friday said contracted the deadly H5N1 strain.
