China's Ministry of Health forecast Saturday that cases of hand-foot-mouth disease (HFMD) would possibly increase in the following months since June and July are the peak seasons for the disease.
This year, more incidents of HFMD, caused by Enterovirus 71, or EV71, were reported in Singapore and China's Taiwan region compared with the same period last year. In China's mainland, more cases were also reported in Anhui and other provinces, according to the ministry.

The ministry has issued the latest guide on HFMD prevention and control.

The guide, posted on the ministry's website, lists detailed information on HFMD origin, symptoms, prevention and control.

The ministry said more training on HFMD diagnosis and treatment would be given to pediatricians.

A suspected death case of hand-foot-mouth disease was reported early Saturday morning in south China's Guangdong Province.

On Friday, local health authorities of central Hubei Province announced 340 HFMD cases were discovered, but no deaths were reported.

In Anhui with the most serious incidence, death toll rose to 22 after another child died in eastern Fuyang City, local authorities said Friday afternoon.

The Health Ministry also issued a circular on Friday to strengthen the management and surveillance of the disease.

The ministry urged hospitals to report the disease within 24 hours, and asked local health departments to report emergency information timely to the public and increase investment in research on the disease.

EV71 can cause hand, foot and mouth disease that usually starts with a slight fever followed by blisters and ulcers in the mouth and rashes on hands and feet.

It may also cause high fever, meningitis, encephalitis, pulmonary edema and paralysis in some children.

BEIJING (AP) - China's Health Ministry issued a nationwide alert Saturday in a bid to control a virus that has caused the deaths of 22 children in one city and shows signs of spreading.
Health bureaus around the country must step up monitoring for hand, foot and mouth disease following a ?relatively large? outbreak in the central city of Fuyang, the Health Ministry said in a notice on its Web site. The ministry warned that cases were more numerous this year than in recent years and that the peak for transmission would likely come in June and July.
The warning has been prompted by a jump in cases in the Fuyang outbreak of Enterovirus 71, or EV-71, a type of hand, foot and mouth disease.
Up to Thursday night, 3,321 cases of the virus were reported. Besides the 22 deaths, 978 people remain hospitalized, 58 of them in serious or critical condition, the ministry said in a separate statement.
Meanwhile, state-run Xinhua News Agency reported that preliminary tests showed an 18-month-old boy who died Friday in southeastern Guangdong province was infected with EV-71, and a second suspected death is under investigation. Cases of hand, foot and mouth outbreaks, but not necessarily EV-71, have been reported in at least two other provinces.
?Health bureaus at all levels must recognize the importance and urgency of preventing the spread of infectious diseases and must put priority on preventing and controlling the spread of infectious diseases,? the ministry said in its nationwide order.
Hand, foot and mouth disease are viruses that cause fever, mouth sores and rashes with blisters. Spread by contact with the mucus discharges or stools of infected people, the viruses mainly strike children 10 years and younger, and in some cases can cause fatal brain swelling.
The outbreak is another concern for the communist government as it gears up to welcome hundreds of thousands of foreigners for this summer's Beijing Olympics and deals with unrest in Tibetan areas of western China. It's also an uncomfortable reminder of the [COLOR=#0000cc! important][COLOR=#0000cc! important]SARS[/COLOR][/COLOR] pneumonia outbreak in 2003, which Beijing tried to cover up but then adopted drastic measures to control.

The number of cases of hand-foot-mouth disease in Fuyang, a city in the eastern province of Anhui, rose to 3,736 as of early Saturday from 3,321 on Friday, local authorities said.
So far, 4,529 children have been sickened by the virus, known as enter virus 71, or EV71, in 15 cities in Anhui.

The cities with the most cases were Fuyang, Huainan, Bozhou, Bengbu and Hefei, a provincial health department spokesman said.

Wang Jinshan, secretary of the Provincial Committee of the Communist Party of China, visited hospitals in Fuyang on Friday and called for a long-term system to prevent outbreaks of major infectious diseases.

Forty-five medical specialists dispatched by the Health Ministry and the provincial health department have arrived in Fuyang.

The province has upgraded its public health emergency status from class three to class two, which means the provincial government can quarantine patients and control movements in and out of Fuyang.

EV71 can cause hand, foot and mouth disease that usually starts with a slight fever followed by blisters and ulcers in the mouth and rashes on the hands and feet.

It can also cause high fever, meningitis, encephalitis, pulmonary edema and paralysis in a small number of children.

</NYT_BYLINE><NYT_TEXT>BEIJING ? A fast-spreading viral outbreak in China has killed 22 children, sickened nearly 3,600 others and caused panic among parents in an impoverished corner of Anhui Province, government health officials said Friday.
All of the fatalities, from lung problems and other complications, have been in children younger than 6, with a majority of them under 2.
The outbreak, caused by a particularly strong intestinal virus, enterovirus 71, or EV-71, has been spreading in the city of Fuyang, in east-central China, since early March. Provincial health officials, however, announced the outbreak only this week, raising questions about whether they had been trying to conceal it.
In recent days the Chinese media have heavily criticized the local government response, offering comparisons to the SARS epidemic of 2003, which drew widespread attention to China?s shaky public health system and official attempts to cover up the outbreak. Xinhua, the official news agency, published the latest figures on Friday.
On Thursday, the World Health Organization warned that the disease, which thrives in warm weather and passes easily among children, could spread in the coming summer months. It advised child care centers and schools in the city and surrounding region to stay closed until the spread was curtailed.
The virus begins with a fever and often leads to mouth ulcers and to blisters on the hands, feet and buttocks. Commonly known as hand, foot and mouth disease, it has no relation to the foot-and-mouth disease that infects livestock.
There is no vaccine or cure, but most patients recover in a week without treatment. In severe cases, brain swelling can lead to paralysis or death. Cleaning surfaces with bleach and washing hands significantly reduces the spread of the pathogen.
Health officials in Fuyang said more than 970 children remained hospitalized, 48 of them in critical condition. Health officials said the disease also spread to three adjacent provinces, with the bulk of them ? 340 cases ? in Hubei.
Although the number of infected children has been steadily climbing, the fatality rate has dropped substantially in recent weeks, falling to 0.2 percent from 11 percent in March, World Health Organization officials say.
Anxious parents have been overwhelming local hospitals in Fuyang. In a telephone interview, a doctor at No. 2 People?s Hospital said 200 sick children were being treated there. He said Friday that there had not been any fatalities in the past five days at the hospital. ?I think the disease itself can be controlled, but it is hard to treat if there are complications,? said the doctor, who would give only his surname, Li.
Among parents, though, there is still widespread concern and confusion. Reached by phone, the father of a 1-year-old boy from a town outside Fuyang said misinformation was rife. The current rumor, he said, suggested that a local river was the source of the infection. The man, a truck driver named Wang, said that schools had been closed and that local health officials were instructing parents to frequently wash their children?s hands. ?We really hope journalists can come and report more on this,? he said.
Since early April, teachers at the Dongfanghong kindergarten in Fuyang have been assiduously keeping the children clean and spraying the classrooms with a disinfectant daily. Still, by Tuesday, when the authorities closed the school, nearly 100 of the school?s 500 students were being kept home by their parents. ?A lot of parents are concerned about the contagiousness,? said Xu Yanyan, the headmistress.
Four years ago Fuyang was the epicenter of a powdered milk scandal. Fake formula lacking nutritional value sickened 200 infants, and 13 of them starved to death.
The Chinese media have not been shy about criticizing local officials who suppress information about infectious diseases and other kinds of bad news. In mid-April, several media outlets noted, authorities in Fuyang who were confronted by reporters denied that there was a problem. Two weeks later, after more than a dozen children had died, they were forced to acknowledge the outbreak.
In an editorial headlined ?Tragic Costs of Delay,? China Daily, the official English-language newspaper, cited the SARS epidemic and the powdered milk scandal and chastised government for its sluggish response to the most recent health crisis. ?The memory of the last tragedy only adds to the bitterness of the new one,? it said.
During the SARS outbreak, Chinese officials withheld information from the World Health Organization, restricted media reporting and undercounted the cases of those stricken. After the disease spread beyond China?s borders and provoked worldwide panic, the government pledged to confront future health emergencies with greater openness.

SHANGHAI (Reuters) - China ordered authorities on Saturday to tackle hand, foot and mouth disease aggressively ahead of the Beijing Olympics after a rapidly spreading outbreak killed at least 23 children and infected nearly 4,000.
"Our doctors will leave hospitals to find potential patients rather than sitting in the hospitals to wait for them," deputy health minister Liu Qian told state television in the worst-hit area, Fuyang city in the eastern province of Anhui.
The Ministry of Health said cases of the disease might increase in coming months because its peak season was in June and July. Cases in some Chinese provinces, as well as Taiwan and Singapore, are running above year-ago levels, it said.
It ordered health authorities across the country to report all cases within 24 hours and step up controls ahead of the Olympics in August.
Officials will visit nurseries and primary schools to educate staff on hygiene and prevention steps, and Chinese scientists will increase research into the disease.
In Fuyang, 22 children have died from hand, foot and mouth disease and 3,321 have been infected. Fifty eight are critically ill or in a serious condition, the ministry said.

BEIJING (AP) - China's Health Ministry issued a nationwide alert Saturday calling for heightened efforts to control a virus that has caused the deaths of 22 children in one city and shows signs of spreading.

Health bureaus around the country must step up monitoring for hand, foot and mouth disease following a "relatively large" outbreak in the central city of Fuyang, the Health Ministry said in notices on its Web site.

The ministry warned that cases were more numerous this year than in recent years and would likely peak in June and July.

The increased vigilance was prompted by a jump in cases in the Fuyang outbreak of Enterovirus 71, or EV-71, a type of hand, foot and mouth disease.

As of early Saturday, 3,736 cases of EV-71 were reported in Fuyang's mainly rural outskirts, a rise of 415 in about 24 hours, health officials said.

Besides the 22 deaths, 1,115 people remain hospitalized, 42 of them in serious or critical condition, said the health department of Anhui Province, where Fuyang is located.

Meanwhile, nearly 800 other cases were reported in other parts of Anhui, the health department said in a statement on its Web site.

In Guangdong province, 1,700 kilometers (1,000 miles) to the south, preliminary tests showed an 18-month-old boy who died Friday was infected with EV-71, and a second suspected death is under investigation, the Xinhua News Agency said.

Preventing the spread of infectious diseases was necessary "to guarantee the smooth staging of the Beijing Olympics and Paralympics and to practically preserve social stability," the nationwide order said.

It targeted hand, foot and mouth disease, as well as hepatitis A, measles and other infectious diseases commonly spread in the spring and summer.

Mindful of the SARS experience, the order vowed to punish any person or agency who tried to cover-up or delay disclosure of outbreaks.

The government stifled reporting on SARS in an attempted cover-up even as the disease spread from Guangdong around the world, eventually leading to 774 deaths and forcing Beijing to reverse tack, quarantine vast stretches of the country and apologize to the world.

State media cited the SARS experience in reports this past week that said people in Fuyang had criticized the government's response as slow, allowing rumors to spread about the outbreak.

"With children mysteriously dying, some people said the children were suffering from 'children's SARS,' some said the disease could be transmitted like SARS and some said that this was a type of bird flu that could infect people," the China Youth Daily said.

A press officer with the World Health Organization said representatives were not available for comment on Saturday. The WHO in a statement on Thursday said that while cases in Fuyang cropped up in early March, they increased sharply starting April 19, but a rapid response from China also steeply decreased the rate of fatalities in the second half of April.

With no vaccine or specific therapy developed for EV-71, the WHO recommended better hygiene, with more frequent hand-washing and disinfecting areas - something that it said China was doing.

State-run television footage showed workers spraying disinfectant around houses in rural areas outside Fuyang and medical teams visiting families with small children.

Since the SARS crisis, the government has increased spending on the detection and monitoring of communicable diseases.

In several notices issued Friday and Saturday, the Health Ministry indicated it was ramping up these monitoring networks, ordering regular reports on outbreaks of hand, foot and mouth and other diseases. It also sent expert teams to Anhui province to lead treatment and prevention.

Kindergartens in Fuyang, which had been due to reopen on Monday after a holiday weekend, will stay closed until May 12.
The disease began spreading in Anhui in early March. But a delay in reporting it to the public until last weekend triggered heated discussion and criticism in the Chinese media, which said local government officials should be sacked.
Health officials say there was no cover-up in Anhui and the reason for the delay was that medical teams were trying to work out what the illness was.
An initial cover-up of the SARS epidemic in 2003 led to the sacking of Beijing's mayor and the health minister.
Hand, foot, and mouth disease, characterized by fever, sores in the mouth and a rash with blisters, is a common illness among infants and children and is usually not fatal, according to the National Center for Infectious Diseases in the United States.
The cases in Fuyang were caused by infection with the enterovirus 71, or EV71. Complications due to EV71 were responsible for the deaths in Fuyang, the World Health Organization said on its website (www.who.int).
Hand, foot and mouth disease has been reported this year without fatalities in several other eastern and central Chinese provinces, the official Xinhua news agency said.
But the death of an 18-month-old boy in the southern province of Guangdong on Friday suggests the disease may have spread to the south. The ministry warned that cases were more numerous this year than in recent years and that the peak for transmission would likely come in June and July.
The warning has been prompted by a jump in cases in the Fuyang outbreak of Enterovirus 71, or EV-71, a type of hand, foot and mouth disease.
Up to Thursday night, 3,321 cases of the virus were reported. Besides the 22 deaths, 978 people remain hospitalized, 58 of them in serious or critical condition, the ministry said in a separate statement.
Meanwhile, state-run Xinhua News Agency reported that preliminary tests showed an 18-month-old boy who died Friday in southeastern Guangdong province was infected with EV-71, and a second suspected death is under investigation. Cases of hand, foot and mouth outbreaks, but not necessarily EV-71, have been reported in at least two other provinces.Health bureaus at all levels must recognize the importance and urgency of preventing the spread of infectious diseases and must put priority on preventing and controlling the spread of infectious diseases," the ministry said in its nationwide order.

State media reported earlier this week that the government's response in Fuyang, a fast-growing city surrounded by farmland in Anhui province, had been slow, allowing rumors to spread about the outbreak.
The China Youth Daily reported earlier this week that some reports had suggested the virus was a "children's SARS," while others claimed it was a "type of bird flu that could infect people."
Since the SARS crisis, the government has increased spending on the detection and monitoring of communicable diseases.
In several announcements Friday and Saturday, the Health Ministry increased the monitoring network, ordering regular reports on outbreaks of hand, foot and mouth diseases. It also sent expert teams to Anhui province to lead treatment and prevention.:tiphat:
