The testing of dead ducks at Yashan Village in recent days detected the deadly H5N1 bird flu virus, the ministry said in a brief statement, without giving any dates for when the outbreak began. A total of 3,873 ducks died and another 17,127 ducks were culled, it said. Emergency measures have been taken and the epidemic has been brought under control, the ministry said.

BEIJING, June 17 (Reuters) - China on Tuesday reported a bird flu outbreak in ducks in the southern province of Guangdong, close to Hong Kong where poultry at all commercial markets was culled last week.

The Guangdong outbreak, in a village administered by Jiangmen city, was first detected on June 13, the official Xinhua news agency said.

The National Avian Influenza Reference Laboratory confirmed on Tuesday that the virus the birds contracted was a subtype of the H5N1 strain, Xinhua quoted the Ministry of Agriculture as saying.

A total of 3,873 ducks died of the disease and a further 17,127 were culled as part of a contingency plan that the report said had effectively contained the outbreak.

Large parts of densely populated Guangdong province, which provides much of Hong Kong's poultry, have also been battling floods triggered by downpours in the past week.

Hong Kong banned poultry imports from the Chinese mainland for 21 days since the first instance of the virus was discovered there in early June.

China reported its last bird flu outbreak in April in Tibet. It also recorded an outbreak in March in Guangzhou, Guangdong's provincial capital.

With the world's biggest poultry population and hundreds of millions of farmers raising birds in their backyards, China is seen as crucial in the global fight against bird flu.

Besides the latest case, other outbreaks included one in the northwestern Xinjiang Uygur Autonomous Region, three in the southwestern Tibet Autonomous Region, one in the southwestern Guizhou Province and another in Guangdong Province.

This year the Ministry of Health has reported three human bird flu cases, all in February, in the central Henan Province, the southern Guangxi Zhuang Autonomous Region and Guangdong Province. All the three people involved died

The Food and Health Bureau received notification today (June 17) from the Ministry of Agriculture on a confirmed case of highly pathogenic H5N1 avian influenza among ducks in Xinhui district, Jiangmen, Guangdong.

In light of the confirmed avian influenza case, the Government of the Hong Kong Special Administrative Region (HKSAR) decided to adopt corresponding measures with immediate effect by suspending the import of live birds, live poultry and poultry products from the zone of 13-kilometre radius of the infected area for 21 days.

The import of pet birds is also suspended for 21 days.

A spokesman for the Food and Health Bureau said:

"The import suspension is a precautionary measure. Our primary concern is to safeguard public health."

The HKSAR Government had liaised with the Guangdong Entry-Exit Inspection and Quarantine Bureau (GDCIQ) for further information on the incident.

According to GDCIQ, there is only one registered farm which supplies live poultry to Hong Kong.

There are no processing plants for supplying chilled and frozen poultry meat to Hong Kong, no poultry egg farms and no pet bird farms within the zone of 13-kilometre radius of the infected area.

The only registered farm found in the zone is located about seven kilometres from the infected area, which supplies small quantities of chukar and pheasant to Hong Kong.

This registered farm is found to have no connection with the 18 registered farms identified in the latest effort to trace the source of the avian influenza virus detected in some environmental swabs in retail markets in Hong Kong earlier this month.

The spokesman added:

"The GDCIQ has reaffirmed that no abnormality is detected in the chickens in registered farms in Guangdong Province. In view of the confirmed avian influenza case, the relevant Guangdong authorities have stepped up control and preventive measures."

The HKSAR Government would continue to monitor the latest situation while relevant government departments would step up their preventive and control measures to guard against avian influenza, the spokesman said.

The Agriculture, Fisheries and Conservation Department (AFCD) would enhance inspection and monitoring of the environmental hygiene of the local poultry farms.

The AFCD, the Food and Environmental Hygiene Department, the Customs and Excise Department, the Police and the relevant Mainland authorities would stay alert and strive to deter the smuggling of poultry and birds into Hong Kong to prevent an increase in the risk of avian influenza outbreak brought by poultry and birds that had not gone through inspection and quarantine.

The Government would also strengthen its enforcement actions against the public bringing live poultry and poultry meat into Hong Kong illegally.

The Department of Health would reinforce health advice to travellers by broadcasting health messages at immigration control points and distributing health advice leaflets.

On personal health, the spokesman reminded the public to avoid touching live poultry and birds and their droppings.

If they contact live poultry and birds, they should wash their hands thoroughly with soap and water immediately afterwards.

Poultry and eggs should be thoroughly cooked before eating.

When travelling outside Hong Kong, the public should avoid touching live poultry and birds.

Travellers returning from areas with avian influenza outbreak should consult doctors immediately if they have symptoms of influenza. They should inform the doctor of their travel history and wear a mask to prevent spread of the disease.

Fresh calls have been made for Hong Kong to find the latest source of bird flu in the city, after disclosure of a fatal H5N1 outbreak in Guangdong ducks.
Hong Kong was told by the Ministry of Agriculture yesterday that the outbreak occurred in Yashan village in the Xinhui district of Jiangmen on June 10, and that nearly 4,000 of the 21,000 ducks on the farm had died by Friday.

Last night, in response to the Guangdong announcement, the Food and Health Bureau imposed a 21-day ban on imports of poultry and pet birds from farms within a 13km radius of the infected duck farm.
Only one farm in that area, 7km from the infected farm, is known to be licensed to supply poultry to Hong Kong.
The legislator for the medical sector, Kwok Ka-ki, said another outbreak of H5N1 on the mainland made it even more critical for Hong Kong to find the source of the virus. "The government should not only be concerned about that one farm, but should check with Guangdong authorities if any other farms were involved. Is it the case that the source of H5N1 was the southern part of [Guangdong] province?"
Chicken traders yesterday suggested setting up a system of tags that could be laser-scanned for both local and mainland-imported chickens, in the hope the government would withdraw the proposed ban on stocking live chickens overnight at markets to combat bird flu.
The tags would be attached to all chickens from local and mainland farms, to allow tracking of live poultry and to fight smuggling.
A Hong Kong factory owner based in Yashan said yesterday that most of the duck farmers in the village were from Zhejiang province, rather than locals, and dozens of them bred fish and ducks together.
"I've heard of massive deaths of ducks for several days. Initially, farmers were reluctant to report the case to the local agriculture and fisheries department but, when the virus spread, they could no longer cover it up any more and the officials came," the factory owner said.
