Beijing, Tianjin and Hebei provinces conduct first radiation safety collaborative management drill

  The Tianjin Municipal Ecology and Environment Bureau recently organized the 2025 Tianjin Radiation Accident Comprehensive Emergency Response Drill. The drill, hosted by the Tianjin Municipal Ecology and Environment Bureau and coordinated by the Beijing Municipal Ecology and Environment Bureau and the Hebei Provincial Department of Ecology and Environment, aims to promptly and effectively prevent and mitigate radiation safety risks and foster a favorable nuclear and radiation safety environment.

  The exercise, led by Shi Jin, Director of the Tianjin Municipal Ecology and Environment Bureau, simulated the loss of two Class IV 137Cs radioactive sources during the dismantling of a decommissioned platform at a nuclear technology utilization company in Tianjin's Binhai New Area. The Binhai New Area People's Government initiated a Level 4 response, as expected for a typical radiation accident, and carried out preliminary disposal. Investigation and recovery efforts by ecological and environmental, public security, and other departments revealed that the two lost radioactive sources had been sold along with scrap steel to a scrap collection station in Tianjin's Beichen District. Because the emergency involved a cross-district response, the Tianjin Municipal Ecology and Environment Bureau, in accordance with the Tianjin Nuclear and Radiation Accident Emergency Plan, raised the response level to Level 3, mobilizing relevant city and district emergency forces and resources for emergency response. The response was coordinated with Beijing and Hebei Province in accordance with the Joint Nuclear and Radiation Safety Assurance Plan for Major Events in the Beijing-Tianjin-Hebei Region.

  The exercise brought together over 110 emergency response personnel from the Beijing-Tianjin-Hebei region, with collaboration from various departments including those responsible for publicity, cybersecurity, public security, health, emergency response, industry and information technology, communications, and meteorology. This marked the region's first operational exercise in radiation safety collaborative management. Designed to closely mirror actual combat scenarios, the exercise utilized advanced technologies such as gamma camera radiation hotspot imaging, quadrupedal bionic robot dogs, robots, remote monitoring with drones, and peelable membrane decontamination to efficiently conduct gamma radiation dose rate surveys, quickly and accurately determine the extent of radioactive contamination, and significantly reduce the risk of accidental exposure to personnel.


  The Nuclear Facility Safety Supervision Department of the Ministry of Ecology and Environment (National Nuclear Safety Administration), the North China Nuclear and Radiation Safety Supervision Station, the main and in charge persons of the ecological and environmental departments of the six provinces, autonomous regions and municipalities in North China, and assessment experts provided on-site guidance.
  The evaluation team highly commended the effectiveness of the exercise, acknowledging its close integration with Tianjin's realities, its timely timing, and its significant significance. The team noted that the exercise fully embodied the principles of "unified leadership, integrated management and coordination, training through exercises, leveraging key areas to guide the overall development, grounded in actual combat, and prioritizing effectiveness." It not only tested the emergency organization and response plan system, verified the reliability of facilities and equipment, and the professionalism of emergency personnel, but also assessed public opinion response and information disclosure during emergencies, demonstrating the effectiveness of cross-departmental coordination and collaboration. The results of the exercise highlighted Tianjin's strong professional capabilities and rigorous, prudent, and practical approach to radiation emergency management. It also showcased the regional characteristics and the impressive "Iron Guard" of the Beijing-Tianjin-Hebei region, the city districts, and the government and enterprises, all working together to fulfill the capital's mission of safeguarding the city.
  In the next step, the Tianjin Municipal Ecology and Environment Bureau will take this exercise as an opportunity to continuously improve the emergency response system, strengthen rapid response capabilities, organize exercises in different scenarios, and improve the practical level of radiation emergency response, so as to be able to respond, mobilize, measure accurately, and win at critical moments, and resolutely fulfill the mission of ensuring nuclear and radiation safety.
