Threat ... the Tangjiashan "quake lake" formed by the landslide

quakemain_494198b.jpg

CHEMICALS and heavy rain are threatening to burst one of China’s "quake lakes".

About 5,000 tons of chemicals, including sulphuric and hydrochloric acid, is trapped downstream from the Tangjiashan lake, it is reported.
In response to the threat, the Finance Ministry said it was giving an extra 1billion yuan ($144.2million) into relief work on an estimated 35 quake lakes.

chinaembed_496435a.jpg
Bulldozers ... try to make the area safe

This is in addition to 400million yuan already alloted to work on smaller, damaged dams.
China has evacuated more than 150,000 people living below the swollen Tangjiashan lake, formed by the devastating May 12 earthquake, amid fears it could burst and trigger massive flooding.
Blockage
Alexander Densmore, a seismologist at Durham University, in Britain, said any break in a quake lake would likely be sudden.
"These landslide dams pose a really significant risk in these mountain regions, and in these narrow valleys it doesn’t take much material to create a complete blockage," he said.
"Once a breach occurred, there could be an accelerating process leading to a sudden rush of water downstream.
"Once that process starts, it’s virtually impossible to do anything to decrease the water," Mr Densmore added.
The official death toll from the 7.9 magnitude quake is already more than 68,500 and is set to rise, with nearly 20,000 listed as missing.
Aftershocks on Tuesday toppled 420,000 houses.
The Tangjiashan lake was created when landslides blocked the Jianjiang river above the town and county of Beichuan in mountainous Sichuan province, near the quake epicentre.
Rain at the site has halted efforts by more than 600 soldiers who are trying to dig a hole to discharge floodwaters.
Helicopters shipping in equipment were unable to take off.
Some 1,000 People’s Liberation Army soldiers were making their way by foot to the lake, carrying more than 10 tons of diesel for bulldozers already there.
A massive relief effort, which involves providing food, tents and clothing for millions and the reconstruction of housing and infrastructure, including the many destroyed schools, is expected to take up to three years.:tiphat: http://www.thesun.co.uk/sol/homepage/news/article1222518.ece

At the same time, the Ministry of Health also recommended that some officers are too focused on the settlements to carry out triage.

Mao Qun said, Mianyang Jiuzhou Stadium is the largest gathering of a venue, staff at the most reach 30,000 people. In emergency situations such placement can be, but if the long-term to bring together so many people, from the perspective of vaccination is a risk. In view of this, emergency mobilization of the skin disease has been commonly used drugs to the front. Through the disaster areas to improve conditions, timely job in personal cleanliness, this situation will be improved.

Mao Qun said, there was no major disaster areas of infectious diseases, does not mean that the disaster areas will not found a case of infectious diseases. Special report: Reconstruction After Earthquake

BEIJING, May 29 (Xinhua) -- Preventing outbreaks of communicable diseases is still a big challenge for China in the quake-devastated areas, said a World Health Organization (WHO) official here on Thursday.
There were still possibilities for the outbreak of communicable diseases since millions of people were living in camps with a lack of clean water, uncontaminated food, safe shelter and good sanitation, said Dr Hans Troedsson, the WHO representative in China, in an exclusive Xinhua interview.
A monitory and surveillance system was highly needed for early detection of outbreaks of communicable diseases, he said.
The Chinese government had taken appropriate action in preventing the outbreak of communicable diseases and it had been very timely, he added.
"From treating psychological social problems to preventing the risk of epidemics, the Chinese authorities are thinking in a broadway that is looking at the whole range of health problems," Troedsson said.
He appreciated the government for even discussing how to reconstruct a sustainable health care system at the very early stages of the disaster relief. "That's very, very important."
Except for providing health care services, both for diseases and injuries in relation to the earthquake and aftermath, it should not be neglected to provide basic health care to the displaced population as well as the survivors.
"We have to remember that a lot of these people have chronic diseases such as diabetes which also have to be managed."
He said the WHO would send a five person team of experts early next month in response to the Chinese government's request to offer technical support for reconstructing the health care system in the quake-affected areas. According to Troedsson, the WHO provided both technical assistance and drug supplies to China immediately after the May 12 quake. It sent four "Interagency Emergency Health Kits" containing basic drugs and equipment that could serve about 120,000 people for a month. China is one of the most important members of the WHO  and its office in the country is ready to provide any assistance to the request of the Chinese government when meeting any new challenges, he said.

Soldiers work non-stop to drain "quake lake" as thousands prepare to evacuate

www.chinaview.cn 2008-05-29

TANGJIASHAN, Sichuan, May 29 (Xinhua) -- More than 600 rescuers worked through heavy rain on Thursday to dig a diversion channel on one of the most dangerous lakes in China's quake-hit Sichuan Province.

Soldiers and water resources professionals worked non-stop around the Tangjiashan "quake lake" despite heavy downpours that started about 10 p.m. on Wednesday.

Helicopters that carried fuel, food and building equipment to Tangjiashan were grounded at a nearby town before the rain stopped around midday on Thursday.

In neighboring Mianyang City, more than 110,000 people were evacuated, according to statistics provided by the Sichuan government at a news conference on Thursday.

Most evacuees are staying in tents midway up the hills or on other higher grounds. Officials have projected about 158,000 people will have to move if the lake bursts its banks.

Mianyang City has a population of about 5 million people and the residents who are threatened by flood risk have been put through evacuation drills in the last few days.

The quake lake was formed after the May 12 earthquake as rocks and mud blocked a river. By 4 p.m. on Thursday, the water level was 745.5 meters at its highest point before the debris blockage, about 22.78 meters from the lowest barrier.

A total of 46 engineering vehicles, including excavators and bulldozers, have been airlifted to Tangjiashan. Currently, more than 70,000 cubic meters of rock and mud have been removed, said Liu Ning, the Ministry of Water Resources (MWR) chief engineer.

Soldiers also cleared an emergency retreat path on Thursday in case the water rises quickly, Liu said.

Helicopters, flying at intervals of less than 10 minutes, brought 30 tons of gasoline for the machinery on Thursday afternoon. About 1,000 soldiers were on standby in a nearby town to carry the fuel to Tangjiashan if the rain hampers flights again.

The powerful earthquake has left 68,516 dead as of midday Thursday, and 19,350 others were missing, according to the Information Office of the State Council.

In the wake of the earthquake, landslides created 34 quake lakes in Sichuan alone, with 28 at risk of rupturing.

China's Ministry of Finance earmarked another one billion yuan (about 144 million U.S. dollars) on Thursday to finance plans and measures to deal with the swelling lakes. Earlier, the ministry had earmarked 4 million yuan on defusing threats of these lakes.

In several towns in Mianyang where people have been evacuated, soldiers cordoned off the streets and set up checkpoints to prevent residents from returning home. Those who do have to return have to obtain permits from the local governments and are allowed to stay no more than an hour.

What will happen after the earthquake epidemic
Since the earthquake, water supply systems in the region as a whole, living environment, health facilities were destroyed, people's immunity is also a certain period of time decline, to a variety of opportunities for infectious diseases.
Based on past experience, the following are the earthquake could trigger the disease:
Cholera, hepatitis A, typhoid, dysentery, infectious diarrhea, enteritis, and so Japanese encephalitis, kala-azar, malaria, etc.; plague and epidemic hemorrhagic fever, anthrax, rabies, etc., and tetanus, diseases such as leptospirosis; common infectious diseases, including flow Brain, measles, influenza and other respiratory diseases, such as.
In addition, food-borne disease and the safety of drinking water is also very important. Chun-after the collapse of housing, food exposed to moisture mildew, corruption, eradicating corruption, the existence of a potential risk of food poisoning, and water and water facilities were destroyed, pollution, but also potential safety problems of drinking water there.
Wenchuan difficulty of earthquake prevention greater than the Tangshan earthquake. This is because the Tangshan is located in the northern region, relatively dry climate, and Sichuan earthquake in a wet forest zone, the temperature will continue for the next pick-up, will be brought to the impact of the epidemic prevention and treatment.

Earthquake also seriously damaged the local ponds and about 15% of the vegetable products, and a further 50,000 greenhouses have been destroyed. Sichuan rapeseed accounted for 15 percent of the country, accounting for 7 percent summer harvest of grain, vegetables accounted for five percent.

While rescue work in moving forward, thousands of people still buried under the ruins. With the large number of bodies were buried and indiscriminate destruction of the water supply system, experts must take disinfection measures to prevent disease in animals and in the dissemination of the crowd. Li Jinxiang said at a press conference in Beijing to prevent the spread of the disease is currently one of the largest tasks.

Earthquake severely damaged the infrastructure, and the hot and humid summer coming, this is such as pigs or pig influenza blue ear disease spread of diseases such as the peak season, these swine diseases in 07 flood, forcing the massive slaughter Bingzhu.

Health corner frequency by the new vaccination pressure Mianzhu
2008-5-27

PRC Fang Junming Mianzhu 26 Feb - Wenchuan entered the third week of the earthquake, the hardest hit of the sanitation and epidemic prevention in Mianzhu pressure as the hot weather and "expansion." Mianzhu City, the Centers for Disease Control revealed that a large number of post-disaster city residents relying on the large quantity of food that domestic corruption. Coupled with the lack of victims in epidemic prevention knowledge, the gap larger issues such as drugs, lead to a new health corner increased. At present, disinfectants, skin diseases, diarrhoea and rabies vaccine is still scarce, and so on.

Mianzhu City, the Centers for Disease Control deputy director Zhou Xing pointed out that the current rural disaster areas in particular, tremendous pressure on the immunization. Because many of the villagers lack of washing hands before meals, eating cooked food, clean water sources, such as epidemic prevention knowledge, in the rural areas also make it easier arbovirus of the spread of infectious diseases. Some rural areas still unable to protect water sources, some villagers have been drinking contaminated well water and suffering from gastrointestinal disease, the local much-needed water disinfectants.

At present, the front-line health and epidemic prevention teams to disinfect the village, the villagers also Chuanhu to promote health and epidemic prevention knowledge.

In addition, the "animal epidemic prevention" is also a major problem in Mianzhu. Local farmers keeping the large number of animals killed in the quake, exposed to the scorching sun or rain, or discarded at will by the villagers, shallow, the threat of zoonotic disease great. It is learnt that the local township raised tens of thousands of dogs, these dogs become stray dogs in the disaster, due to frequent aftershocks frightened, hunger and attacks, the villagers have recently been coming Pigouyaoshang, but the disaster area a serious lack of rabies vaccine.

China responds to radioactive threat

Race against time at Tangjiashan quake lake (Reuters: China Daily)

China is hurrying to remove radioactive and chemical materials sitting downstream from a "quake lake" that threatens to burst and send torrents of water into heavily populated areas following the May 12 earthquake in the region.
Nearly 100 unidentified radioactive sources have been ordered to be removed from the path of the potential torrent of water, state press is reporting, citing the nation's environmental protection bureau.
"Moving those radioactive sources has become a top, urgent priority," the Beijing Times quoted Ma Ning, a senior regional official at the bureau, as saying.
The directive to move the radioactive material comes as authorities work to relocate about 5,000 tonnes of dangerous chemicals that are downstream of the lake at Tangjiashan.
Dealing with the quake lake has become one of the key challenges in the aftermath of the May 12 earthquake that devastated large tracts of mountainous Sichuan province, killing more than 68,500 people.
The lake was created when landslides triggered by the earth quake created a dam across a river in a valley.
Helicopters have been used to airlift supplies to hundreds of soldiers working to create a channel that can drain the lake, which contains enough water to fill over 50,000 Olympic-size swimming pools.
After three days of non-stop efforts, the soldiers have dug a 50 metre wide channel, 300 metres long, but despite the frantic pace the work will not be completed until next Thursday (local time), the state-run China Daily reports.
More than one million people risk being affected if the Tanjiashan lake empties onto towns and villages downstream, and many residents have been doing regular drills to move quickly to higher ground.

Unexpected dangers

Close to 200,000 people are expected to have been evacuated from the area, the state-run China International Radio says.
However, it is not the only area of Sichuan at risk. There are 33 other lakes created by the quake, 28 of which are at risk of bursting, the official Xinhua news agency reported.
Other unexpected dangers also continue to arise amid the massive task of looking after the 15 million people made homeless in the quake.
Gas from a chemical fire in Leigu town, near the epicentre of the quake, has poisoned four people and forced more than 800 to evacuate.
No one was available at the environmental protection bureau overnight to comment on the report about the radioactive sources that were being cleared.
However, previous reports in the state press say these sources could emanate from machines used to test defects in the construction of bridges or boats, or from X-ray machines.
There are also several nuclear installations not used for electricity generation in areas near the epicentre of the quake, according to the Institute for Radiological Protection and Nuclear Safety (IRSN) in France.
These included a manufacturing site for nuclear weapons, as well as a nuclear reactor.
The Chinese Government has previously said that nuclear facilities and radioactive sites in Sichuan province were "safe and controllable."
Meanwhile, the Ministry of Environmental Protection says authorities have dispatched thousands of people to inspect businesses in quake-hit areas, finding some with possible environmental risks.
Of 14,357 companies, including some 2,900 chemical firms surveyed in Sichuan province, inspectors found 134 potential risks, however nearly 30 of these have reportedly been dealt with.
The ministry also says the province's environmental quality remains stable and water was acceptable for drinking.;)
The death toll from the quake has reached 68,558, with another 18,618 missing, the Government says.
Some 15 million people have been displaced in the disaster.

The government vowed to punish anyone responsible for school buildings that collapsed in the quake and killed thousands of children. The combined toll of children and teachers in the rubble of schools is more than 9,000.
As international help continued to flow to China, South Korean President Lee Myung-Bak is on a state visit, the first foreign head of state to visit the quake zone.
However, Japan said it had decided against sending military aircraft to deliver aid for quake victims, instead plans to charter a commercial flight with tents and other relief supplies.
