SAG confirms first case of avian influenza in the province of Osorno

The Agricultural and Livestock Service, SAG, detected the first case of Highly Pathogenic Avian Influenza (IAAP) in the province of Osorno. The finding was possible after receiving a complaint from the administrator of a property located in the El Encanto sector, Puyehue commune, giving notice of sick birds (ducks, geese and Emu).

"We went to take samples, we sent them to the livestock laboratory of our institution that identified H5N1 Avian Influenza, a situation that we first communicated to the administrator and the owner of the property, and then we activated the sanitary protocol to prevent the spread of the disease," explained Cristian Andrade. Fuentes, Regional Director (S) of SAG Los Lagos.

“The positive case is in a backyard facility that has about 50 birds. As a Service, we determine the quarantine of the property and the depopulation of the backyard and its contacts," Andrade said.


The SAG regional authority added that, in addition, they notified the mayoress of the Puyehue commune, María Jimena Núñez, to inform the health strategy that the Service will deploy in the area, which includes an active surveillance area of 3 kilometers from the point of discovery. “On that surface, Service officials will carry out a census to find out the existence of birds. Within the framework of a meeting between regional and community authorities due to the poultry crisis caused by Avian Flu, the Government declared a State of Agricultural Emergency for the province of Concepción, in the Bío Bío region.
Specifically, the measure was issued as a result of the presence of avian influenza in at least 3 of 5 poultry farms in the area .
Present at the event were the presidential delegate(s) Humberto Toro, together with the Agriculture Seremi, Alejandra Aguilar, the National Director of the Agricultural and Livestock Service (SAG), Carlos Orellana, the mayor of Florida, Jorge Roa, and various poultry businessmen, who have been the most affected by the situation.
Guilds label the Government's announcement insufficient: "It is not something concrete"

In this regard, the presidential delegate (s) Humberto Toro, clarified that this measure opens the possibilities of aid directly to those affected in productive matters.
However, the producers expressed their dissatisfaction with this measure, since it does not mean something concrete that solves part of the petition presented last Sunday to the Seremi de Agricultura.
Although they requested the State of Agricultural Emergency, they also requested a delegate for it. This was stated by Ignacio Vera, general manager of Avícola Chequén.
Regarding the spread of the virus, it has been declared uncontrolled, since it is present throughout the country.
However, infections in birds have been mainly focused on the province of Concepción. This was stated by the national director of the SAG, Carlos Orellana.
The mayor of Florida, Jorge Roa, insisted on the damage to his commune regarding the uncertainty of the employment source around the egg.
Petition of poultry unions to the Government for Avian Flu

Let us remember that among the immediate actions requested by the unions, is the importation of vaccines to safeguard healthy birds, support for employment with insurance for workers and compensation for slaughtered birds.
In turn, the Executive was also asked to designate a delegate in the area to monitor the process.
This, since the Avian Flu crossed the sanitary barrier and became a threat to the supply of eggs, as well as to the national economy due to the rise in prices.
It should be noted that of the more than 2 million birds present in the different farms in the area, at least 700,000 hens are at risk of contagion from Avian Flu.
Finally, the producers emphasized that the egg production rate in the Bío Bío region has decreased by 20%.

Following the previous follow-up report, a new table-egg laying hen premises was identified in the surveillance zone of the on-going event. On April 19th, the owner informed the SAG of increased mortality in house 2 of his flock. The Service confirmed the presence of mortality and lethargy in the birds. 30 serum samples and 30 tracheal swabs were taken. Laboratory results were positive for molecular tests and negative for all serum samples, establishing that the mechanisms for early detection of new outbreaks are working well. The farm is located in the protection zone of this event, 2.3 km from Agrochequén and 2.7 km from Criadero Fundo Chequén. The total number of affected houses is 1 out of 8. The premises is under quarantine and the protection and surveillance zones were enlarged as a result of the new outbreak. On April 20th, stamping out began and is underway.

Avian influenza affects less than 1% of the poultry industry in Chile

Avian influenza has affected less than 1% of Chile's poultry industry since its outbreak last December, the Government reported.

"We have not had any relevant cases in the poultry industry for more than a month. The work of the Agricultural and Livestock Service (SAG) and the biosecurity measures of our industry have been remarkable," said the Chilean Minister of Agriculture, Esteban Valenzuela.

The minister attributed the increase in egg prices in recent months to the war in Ukraine, which caused a worldwide increase in the price of corn, the main raw material of the poultry industry, forcing between 20 and 27 medium or large Chilean companies to close or reinvent their production.

Avian influenza was registered in Chile for the first time in December 2022, and since then it has spread to practically the entire country, mainly affecting wild birds and mammals.

SAG confirms an industrial team positive for avian influenza in the Metropolitan Region

The Agricultural and Livestock Service, SAG, confirmed through analysis from its official laboratory, a positive case of avian influenza in an industrial plant of fattening poultry in the Melipilla sector, in the Metropolitan Region. After the discovery, the existing protocol involving the slaughter of the affected birds and the isolation of the area was immediately activated, sanitary measures that are intended to prevent the spread of the disease to nearby areas.

It is important to note that the SAG has been developing a close work with the private sector since the global alert was raised for this highly pathogenic virus that arrived in the country through migratory birds from the northern hemisphere in December last year, activating an emergency campaign throughout Chile that has already lasts for more than six months.

That is why during the period that the country has been under this emergency, which began in December 2022, the SAG has sampled more than 95,000 birds, both from backyards and from industrial plants and wild birds, with the aim of detecting the presence of the virus in a timely manner and taking the necessary measures to minimize its impact on the country as much as possible.

In the framework of this health emergency, it is essential to insist on the urgent call of the SAG to poultry owners to take extreme biosecurity measures in their facilities, mainly by locking up their birds to avoid all contact with wild birds or others that may be affected, and thus avoid contagion. EPIDEMIOLOGICAL COMMENTS

Very mild clinical signs started on Friday night (June 2nd): birds weakened and with difficulty to move, very few birds with a slight opisthotonus, in total, no more than 20 to 30 affected birds (mainly weakened) in house 13. No macroscopic lesions in organs were seen at necropsy in the birds. An authorized veterinarian reported to the veterinary service an increased mortality in house 13 of the Santa Rosa broiler sector on June 3rd at 9:34. Official veterinarians visited the farm the same day (13:50), collected samples and applied movement restrictions on birds, products and by-products. During the visit, some birds with respiratory, neurological and digestive signs were observed. Samples were taken for avian influenza: tracheal and cloacal swabs as well as blood samples in houses 11, 13 and 14. The total number of houses was 15. Results positive for highly pathogenic avian influenza received on June 4th. On the same day, stamping out of the birds in house 13 begins, ending on June 4th (morning). Stamping out of the remaining birds of the farm to be applied. The carcasses are disposed of in ditches on site, as will be done with litter, guano and feed remains. Initially, a 3 km radius was established as a protection zone and 7 km radius as a surveillance zone, totaling a 10 km radius around the infected zone, with adjustments in some areas due to geographical features. The protection and surveillance zones are under surveillance according to the current contingency plan. All commercial premises within the 10-km radius were alerted. Movement restrictions on birds, products and by-products from the premises in the protection and surveillance zones are applied until they carry out a swab sampling and get negative results. They must then continue with the surveillance established in the contingency plan. The farm is adjacent to a settling pond of a pig farm belonging to the same company where wild birds have been observed. Results from serum samples have not yet been received.

AFFECTED POPULATION DESCRIPTION
32-day-old broilers. The birds are housed in 15 houses. At the beginning of the event, the population of susceptible birds is 540,303. This report includes susceptible birds, cases, deaths and culled birds (stamping out) in house 13. Data for the remaining birds in the different houses will be reported in follow-up report 1.
