Catalu?a ha decretado la situaci?n de emergencia sanitaria por la gripe A. Aunque la denominaci?n pueda resultar un tanto alarmante, no se trata de que el virus se haya vuelto m?s peligroso, sino de asegurar que si la pandemia se ceba en el personal sanitario, los enfermos no queden desatendidos. Para ello se facilita dar una respuesta asistencial m?s coordinada en hospitales y ambulatorios contra el brote del virus H1N1. La resoluci?n faculta a la red sanitaria, tanto p?blica como concertada, a reducir algunos tr?mites burocr?ticos para la contrataci?n de personal, la ampliaci?n de la jornada laboral y la suspensi?n de vacaciones y otros permisos.

El Departamento de Salud de la Generalitat public? la resoluci?n el 26 de noviembre, justo el d?a de recuento de la tasa de contagiados por gripe A, pero no la publicit? ni emiti? comunicado alguno a los medios por entender que era un asunto sin la mayor trascendencia :rolleyes:. Otras comunidades han tomado medidas similares. Es el caso de Andaluc?a, Galicia y Navarra, que ya prev?n cambios en la estructura laboral pero en el marco de los planes generales de lucha pand?mica.

La resoluci?n de la Generalitat consta de siete medidas, todas de car?cter laboral y administrativo, y afectan tanto al Instituto Catal?n de Salud, que gestiona ocho hospitales p?blicos, como a la cincuentena de centros concertados que administran consorcios. El decreto faculta a estos centros a saltarse algunos tr?mites burocr?ticos para contratar personal auxiliar, a suspender, denegar y revocar la autorizaci?n de vacaciones, licencias y permisos salvo los de maternidad. La resoluci?n de Salud prev? igualmente la anulaci?n de los periodos de descanso, la prolongaci?n de la jornada con horas extraordinarias y el traspaso de personal de un ?rea a otra en la que se produzcan vacantes o bajas por enfermedad.

El gerente de Evaluaci?n Asistencial del Servicio Catal?n de Salud, Josep Maria Argimon, rest? importancia a esta decisi?n y subray? que la mayor?a de centros asistenciales ya tienen programada su actividad para las fiestas de Navidad y A?o Nuevo, por lo que, consider?, no deber?n aplicar estas medidas. "Sencillamente, se trata de prever una situaci?n por si ocurre, pero debemos prever todos los escenarios", se?al?.

La Generalitat desconoce cu?ndo desactivar? la fase de emergencia sanitaria, la primera que se decreta ante una situaci?n pand?mica, pues en enero se prev? otro m?ximo de incidencia epid?mico como el del pasado mes de noviembre. En cualquier caso, la emergencia sanitaria no podr? prolongarse m?s all? de la fecha de extinci?n de la pandemia.

La resoluci?n de la Generalitat afectar? sobre todo a los hospitales y centros de asistencia primaria que dependen del Instituto Catal?n de la Salud, pues son los que tienen normas de contrataci?n m?s r?gidas. En cambio, los centros concertados poseen mayor flexibilidad con pautas de contrataci?n propias.

Catalonia has decreed a health emergency by influenza A.
