Cape Coral CRA attorney, Grapefruit League director dies

2:34 P.M. ? Renowned land-use attorney, spring training baseball executive and attorney for the Cape Coral Community Redevelopment Agency David Cardwell died this morning at an Orlando hospital from complications involving respiratory illness and the H1N1 virus, according to John Jacobsen, Cape Coral?s CRA director.
?This is really hard,? Jacobsen said. ?It?s a big hole to fill for a whole lot of different things. He was a great guy.?
Cardwell was the executive director of the Grapefruit League Association which helped coordinate Major League Baseball's spring training in Florida, and an attorney credited with writing much of the laws that created redevelopment agencies in the state like the Cape Coral CRA. He also provided legal advice and consulting work for the Bonita Springs Council.
He was 64.
Jeff Mielke, executive director of the Lee County Sports Authority, said Cardwell was a key influence in keeping teams from leaving their spring training homes in Florida for Arizona.
?He was one of the key figures in bringing attention at the state level at
our needs to retain teams and he should get some credit for that," Mielke said.
Cardwell was the principal partner with the Cardwell Law Firm in Orlando.
He was recognized throughout Florida in the area of redevelopment
and tax increment financing. He was actively involved in the development of sports as stadiums and arenas, including facility development, lease negotiations with sports teams and financing.
He served as a member of a study commission appointed by the Governor and Cabinet of the State of Florida to review state land purchasing policies and procedures. He was city attorney in Lakeland.
Before becoming accepting that post, Cardwell was a staff director of the Florida
House of Representatives and served as state elections director.
?He was very instrumental in getting the group together that became the
Florida Grapefruit League Association," said Nick Gandy, spokesman for the Florida Sports Foundation. "He wasn?t paid for it. It was his love for the game of baseball. He helped with the teams whenever there was any teams in trouble. He would be there to work with them and help out. He really worked hard to keep the Cleveland
Indians in Florida.?
