Canada is still vulnerable to the risks posed by pandemics because the health system is not ready for a surge in patients, the head of the Canadian Medical Association said.
Dr. Jeffrey Turnbull told a Senate committee studying pandemic preparedness on Friday that last year's H1N1 outbreak exposed communications problems and a shortage of personnel and resources.
"If H1N1 had been the severe pandemic that was expected and for which Canada had been preparing, our health system would have been brought to its knees," said Turnbull, who is chief of staff at Ottawa Hospital.
