California Pandemic Legislation

I thought some of you may find this interesting.


I work for the California Environmental Protection Agency. One of my duties is to review and comment on pending legislation (California legislation). Just as I was leaving work today I was given a bill to look at. I forget the bill number but it is by Senator Alquist. It proposes to provide authority to the Director of Human Services to declare a health emergency and quarantine individuals or geographical areas if the Director identifies a contagious diseases or biologicals anywhere in California. Anyone disobeying the orders can be arrested as it this bill will make it law to abide in these circumstances. I only glanced at it for about 10 minutes before leaving work but it looks like they are getting ready - legally - to deal with the coming pandemic. Looks pretty scary to me.

They need to think it through more carefully. It is one thing to arrest one person (like they can do now for TB). But if they arrest one thousand people due to a pandemic where will they put them and who will care for them?

People need information and survival tools, not threats or coercion. It is exactly panicked planning like this that highlights the need for nationwide community townhall meetings.
