In order to prevent the spread of bird flu in commercial poultry, the Brazilian Ministry of Agriculture and Livestock (MAPA) has instructed state governments to declare an animal health emergency, Agencia Brasil reported on Friday.

The MAPA has advised States to declare an animal health emergency, given the appearance of two cases of bird flu in poultry in the country. The first case occurred in Espírito Santo, in the city of Serra, and the second, in Santa Catarina, on a small property in the municipality of Maracajá.
On Thursday, Minister Carlos Fávaro met with governors and representatives of the states and the Federal District, advising governments to declare a state of animal health emergency and reinforce containment actions and prevent the spread of the disease, especially for commercial birds.

In May, with the records of the first outbreaks of the disease in migratory birds this year, the MAPA declared a state of animal health emergency throughout the country through an ordinance published in the Official Gazette.
According to the ministry, for the measures to fight bird flu to be effective, it is necessary for states to also adopt similar measures, reinforcing the alert even in places where there is no record of any outbreak of bird flu. This is because the occurrence of one case in commercial poultry would affect the entire country.

The Santa Catarina case led the Japanese government to suspend the purchase of live birds and poultry meat produced in the state. Second largest chicken exporter in the country, Santa Catarina was responsible for the sale of 545.5 thousand tons outside of Brazil in the first semester. Japan was the destination of 219.8 thousand tons, a number 8.5% higher than that registered in the same period last year.
The MAPA will take advantage of a commercial and business mission scheduled for next week to try to reverse the Japanese decision. A delegation of Minister Carlos Fávaro with meat exporters will attend meetings and seminars in South Korea and Japan.
According to Fávaro, the Brazilian government is determined to reopen the Japanese market for Brazilian chicken as soon as possible. On Monday (17), the ministry sent the clarifications to the Japanese health authorities. The ministry stresses that Brazil remains free of bird flu for commercial birds.

"We are working, as always, quickly and transparently, promptly adopting all control measures and demonstrating it so that consumers of our chicken products, which are in more than 150 countries around the world, remain calm and confident," explained the minister.
Leader in exports of chicken meat to the world, with 35% of the global market, Brazil is one of the only countries that still maintains its status as free of Highly Pathogenic Avian Influenza (Avian Influenza) in commercial birds, according to the protocol of the World Organization for Animal Health.

Minister of Agriculture extends state of animal health emergency due to Avian Influenza​

The Minister of Agriculture and Livestock, Carlos Fávaro, through Ordinance nº 624 , extended, for another 180 days, the validity of the state of animal health emergency throughout the national territory due to the detection of infection by the highly pathogenic avian influenza virus ( IAAP) in wild birds in Brazil.

To date, there is no record of the virus circulating in commercial farming, which maintains Brazil's status as an avian influenza-free country before the World Organization for Animal Health (WHO), exporting its products for consumption safely.

“The fight against bird flu is an issue that deserves everyone's attention, as the spread of the disease can impact different sectors of the country. The extension will give us more security to face this crisis without major risks”, highlights Fávaro.

The zoosanitary emergency had already been decreed, for the first time, on May 22 of this year as a measure by the Ministry of Agriculture and Livestock (Mapa) to prevent the disease from reaching subsistence and commercial poultry production, as well as to preserve the fauna and human health.

The Act allows the Government to quickly adopt measures to eradicate the outbreak, mobilize funds from the Union and coordinate with other ministries, governmental organizations - at the three levels: federal, state and municipal - and non-governmental organizations, as well as integrated actions to contain the spread of the disease throughout Brazil.

Confirmed cases

To date, Brazil has 139 confirmed outbreaks of the disease, including wild birds, subsistence birds and mammals.

The Map continues to warn the population not to touch or collect birds they find sick or dead and contact the nearest veterinary service to prevent the disease from spreading.

There is no risk in consuming poultry meat and eggs or any inspected product of animal origin.
