May 15 (Reuters) - Brazil, the world's top chicken exporter, has for the first time confirmed Highly Pathogenic Avian Influenza (HPAI) cases but only in wild birds, the Agriculture Ministry said on Monday.

Two cases were detected in wild birds and should not trigger a ban on imports of Brazilian poultry products as per guidelines from the World Organization for Animal Health (WOAH), according to the Brazilian government.

The avian influenza virus can kill entire flocks of birds and cause losses for the farming sector. Brazil's chicken exports rose by 27% last year to $9.76 billion as other countries reeled from a global outbreak of the virus, yet the South American country had never registered a case until now.

Two weakened shorebirds of the species Thalasseus acuflavidus were rescued from two beaches of the coast of the state of Espírito Santo, and sent to a nearby rehabilitation center for wild species. The three birds identified in Espírito Santo with avian flu this Monday (15) were weakened and had already died when the result of the test that identified that they had the H5N1 virus came out.


The manager of the Espírito Santo Agricultural and Forestry Defense Institute (IDAF), Raoni Cipriano, explained when and how the birds were identified.

The first was found lying on the 7th of May on a beach in Marataizes, in the south of the state. By coincidence, the person who identified the weakened thirty-reis-flock was a veterinarian from Idaf himself, who took care to collect the bird safely.


The second bird, also a thirty-reis-flock, was found lying on the 8th under a tree in the Fazendinha park, in Jardim Camburi, which is just over 2 km from the beach, where the birds usually stay. It was collected by technicians from the Caiman Institute who work in the park.

The two were taken to the Institute for Research and Rehabilitation of Marine Animals (Ipram), in Cariacica. And there, they infected a third bird, a Brown Booby that had been recovering from a leg problem since January.


The three birds died days later, on May 10, according to the Idaf manager. One of them died from the disease and the other two were so debilitated that they had to be euthanized.


Idaf was notified of the suspicion by the Ipram veterinarian on the 10th. Soon after, the investigation and collection of samples was carried out to identify the H5N1 virus - which was confirmed this Monday (15th) -, according to actions foreseen in the surveillance plan for avian influenza.


The samples were processed at the Federal Agricultural Defense Laboratory of São Paulo (LFDA/SP), recognized by the World Organization for Animal Health (OMSA), since 2016, as an international reference in the diagnosis of avian influenza.


"This quick and effective action by Idaf allowed the detection and confirmation of the results in a short period of time, accelerating the response and intensifying the prevention measures, already routinely developed in ES", informed the agency.


The two places where the birds passed, both Fazendinha and Ipram are isolated. At Ipram there are another 30 birds, but since then they have not shown symptoms.

After the confirmation of three cases of wild birds infected with avian flu in Espírito Santo — an unprecedented situation in the country — another 26 birds were euthanized (sacrificed) to contain the spread of the H5N1 virus, which has rapid contamination among birds.

"It is an outbreak containment measure, with the objective of protecting the health of the other birds that are in the environment and of the people who work with these birds", informed the folder, which also highlighted that the measure is supported by decrees and federal and state laws, in addition to normative instructions from the Ministry of Agriculture and Ibama.

Among the three birds that had confirmed avian flu, two are of the Thalasseus acuflavidus species, known as a terns-band, and were rescued in Marataízes and Jardim Camburi, in Vitória.

The third is a migratory bird of the species Sula leucogaster (pardo booby), which had been at the Institute for Research and Rehabilitation of Marine Animals in Cariacica (Ipram) since January and was infected by the two terns that arrived there. In addition to the confirmed cases in birds, Espírito Santo also has a suspected case in humans , still pending confirmation. The patient has mild flu-like symptoms and is being monitored.

The Secretariat of Agriculture, Supply, Aquaculture and Fisheries (Seag) informs that the Federal Laboratory of Agricultural Defense of São Paulo (LFDA/SP), of the Ministry of Agriculture and Livestock (Mapa), are being analyzed by the samples of four new birds that presented suspicious symptoms of avian influenza (H5N1 virus). The animals are all group terns and were located in the municipalities of Nova Venécia, Itapemirim, Linhares and Vitória.

As part of the procedures provided for in the National Avian Influenza Surveillance Plan, the Espírito Santo Agricultural and Forestry Defense Institute (Idaf/ES) is mapping the focus areas and carrying out inspections on the properties.

According to Idaf's Animal Sanitary Defense Management, the objective is to carry out clinical surveillance, directing servers to monitoring actions and active search for animals with symptoms compatible with the disease. Euthanasia

Regarding the euthanasia performed on the 26 birds from the Institute for Research and Rehabilitation of Marine Animals (Ipram), the procedure was carried out as determined by the Ministry of Agriculture and Livestock as a preventive measure, since the possibility of local transmission was verified, putting into risk the other birds that are in the environment and the people who work with these birds. All procedures were supported by current legislation.

Euthanasia is a procedure that takes the animal to death, accompanied by a veterinarian, respecting the principles of animal welfare, without pain and with a minimum of stress.

Transmission to humans

The Secretary of Health of Espírito Santo (Sesa) informs that, since May 16, teams from the Health Surveillance of Sesa, together with Idaf/ES, carry out field investigations in Vitória, Cariacica and Marataízes to identify people who had contact with infected birds.

In partnership with the Municipal Secretary of Health of Vitória, 33 possible exposures were identified in Parque Fazendinha, one of which is in isolation at his own residence, without flu symptoms and monitored by the municipality. The period of validity of isolation ends this Friday (19), if he remains without flu symptoms.

On the morning of this Wednesday (17), the municipality of Vitória carried out the collection of 33 samples of contacts and sent them to the Central Public Health Laboratory of Espírito Santo (Lacen-ES). According to the text of the ordinance obtained by the report, the state of emergency must be in force for a period of 180 days, which can be extended for an indefinite period, from the publication of the text.

After yet another case of avian flu was confirmed in a wild bird over the weekend in Espírito Santo, in Nova Venécia, 24 people were identified who were possibly exposed to the H5N1 virus by having had contact with the bird. All are under monitoring, and one of them had mild flu symptoms. This suspected case is under investigation by the State Department of Health (Sesa) along with two others from Cariacica.

The Government of the State of Rio de Janeiro has confirmed the second case of a migratory wild bird contaminated with the Avian Influenza virus, also known as H5N1. The bird is a flock terrier that was collected by professionals from the company AMBIPAR on Tamoios beach, in Cabo Frio, in the Lagos Region. There was no exposure of people to the contaminated bird and there are no records of transmission to humans in the state.

In Cabo Frio, the bird was collected by technicians and the Official Veterinary Service (SVO) was notified, collecting samples for analysis at the Federal Laboratory for Agricultural Defense. Monitoring is being carried out in Campos dos Goytacazes, where a bird found in São João da Barra was taken.

In Norte Fluminense, four people who showed respiratory symptoms were tested for H5N1 and the results were negative. As a precaution, monitoring will be carried out for ten days.

State authorities are stepping up monitoring and prevention actions to prevent the spread of the virus.

The Contingency Plan was released by the Department of Agriculture, Livestock, Fishing and Supply, establishing control measures to detect and contain the early spread of Avian Influenza in domestic, wild and exotic birds.

A communication flow will also be established between SEAPPA and the Center for Strategic Information on Health Surveillance (CIEVS) to report on suspected bird mortality and cases of flu syndrome with a history of contact with suspected birds.

Technicians from the secretariats say there is no reason to worry about an H5N1 epidemic, as there is no direct person-to-person transmission. Furthermore, the disease is not transmitted by eating poultry meat or eggs. Human infections with the virus occur through direct contact with infected birds, dead or alive.

The Ministry of Agriculture declared a zoosanitary emergency throughout the national territory to prevent the spread of the disease in poultry production and preserve wild fauna and human health.

The population must avoid direct contact with fallen, dead or alive, domestic, wild, exotic and migratory birds, as well as aquatic mammals. Any suspected contaminated animal must be immediately communicated to the region's Agricultural Defense Center or to the municipality's Environmental Surveillance Coordination. With the aim of acting as an institutional articulation mechanism in response to the state of zoosanitary emergency in force in the country since May 22, COE-Mapa Avian Influenza will be responsible for a series of actions to combat Highly Pathogenic Avian Influenza (IAAP) , registered for the first time in Brazil in wild birds in May of this year. Among the attributions of the operations center are the dissemination of information to the population, the identification and adoption of mechanisms to support the MAPA bodies to combat the advance of IAAP cases.

The Animal Health departments are part of COE-Mapa Avian Influenza; Support and Standards; Corporate Management; Technical Services and Inspection of Products of Animal Origin. Representatives of other bodies and public and private entities may also be invited to meetings to discuss actions to combat avian flu.

In a meeting at the Ministry of Health, they spoke about the organization of Emergency Operation Centers in the three departments to carry out measures to combat the disease, registered for the first time in Brazil​ in wild birds in May of this year.

Minister Carlos Fávaro highlighted that Brazil is recognized for the quality of its agricultural defense system and that the joint work with other ministries will guarantee security in the face of the IAAP. “The unification of standardization of procedures will give us more security in facing this health crisis, so that Brazil can come out of it without any major commercial or human health risk so that we can have peace of mind and continue with the status of a flu-free country aviary”, said Fávaro.

Mapa's Secretary of Agricultural Defense, Carlos Goulart, also participated in the meeting and reinforced the importance of joint actions to organize the operation in the strategy to combat avian influenza. “So far we have only been detecting wild birds and the ability to quickly detect and contain outbreaks of wild birds is key right now, which includes very strong intergovernmental action between states and the federation”.

The first outbreak of highly pathogenic avian influenza ( H5N1 ) was confirmed last Monday night (29) in the state of Rio Grande do Sul, in a wild bird of the species Cygnus melancoryphus (popular name black-necked swan), found in the Taim Ecological Station, in the south of the state. The site has now been closed to visitors.
Two other cases in wild birds were also confirmed: a Thalasseus acuflavidus (popular name Trinta-réis-de-bando) on Ilha do Governador, in the capital of Rio de Janeiro, and a Sterna hirundo (popular name Trinta-réis-boreal), in the municipality of Piúma in Espírito Santo.
With the cases reported today, the number of confirmed cases in wild birds in Brazil rises to 13, nine of which in the state of Espírito Santo, in the municipalities of Marataízes, Cariacica, Vitória, Nova Venécia, Linhares, Itapemirim, Serra and Piúma, three cases in the state of Rio de Janeiro, in São João da Barra, Cabo Frio and Ilha do Governador, and one in the south of Rio Grande do Sul.
