Status Report on Avian Influenza outbreak in West Bengal (12.02.2010)

? Department of Animal Husbandry, Dairying & Fisheries (DADF), GOI has notified Avian Influenza outbreak in Hazrabati and Nagar villages [block Khargram], district Murshidabad on 14th January, 2010. More epicentres surfaced in the same block (Haripur, Ninur, Pathai, Dhamaliara & Diara). State Government also notified outbreaks in the Faridpur, Budua, Khorjona, Simulia villages of Burwan Block.

? A Central Rapid Response Team of MOHFW is stationed at Murshidabad to assist the state health authorities.

? Containment measures have been carried out as per the contingency plan of DADF. So far 150686 birds have been culled and 18190 eggs have been destroyed.

? The Surveillance activities are going on in 0-3 Km and 3-10Km area. In 0-3Km area, out of a total of 234785 population, 19284 have been covered on 11.02.2010 and 2 persons have been identified with Fever/URI but none of them has history of contact with infected poultry.In 3-10Km area, out of a total of 211445 population, 64372 have been covered on 11.02.2010 and 3 persons have been found with Fever/URI but none of them has history of contact with infected poultry.

? The identified hospital has reported no cases of fever with URI .

? State Govt. has adequate stock of oseltamivir and personal protective equipment.

? Situation is being monitored on a daily basis.

State Government also notified outbreaks in the Faridpur, Budua, Khorjona, Simulia villages of Burwan Block.

? In Burwan Block Culling and disinfection operations were completed on 03.02.2010.

Whereas the Culling and disinfection operations of six epicenter villages at Khargram Block were completed on 03.02.2010. In the rest three villages notified later (Ramchandrapura, Alinagar and Diara) the Culling and disinfection operations were completed on 6.02.2010.

? The active surveillance for human cases of Fever & ILI was completed in all affected blocks on 12.02.2010.

? On 17th February 2010, Central Team conveyed



o That scientists and specialists from the Ministry of Animal Husbandry, Govt. of India have visited the affected villages and collected samples from the birds and sent for laboratory confirmation.



o That the specimen sent from Diara (Mallickpur) on 13.02.10 tested at HSDL Bhopal found Positive for H5N1 Virus (report available on 15.02.10)



o That State Govt has decided to cull the repopulated Birds in the villages coming within around 3 KM radius centered from Diara under Khargram Block of Murshidabad.



o That the Culling team culled 814 Birds on 16.02.2010 ( till 09.00 PM)The Medical Team of Khargram Block including the BMOH of Khargram Block PHC had examined the Cullers and administered 75 mg of Oseltamivir to each culler and supporting Staff as prophylactic dose.



o Surveillance within 0-3 KM area (18 Villages and 19289 population) and Bi-weekly fever surveillance at 3-10 KM area from Diara (Mollickpur) village of Khargram Block is being initiated.



o The stock of drugs & logistics are sufficient and the arrangements in District and Sub divisional Hospital of this district are adequate to combat with avian influenza human cases, if occurred.



o There is NO SUSPECTED HUMAN CASE of ILI in affected block till date and no unusual poultry deaths in the district.



? Situation is being monitored on a daily basis.

Drive to cull 1 lakh fowls begins

Our Correspondent, Thakurgaon District Livestock Department yesterday started a drive to cull over one lakh poultry birds and destroy two lakh of eggs at Yakubpur branch of Kazi Breeders Limited here to stop the the spread of bird flu virus.

Officials of the department said they will cull about 117,626 parent chickens and destroy about 210,000 eggs.
District Livestock Officer (DLO) Mosaddekur Rahman told The Daily Star that the drive would continue for two or three days.

Addressing a press conference at the company's office at Tamanna Villa of the town, Managing Director of the farm Zahedul Hasan said his farm incurred a total loss of Tk 34.09 crore due to spread of bird flu virus.

Zahedul suspected that the bird flu virus might be transmitted from recently imported eggs from India.

After the bird flu attack at Murshidabad in West Bengal, the government gave permission to import 20 crore eggs from India defying its rules that any poultry goods can not be imported from poultry industries of any country where bird flu has broken out, he alleged.

He said that they are very anxious for their other 19 farms in the district and Panchagarh after the spread of the virus.

The DLO said they have already taken necessary measures to stop spread of the flu to other farms and chickens. They also supplied medicine to the poultry farms through their workers, he added.

Nagaland bans poultry import from Murshidabad

Kohima, Apr 01 (PTI) Nagaland has imposed a ban on poultry imports from Murshidabad district of West Bengal in view of recent outbreak of bird flu there.

Chief Secretary Lalthara said in a notification issued yesterday that the government had imposed the ban as a preventive measure and it would continue till further notice.

This is the second ban, after the first one was lifted in September last year.

Murshidabad district Animal Husbandry Deputy Director Kamdev Sardar said today that about two lakh birds had been culled in two blocks during January and February this year.

Presently, the district is free from bird flu, but the authority is yet to get a certificate to this effect from the Centre, he said.

Bhutan lifts ban on Indian poultry products

Followed by the Sultanate Oman, Bhutanese agriculture and forests ministry has lifted the ban on Indian poultry and poultry products.

Last year, both the countries banned import of live bird products from India after reports of the outbreak of avian flu in some parts of the North Eastern region.

?Based on the national declaration to the OIE (World Organisation for Animal Health), on the regained freedom status on Avian (Bird) by both Bhutan and India, the ministry of agriculture and forests (MoAF) hereby announce to lift the ban imposed on import of the Indian poultry and poultry products with immediate effect,? Bhutanese agriculture and forests ministry stated on their official website.

Last week on June 18, 2010, the Omani authorities lifted the ban after Indian authorities claimed that ban on import of live bird products from entire India was unjustified as the avian flu was limited to North Eastern region.

?The lifting of the ban would also mean that all terms and conditions previously enforced/specified in relation to the above poultry and poultry products both within and outside the country are to be treated as non-valid with immediate effect. However, import of poultry and poultry products are permitted only from those firms/companies that have been identified and approved by the Bhutanese government,? the ministry added.
