FAO workshop highlights importance of biosecurity in fighting avian flu

CAIRO: Biosecurity is vital in combating avian flu, said officials from the Food and Agricultural Organization (FAO).

Professor Nick Taylor from the University of Reading said that biosecurity is about minimizing the risk of spreading the virus within the farm and from one farm to another.
In cooperation with the General Organization of Veterinary Services (GOVS), the FAO organized a workshop in Cairo on Wednesday to discuss the deadly virus.
Explaining the possible scenarios of a viral outbreak, Taylor said the transmission of the virus can be prevented by identifying the critical control points of each scenario to minimize the risk.
The discussions focused on combating the virus in privately-owned farms that are commonly found inside homes in rural areas. In these villages, there is no awareness about biosecurity and the implementation of practical steps to prevent the spread of the virus.
“We have two sectors of poultry farms: the private sector, also known as the commercial sector, where biosecurity is given due attention and where sufficient funds are available to implement biosecurity measures," Mona Mehrez, head of the Central Laboratory for Poultry Monitoring at the Ministry of Agriculture and Land Reclamation, told Daily News Egypt.
"On the other hand, there are the rural areas where poultry is raised inside the houses, and where, unfortunately, people are not educated enough or do not have the sufficient funds," she added.
Participants highlighted the proximity between farms and the continuous presence of visitors as some of the major contributors to the spread of the disease.
“We try to provide these producers with funds and create awareness, but the efforts of the public sector are necessary because they have better access to these people,” she added.
Mehrez emphasized the need to change people's perception about biosecurity, explaining that change has to be initiated at the grassroots level because the law is not enough.

FAO’S Jonathan Rushton said that the diversity of the products and production methods within the poultry industry in Egypt increases the risk of a viral outbreak, especially throughout the different phases.
He suggested subsidizing farmers to upgrade their livestock, a strategy that worked in Europe during the 50s and 60s.

Participants also discussed the importance of compensating farm owners should their farms be found infected and were to be shut down.
The workshop comes within the framework of controlling avian flu and saw the participation of poultry industry representatives, experts and veterinary professionals.

Participants stressed the importance of implementing strong and efficient biosecurity measures against highly pathogenic avian flu.
A study conducted by Walid Hamdy, assistant researcher and head of the viruses unit at the National Laboratory for the Veterinary Surveillance on Poultry Production, showed that during the last six months, 76 positive cases were reported while in 2007 120 cases were reported.

The study also revealed that the production of poultry has decreased by 50 percent after the new regulations, which limited production to specific slaughterhouses. It proved that the available entities can only supply half of the required production.

حذر خبراء منظمة الأغذية والزراعة «فاو» وخبراء وزارة الزراعة من خطورة عدم تطبيق قواعد الأمان الحيوي في مزارع الدواجن والتربية المنزلية، مؤكدين أن التراخي في تطبيق هذه الإجراءات سوف يؤثر سلبياً علي عملية السيطرة علي مرض أنفلونزا الطيور.
Experts warned the Food and Agriculture Organization «Rome» and experts of the Ministry of Agriculture of the seriousness of the non-application of safety rules is vital in poultry farms and domestic education, assuring that lax in applying these procedures would adversely affect the process of controlling bird flu.
وأشار الخبراء خلال مؤتمر الأمان الحيوي والتأمين لصناعة الدواجن الذي نظمه المكتب الإقليمي لمنظمة الأغذية والزراعة «فاو» أمس بالتعاون مع وزارة الزراعة ممثلة في الهيئة العامة للخدمات البيطرية إلي أن تشديد إجراءات الرقابة وتطبيق قواعد الأمان الحيوي ضرورة قصوي لاحتواء المرض، مؤكدين أن هذه الإجراءات تساهم في حماية قطاع الإنتاج الداجني والنهوض بصناعة الدواجن.
The experts noted during the vital safety and insurance for the poultry industry, organized by the Regional Bureau for Food and Agriculture Organization «FAO» yesterday in collaboration with the Ministry of Agriculture represented in the General Authority for Veterinary Services to tighten control procedures and application of the vital need for the utmost safety to contain the disease, adding that such actions contribute to Protect poultry production sector and the advancement of the poultry industry.
وقال الدكتور حامد سماحة، رئيس الهيئة العامة للخدمات البيطرية: إن الأمان الحيوي عمل مهم وأساسي للتحكم والسيطرة علي مرض أنفلونزا الطيور، مشيراً إلي أنه تم إصدار قرار مع بداية العام الحالي بشأن تطبيق اشتراطات خاصة بهذا النظام يتضمن العديد من الإجراءات اللازمة للأمان الحيوي مثل إغلاق المزارع القريبة من الكتلة السكنية أو تغيير نشاطها، وأنه يتم حالياً إغلاق أي مزرعة يثبت أنها لا تلتزم بتطبيق قواعد الأمان الحيوي.

وأضاف سماحة أن الهيئة بدأت في تنفيذ الحملة الثالثة لتحصين الطيور بالتربية الريفية مجاناً، مشيراً إلي أنه تم توفير ٥٥ مليون جرعة جديدة سيتم توزيعها علي مديريات الطب البيطري بالمحافظات تمهيداً للبدء في برنامج التحصين بمختلف المناطق الريفية.
Samaha added that the Commission started implementing the third campaign to immunize birds rural education free of charge, pointing out that the provision of 55 million new doses will be distributed to veterinary medicine directorates in governorates in preparation for the start of the immunization programme in various rural areas.
ولفت سماحة إلي أن المرض يشهد حالياً انحساراً واضحاً في مصر حيث لم تظهر منذ ٣ أشهر أي حالات إصابة باستثناء بؤرة واحدة في الأقصر تمت السيطرة عليها وكانت في التربية المنزلية.
He Samaha said the disease is now clearly declined in Egypt, which did not appear 3 months since any cases except one in the centre of Luxor, was brought under control and education in the household.
أكد الدكتور سماحة أن صحة الدواجن تتعافي حالياً بشكل حقيقي وقوي حيث بلغ إجمالي الإنتاج ٧٥ مليون طائر بمعدل ٥.٢ مليون طائر يومياً.
Dr. Samaha that the health of poultry is currently recovering in a real and strong taking the total production 75 million birds at 5.2 million birds a day.
من جانبها، أكدت الدكتورة مني محرز، مدير معهد صحة الحيوان رئيس المعمل المركزي للرقابة علي الإنتاج الداجني، أنه بدون تطبيق قواعد الأمان الحيوي علي جميع المستويات سواء التربية المنزلية أو المزارع المكثفة للدواجن فلن تستطيع مصر التخلص من مرض أنفلونزا الطيور أو الأمراض الوبائية الأخري.
For its part, stressed Dr Mona Mehrez, Director of the Institute of Animal Health President of Central Laboratory for control of poultry production, that without the application of safety regulations is vital at all levels of education, whether domestic or farm poultry intensive Egypt will not be able to get rid of bird flu or other infectious diseases.
وأشار الدكتور فتوح درويش، رئيس الإدارة المركزية للطب الوقائي بالهيئة العامة للخدمات البيطرية، إلي أنه يجري حالياً دراسة إنشاء صندوق تعويضات لأنفلونزا الطيور بميزانية تصل إلي ٤٥٠ مليون جنيه تسهم فيه وزارة الزراعة بنحو ٥٠ مليون جنيه، والباقي بمساهمة من الاتحاد العام لمنتجي الدواجن والقطاع الخاص.
He pointed Fatuh Darwish, head of the Central Department of Preventive Medicine in the General Authority for Veterinary Services, is underway to study the establishment of a compensation fund for bird flu budget of up to 450 million pounds contributed by the Ministry of Agriculture estimated 50 million pounds, and the rest of the contribution of the General Federation and the private sector.
وأضاف أنه تم وضع قواعد صارمة للتعويض لحماية قطاع الدواجن.
He added that strict rules have been developed to compensate for the protection of poultry sector.
