Bird flu: authorities say they are in control, two new hotbeds reported
Experts say a new outbreak is possible this autumn. The Government is confronted with the reproof of not having requested the help of the European Commission over this issue.

Bucharest - The spokeswoman of the Government, Oana Marinescu, announced yesterday, at the end of the meeting of the task force that fights the avian flu that the dynamics of the epidemics has decreased and “the situation is under control.” In spite of the optimism posted by the authorities, the number of avian flu hotbeds from Romania has reached 116, against 114 a day before. The two new hotbeds were discovered in Brasov and Ialomita counties.
Marinescu announced that the National Sanitary-Veterinary Authority (ANSV) will begin the control in order to see whether the substances used for the disinfection meet the legal norms. The early verifications by the ANSV experts began yesterday in 20 hotbeds, where they take samples to be analyzed in the lab. According to the spokeswoman of the Government, the Prime Minister requested ANSV, in the meeting of the anti-epizootic task force, to continue the preventive measures, especially in the most affected areas, Brasov and Prahova counties. Oana Marinescu also said that “the enforcement of the measures ordered by the task force will be steadily checked.” “The virus exists in nature, and our duty is to prevent the dissemination of the virus, this is the direction on which we are focussing,” stated Oana Marinescu.
She announced that ANSV and the Ministry of Administration and Home Affairs verify what happened with the manure at the farms from Codlea, the early information showing that it was traded for the cultivation of the vegetables. Now it is attempted to identify the places where it was carried. The spokeswoman of the Government also stressed that ANSV would extend the monitoring from the wild birds to other animals, “in order to evaluate the dissemination of the virus in nature.”
“The samples will be taken not only from the wild birds, as we have done so far, but also from other animals, for instance the cats,” added Marinescu. The spokesman of the Ministry of Agriculture, Adrian Tibu, warned that Romania may be confronted with a new avian flu wave in autumn because of the migratory birds. He warned again the population to observe most strictly the rule to keep the poultry within fenced yards.
”There is no safeguard clause in the sanitary- veterinary domain”
The spokeswoman of the Government stressed that there is no safeguard clause connected with the sanitary-veterinary domain for Romania. She explained that it is possible to activate some sectorial clauses that can determine restrictions in the trading of the Romanian products on the community market.
“Such restrictions can appear for any state in the EU,” stressed Marinescu. The representatives of the Government contradict the information published in the daily Adevarul which quotes Philip Tod, according to whom Romania had turned down the help of the European Commission to solve the avian flu crisis. The spokeswoman of the Executive says that there is a permanent collaboration in this respect.
The journalists from Adevarul quoted Philip Tod, spokesman of the General Division for public health and users’ protection from the European Executive. The European official declared to the daily Adevarul that the refusal of the Romanian officials to accept the assistance offered by the European Commission is the more surprising as the authorities from Bucharest have requested in exchange the aid of the Organisation for Food and Agriculture and of the World Health Organisation. A flawed handling of the crisis conducts to the reddening of the flag for the chapter on food safety in the report of the European Commission from September, added Tod, who said that the avian flu is a proof of efficiency for the Romanian Government.
