Bird flu detected at eighth Victorian farm

It was found at a second NSW poultry farm over the weekend, however the property is inside a biosecurity zone that was set up in the Hawkesbury district after an initial detection on Wednesday.

More than one million birds will be destroyed in Victoria because of the outbreak and so far NSW's toll will be more than 320,000.

In Victoria, seven of the infected properties are confirmed to have the H7N3 strain of avian influenza and one infected property near Terang has the H7N9 strain.

The H7N8 strain has infected the NSW farms.

None are the H5N1 strain that has infected billions of wild and farmed animals globally, raising fears of human transmission......

A suspected case of bird flu in a commercial egg farm is being investigated by ACT authorities following outbreaks at other Australian farms.

The territory's government is looking into a suspected case in Canberra with the farm locked down and the region's egg producers being consulted, ACT Environment Minister Rebecca Vassarotti said on Wednesday.

A Canberra facility is the 11th property nationally that has been affected by a bird flu outbreak, as Woolworths imposes egg limits on some

Tests revealed the property had tested positive for the strain of the virus that has affected eight farms in Victoria and two in NSW, with one million chickens needing to be destroyed.

A quarantine order has been set up around the poultry farm, which will include a 10km radius of the affected site.

ACT Environment Minister Rebecca Vassarotti said the virus had been traced to one of the affected properties in NSW….

Detection in Australia

A response to outbreaks of high pathogenicity avian influenza (HPAI) is currently underway on 8 Victorian poultry farms, 2 in New South Wales and one in the ACT.

All infected premises across Victoria, NSW and the ACT have been depopulated.


Victoria

The first detection of an H7N3 HPAI strain was confirmed on 22 May 2024 at a poultry farm near Meredith, in the Golden Plains Shire, Victoria. Six other poultry farms in the shire are now infected, with the most recent confirmed on 24 June.

Tracing activities conducted in May also identified a separate H7N9 HPAI strain on a poultry farm near Terang in the Shire of Corangamite.

New South Wales

The NSW Department of Primary Industries is currently responding to 2 outbreaks of H7N8 in poultry in the Hawkesbury district. The first was an egg farm confirmed on 19 June, and then on 22 June a broiler (chicken meat) farm located within the existing Restricted Area, was confirmed with the same strain.

NSW DPI has a 2 km Restricted Area in place around the infected properties. A broader Control Area is also in place.

These outbreaks are separate to the H7 HPAI strains found in Victorian poultry and are not linked. These outbreaks are likely to be a spillover of the virus from wild birds.

Australian Capital Territory

Following tracing activities in the ACT, the H7N8 HPAI strain was confirmed on 27 June at a poultry farm. The property was linked to one of the infected properties in NSW.

Government actions

The Australian, and state and territory governments along with affected poultry and egg industries, are working together to manage these outbreaks through well-established response arrangements.

A nationally agreed response plan to control and eradicate HPAI in Victoria is being implemented and regularly reviewed as the response progresses. A response plan has been prepared for implementation in NSW.

Testing at the CSIRO's Australian Centre for Disease Preparedness laboratory confirmed that these strains are genetically related to viruses previously detected in Australian wild birds. The viruses are not the H5 strain currently causing concern globally.

There is no connection between these detections of H7 HPAI in poultry and the detection of H5N1 avian influenza in a person, who recently returned from travel overseas.

Movement restrictions

Restricted Areas have been established around all infected premises in Victoria, NSW, and the ACT. A broader Control Area buffers the restricted areas. Within Restricted and Control areas, movement controls are in place, restricting the movement of poultry and birds, poultry products, equipment and certain vehicles.

Housing requirements have been issued by Agriculture Victoria for poultry and birds on properties within the Restricted and Control Areas. This requirement to house or keep poultry enclosed in cages or sheds helps to minimise contact with wild birds and reduces but does not eliminate the risk of spreading the disease.

All infected premises across Victoria, NSW and the ACT have been depopulated.

Testing and surveillance

Testing of samples from the infected farms found that the viruses were similar to low pathogenicity avian influenza (LPAI) viruses detected in Australian wild bird samples.

There is no indication of an unusual disease event in Australian wild birds.

It is not unusual for LPAI to be detected in wild birds in Australia. On rare occasions, an LPAI can spill over from the wild bird population into domestic poultry, then mutate into HPAI strains in poultry. Previous outbreaks of HPAI in poultry in Australia were linked to the spillover of LPAI strains from wild birds.

Wild birds can carry LPAI viruses without showing signs of disease. Pre-emptive culling of wild birds is not an appropriate response to these incidents, as it is not known to have any impact on the spread of the disease.

Egg and chicken meat supply

The national layer hen flock has been impacted by these outbreaks which is resulting in some localised disruption to egg supplies to the retail, hospitality and manufacturing sectors. Consumers can expect to see some empty shelves in the short-term, however, supplies are being re-directed to areas with short supply.

Consumers should refrain from purchasing more eggs than required. Some retailers have already imposed purchasing limits which may extend across retail chains and jurisdictions, including rural and regional areas.

There has been no impact of the supply of chicken meat.

Disease outbreaks are dynamic. The Department of Agriculture, Fisheries and Forestry (DAFF) is monitoring the implications for supplies and working with the poultry industries and the retail sector to manage the supply and movement of product.

As part of this, a National Coordination Mechanism (NCM) involving key industry groups and governments has been meeting regularly to keep across the retail and egg supply situation.

While Australia/NZ/Oceania remain free from the HPAI H5N1 virus, last year Australia's poultry industry was rocked by repeated outbreaks from 3 different subtypes of H7 avian flu (see map above). Just over 2 months ago, New Zealand reported their first outbreak (of H7N6).

LPAI (low path) viruses circulate worldwide. Most are considered innocuous to poultry and to humans, but when an H5 or H7 LPAI virus spills over from wild birds into poultry they can sometimes spontaneously mutate into an HPAI strain.​



After a long struggle, 5 days ago Australia's poultry industry declared themselves free of the H7 virus (see statement below):

Current situation

On 3 February 2025, Australia self-declared freedom from high pathogenicity avian influenza (HPAI) H7 to the World Organisation for Animal Health, effective 23 January 2025.

HPAI H7 has been eradicated from Victoria, NSW and the ACT and there have been no new detections of HPAI H7 in Australia since 12 July 2024.

In 2024, a response to three strains of HPAI H7 took place. There were 16 infected premises including 8 in Victoria, 6 in NSW and 2 in the ACT.

But, as we've seen so many times in the past, such declarations are often fleeting. LPAI and HPAI viruses abound in nature, and new subtypes (and genotypes within subtypes) are emerging all of the time.


Today Victoria is reporting a fresh outbreak - this time of HPAI H7N8 - which is different from the two strains they reported in 2024. First their statement, after which I'll have more on H7 viruses.

Current situation

Agriculture Victoria has confirmed the presence of avian influenza at a poultry property in northern Victoria, which has now been placed into quarantine.

Diagnostic testing performed by Australian Centre for Disease Preparedness at Geelong confirmed high pathogenicity H7N8, which is different to the strain that impacted Victorian poultry farms during 2024. Although the 2024 New South Wales/Australian Capital Territory outbreak was also an H7N8 virus, the current laboratory has advised that the current Victorian outbreak is a different virus.

The property has been placed under quarantine and a declared area is in place in the eastern two-thirds of the Strathbogie Shire to prevent movements that could spread the virus. Any suspicion of an emergency animal disease (EAD) should be immediately reported to the 24-hour EAD Hotline on 1800 675 888 or to your local vet.

Consumers should not be concerned about eggs and poultry products from the supermarkets, they do not pose a risk and are safe to consume.

Between 22 May and 24 June, 8 properties tested positive for high-pathogenicity H7N3 and H7N9 avian influenza in south-west Victoria.


HPAI H7 viruses remain primarily a concern for poultry producers, with human infections up until 2013 being both rare and generally mild. But in 2013 an LPAI H7N9 virus emerged in China in 2013 which showed us that - with the right set of mutations - an H7 virus can become a formidable public health threat.

Luckily, that deadly strain has gone to ground since China's introductions of an H5+H7 vaccine in 2017 - and while versions of it still circulate in birds - it appears to have lost much of its affinity for mammals (see EID Journal: Evolution and Antigenic Drift of Influenza A (H7N9) Viruses, China, 2017–2019).

For now, the H7 viruses popping up in Australia show no signs of posing any kind of serious public health threat.​

But, as with all influenza viruses with zoonotic potential, things can change over time. Which is why these outbreaks must be quickly contained, before something worse can happen.​

Detection of avian influenza at Euroa poultry farm

Agriculture Victoria has confirmed the presence of avian influenza at a poultry property in northern Victoria, which has now been placed into quarantine.

Diagnostic testing performed by the CSIRO Australian Centre for Disease Preparedness at Geelong confirmed high pathogenicity H7N8, which is different from the strains that impacted Victorian poultry farms during 2024. The strain detected is also different from the H5N1 avian influenza strain that is impacting the USA and other parts of the world.

Agriculture Victoria staff are on the ground to assist control, support the business and investigate further.

A control order under the Livestock Disease and Control Act 1994 is being established. This will include a restricted area extending approximately 5km around the impacted property and a control area in the eastern portion of the Strathbogie Shire to prevent movements that could spread the virus.

Victoria’s Acting Chief Veterinarian Cameron Bell praised the poultry business for alerting Agriculture Victoria as soon as they suspected the presence of disease in their flock.

‘Avian influenza is commonly spread by wild birds, and unfortunately, despite the business having excellent biosecurity controls in place, poultry have been infected.

“The business has acted quickly to identify the infection within the flock and are working closely with Agriculture Victoria officers to contain the outbreak.” Dr Bell said.

Avian influenza is a viral disease of birds found globally. Virus strains are described as low pathogenicity (LPAI) or high pathogenicity (HPAI).

While cases among humans in direct contact with animals infected with highly pathogenic avian influenza viruses are possible, the current risk to the public remains low.

Every producer should have an on-farm biosecurity plan and know the signs of diseases that could affect their animals.

All poultry and bird owners across Victoria are reminded to follow best biosecurity practices such as keeping poultry sheds, yards, aviaries and equipment clean, and restricting contact between poultry and wild birds.

Bird owners should also ensure their footwear is clean, always wash hands before and after handling birds or eggs and quarantine new birds before integrating with existing ones.

Consumers should not be concerned about eggs and poultry products from the supermarkets, they do not pose a risk and are safe to consume.

Poultry farmers, backyard flock and bird owners are urged to report any cases of unexplained bird deaths to the 24-hour Emergency Animal Disease Hotline on 1800 675 888 or to your local vet.
