The Conurbano area is an area of suburbs & also huge slums.

A recent bbc story:
"The population in the so-called "emergency villages" of the Argentine capital has grown by 25% in the last two years, now housing some 200,000 people.

That is equivalent to almost 7% of the inhabitants of the city, or the arrival of 11 families per day to the 14 slums and at least 40 settlements within Buenos Aires's perimeter.

Lack of running water, no sanitary sewage, poor nutrition, substance abuse, & no preventative health care are all issues in these areas.

Conurbano means in spanish "conjunto urbano", that is in english "urban group". Like many big cities in the world, During the 20th century, the Autonomous City of Buenos Aires and its surrounding towns were increasing their size until they eventually join in a big city.
While this is true, the administrative boundaries still exist and may create confusion about the physical existence of a single metropolis.

Gran Buenos Aires defaulted in 2001 had 12,046,799 inhabitants (2,776,138 in the autonomous city and 9,270,661 in the metropolitan area). In 1991 the population was 11,297,987 inhabitants agglomerate (2,965,403 in the autonomous city and 8,332,584 in the metropolitan area).

This implies that the growth was about 6.6 per thousand (-6.4 per thousand in the autonomous city and 11.3 per thousand in the suburbs). This magnitude in 2001 represents 33.2% of the country's total, slightly less than 34.6% in 1991.

By June 2008 it is estimated that their population is close to 13,100,000 inhabitants.

In this way, the Gran Buenos Aires Agglomerated constituted by its number of inhabitants the largest city of Argentina, the second in South America (after São Paulo), and the third in Latin America (behind Mexico City and São Paulo).
