Argentina: 2023 Avian flu in poultry

Avian flu arrived in Corrientes with a migratory bird

04-04-2023
The director of Epidemiology, Angelina Bobadilla, told momarandu.com that the bird flu case registered in the department of San Cosme arrived in Corrientes with a migratory bird.

"A case of avian flu was diagnosed, in poultry in the department of San Cosme. We contacted Senasa and animal health from the Ministry of Production, it is what we are doing from yesterday to today, and so far everything is perfect, the People are in good condition, in general, and Senasa is deploying tasks for a good control of the birds", confirmed the director of Epidemiology.

"Everything that is prevention is intensified, it is what we are working on at this moment, everything is re-diagnosed, and on the recommendations, the same recommendations are worked on: do not touch the dead birds,"

"The birds are migrating due to the change of climate, of the season, in autumn, and they are migrating to the northern hemisphere. That is what is happening. Some migratory birds passed through this place to feed, to drink water, and there it infested the birds," Bobadilla said.

For her part, the mayor of San Cosme, Giovanna Maciel, added that the case was found in the jurisdiction of Paso de la Patria, however, she indicated that because it was in the same department, the commune provided Senasa with machinery to develop the survey around the case.:tiphat: https://www.momarandu.com/notix/not...-a-corrientes-con-un-ave-migratoria.htm

They isolated a family and sacrificed animals for a positive case of bird flu in Corrientes

Apr 5, 2023
A woman, two children and a grandson are in good general condition after the health authorities subjected them to studies and monitored them. It was a backyard bird from the town of Paso de la Patria.

The detection of a case of bird flu in Corrientes mobilized an entire province to such an extent that a family from the rural area of the department of San Cosme had to be isolated and remain under monitoring by the health authorities. However, in order not to give rise to any outbreak, it was decided to euthanize all the poultry in the house after one of them tested positive.
The situation, which was confirmed by the National Agrifood Health and Quality Service ( Senasa ), gave rise to the first case detected in Corrientes. It was a backyard bird from the town of Paso de la Patria .

For its part, the Ministry of Public Health reported that the affected family – a woman, two children and a grandson – were in good general condition. In this regard, the community chief spoke with FM Radio Sudamericana and explained how the process was: "The members of the family have been isolated and they have been subjected to studies, for prevention, these have given negative results, which means that only the family is isolated but there is no human contagion”.....

Avian flu in Corrientes: the family is isolated
TUESDAY, APRIL 4, 2023 - UPDATED AT: 10:44 p.m. FROM 04-04-2023

The mayor of Paso de la Patria, Guillermo Osnaghi referred to the first case of Avian Flu detected in the province of Corrientes, more precisely in San Cosme -since the place where it was detected is the jurisdiction of Paso de la Patria-, he indicated that the SENASA is working on virus control. "Veterinarians sacrificed the birds and preventively isolated the place." No member of the family who reported the case was infected, although they are preventively isolated.

Yesterday, SENASA reported the positive detection of the first case of Avian Flu in the province of Corrientes. Case 0 was detected in a residence located in the rural area of the Corrientes town of San Cosme, although the place in question is the jurisdiction of the Paso de la Patria commune, as explained by the mayor of San Cosme, Giovanna Maciel.

Regarding the case, it should be noted that the "family was the one who denounced the strange behavior of the poultry, from which SENASA intervened ." The case was detected on Route 43, Punta Santa Ana, called Kilometer 15, on the way to the Paraná River. The farm would be owned by an 85-year-old woman, surnamed Godoy, who lives in the area with two children and a grandson, all of whom are of legal age.

For his part, in contact with Sudamericana, Mayor Guillermo Osnaghi indicated that "the case of Avian Flu was detected, from which SENASA intervened." “Unfortunately, all the poultry that was contaminated must be slaughtered and buried deeply,” he said.

THE TRACEABILITY OF THE AVIAN FLU VIRUS
"Contagion of the virus, as the SENASA professionals themselves told us, generally occurs through birds that come flying, and they infect poultry," he revealed.
The community chief explained that although “the family where the Avian Flu case was detected is preventively isolated, humans are immune to the virus from infected animals.
The members of the family have been isolated and they have been subjected to studies, for prevention, these have given negative results. This means that only the family is isolated but there is no human contagion, ”he assured regarding transmissibility.:tiphat:

In this way, of the more than 410 notifications analyzed by the Senasa National Laboratory to date, there are 76 detections of the disease in total throughout the country, the agency said in a statement.

The confirmed cases are in backyard birds (60), commercial sector (11) and wild (5) distributed 19 in Córdoba, 18 in Buenos Aires, 10 in Neuquén, nine in Santa Fe, six in Río Negro, three in Chubut, two in Corrientes, two in San Luis, two in Chaco, two in La Pampa, one in Jujuy, one in Santiago del Estero, and

In accordance with the guidelines established in the contingency plan, it is also reported that a total of 14 outbreaks were closed in the Laguna de los Pozuelos, Jujuy; Las Mojarras, Córdoba; Laguna Blanca, Neuquén (wild birds); Cerrillos, Salta (backyard birds); Bahía Blanca (wild boar), Puan, San Cayetano, Tres Lomas

Cases are considered closed events when satisfactory compliance with the measures provided for in the contingency plan is verified, including that more than 28 days have passed since the beginning of the outbreak; and that no health developments or positive results have been detected during that period in the sampling on the premises/area of the outbreak or in the health control area of 10 km radius.

Senasa coordinates the actions with provincial and municipal agencies in a commercial farm in the San Cosme department.

Excerpt:
Buenos Aires - The National Service of Agri-Food Health and Quality (Senasa) complies with the measures contemplated in the Contingency Plan to control the outbreak of avian influenza detected on April 6 in the Capital department, Corrientes province, in order to prevent the spread of the disease.

-snip-

The Senasa Laboratory is a reference in avian diseases for the World Organization for Animal Health (WHO) and the only one in our country that makes the diagnosis of avian influenza.

The diagnostic technique that is performed is PCR, which allows the direct detection of the presence of avian influenza virus RNA, giving reliability and allowing very fast action in the face of positive results.

This second outbreak in the town of San Cosme was identified by Senasa thanks to the samples carried out by the organism within a radius of 10 km around the first outbreak detected in a backyard of that town on April 3, whose purpose is to identify early the spread of the virus to stop its progression.

These measures that Senasa coordinates with provincial and municipal agencies - as has been done in all outbreaks with positive results in other provinces - are intended to avoid the great negative impact that the spread of the disease can cause in an activity that employs more than 130,000 workers.

For this reason, it is essential to carry out the health procedure in the times established by the regulations. Likewise, before the detection of an outbreak, the current protocol contemplates the actions of Public Health personnel who carry out a clinical and epidemiological follow-up of people who work on a commercial farm.

Despite the fact that avian influenza is a disease with a very low risk of transmission to people, those who are in direct contact with birds with a positive result must have a clinical follow-up that guarantees the absence of the virus.

The action of Senasa in the Health Control Zone of 10 km radius around each outbreak and where the commercial establishment recently positive for the virus is located conforms to international protocols and recommendations, whose purpose is to prevent the spread of this disease so that it affects Argentine poultry farming as little as possible.

Suspected symptoms of avian influenza in humans are ruled out

Health Minister Ricardo Cardozo ruled out in statements to momarandu.com avian influenza infections in humans in Corrientes territory and confirmed that to date only two have been recorded in poultry.

The Minister Cardozo said that the Health portfolio has begun to work in coordination with the Ministry of Production and with the Senasa around the areas with detected cases, in San Cosme and Ituzaingó.

"We were in contact when the first cases appeared, and when there was a suspect, which was negative," he said.

"Today the recommendations are given, especially for those who handle birds, and there are no suspicious symptoms," he said.

AVIAN FLU CORRIENTES: CAMPING OF EMPLOYEES OF A POULTRY TO PREVENT THE SLAUGHTER OF 200,000 BIRDS

09-04-2023
There are 150 workers who demand a counter-test from Senasa for an alleged case of Avian Influenza. They assure that almost a week after the sample was taken, there is no evidence of the virus, something unusual in positive cases.

The employees of a poultry farm in Corrientes gathered this Sunday in front of the company's access to prevent the National Animal Health Service (Senasa) from applying the sanitary rifle to 200,000 chickens, due to an alleged case of avian influenza. The measure would imply the immediate closure of the company with more than 35 years in the province, since the loss would be total and 300 million pesos.

The 150 employees of the Santa Ana poultry farm, located on provincial route 43 kilometer 6, will remain at the company's entrance waiting for the Senasa technicians who tomorrow, Monday, should apply the sanitary rifle to the 200,000 birds of the commercial farm.

Confirmed two new cases of bird flu in the country
They were detected in backyard birds, reported Senasa.
April 14, 2023

The National Service for Food Health and Quality (Senasa) reported this Friday that two new cases of avian influenza (AI) H5 were detected in the last week.

Through a statement, the Senasa National Laboratory diagnosed two positive cases in backyard birds, today in Puerto Madryn, and another in Formosa (Colonia El Alba).

In this way, of the 441 notifications analyzed to date, there are 78 detections of the disease in total throughout the country...

In Santa Fe there was another doubtful case of avian flu that makes Senasa suspect a mutation of the virus: But in that episode, 15,000 hens did not manage to get out of slaughter

by Matias Longoni
April 20, 2023
The president of the National Agri-Food Health and Quality Service (Senasa), Diana Guillén, traveled this Thursday to Corrientes, where a third analysis in search of avian flu was found in the Santa Ana poultry company, which was negative and will therefore allow to the firm resume the sale of eggs in the next few hours.
The official at all times confirmed that the agency's actions were correct in that first analysis that had tested positive in early April and that was about to trigger the preventive slaughter of 200,000 laying hens. But she left behind a troubling explanation: The virus may be mutating, which is why it could be generating these kinds of confusing results.

Strictly speaking, in an impromptu press conference with the local media that was later reproduced by the government itself, Guillen acknowledged that there was a second case where there are doubts about whether the results of the analyzes were correct. In other words, the Senasa tests showed the existence of Highly Pathogenic Avian Influenza, but the birds did not show any symptoms of the disease and there was even less mortality, as was the case in Corrientes.

The difference between one case and the other is that while the owners of Avícola Santa Ana appealed to the courts and managed to have a countertest that was positive and prevented their 200,000 laying hens from being killed, in the case of Santa Fe the firm The poultry industry did not have the same reaction, it accepted the result of the test and proceeded to slaughter some 15,000 breeders due to the positive result of the first and only analysis.
"In the Argentine Republic, two cases have been detected so far, there is one that is doubtful, in the north of Santa Fe and another in the east of Santa Ana, where the presence of the virus appears but no symptoms appear," Guillén explained. Bichos de Campo was already rebuilding the second of these cases, which involved a poultry farm in Colonia Cavour, a small town located between Humboldt and Esperanza, in Santa Fe.
The farm, and the chickens slaughtered at the end of last March, belonged to the Carnave company, based in Esperanza. According to different sources, this company would have agreed to carry out the swabbing together with Senasa personnel, who sent the samples to the central laboratory of Martínez - the only place authorized to carry out the studies -, where the positive was registered. But the firm would have kept its own samples and commissioned its own counter-analysis in other reference laboratories outside the country, which gave -as in the case of Santa Ana- a result that differed from the official one: negative.

When explaining the difference in results between the first analysis and the two subsequent ones carried out in the Corrientes poultry farm, the president of Senasa expressed concern that a mutation of the H5 virus could be taking place, although she also left open the possibility that in the case of Corrientes the contamination may have occurred in “the administrative area of the company”.

"We do not have to disbelieve what the company tells us, if the samples did not touch the birds, they themselves stated that they did not swab, it means that they were contaminated in the administrative area of the farm, by hands or by a bad management that was in place, and the result of the Laboratory was positive. That is to say, the virus could have been inside the farm even though it has not been where the birds are”, was the hypothesis launched by the official.

Guillén insisted: “The virus may have been inside the farm, although it may not have come into contact with the birds. But we do not doubt that it was. We did the whole tour of the samples, there was no exchange or anything. It is important for us to know the source, because so far we have two cases where the presence of the virus appears but no symptoms. Now we are thinking of doing a genomic sequencing of the virus, to see if we are in the presence of a mutation or a different behaviour", he explained, indicating that the bird flu virus is a virus like SARS or Covid, which mutates with frequency.

But this does not explain the second case of a supposed "false positive" in Santa Fe, which also drew the attention of the veterinary authorities and which triggered the massive culling of birds that could have been avoided.

That is why Guillén, beyond announcing the end of the health ban on the company from Corrientes, warned that they will closely follow the evolution of the case. “For us it is important to know what happened because it is the way we have to see the source of contagion. That is why we are going to continue doing epidemiological monitoring and investigating why birds die in some outbreaks and not in others”, he indicated.
“From Senasa we need poultry meat to continue to be produced, we want eggs to continue to be produced, we want there to be a supply in Argentina and we want to recover exports of poultry products, as we have been doing. It is clear that we do not want the birds to die," concluded the official, who still does not have sufficient explanations for this confusing episode.

ALLEGED CASE OF AVIAN FLU

"Senasa has to recognize the error and guarantee that it does not happen again"

The Secretary General of the Government Vignolo spoke with Radio Sudamericana about the situation of Avícola Santa Ana, after the second negative from Senasa, which confirmed that the birds do not have Avian Flu. "Senasa has to recognize the error and guarantee that it does not happen again," he said, acknowledging that the company had to face significant financial losses.

The analysis carried out by the National Laboratory of the National Agrifood Health and Quality Service (Senasa) on the third sample taken from birds from the commercial farm "Avícola Santa Ana", yielded a negative result. The Secretary General of the Government Vignolo spoke with Radio Sudamericana on this issue. "Fortunately the disease is not in our birds and a company that could have gone bankrupt did not have to go through this sanitary rifle," he began by saying.

“Clearly there was a problem, there was no guaranteed traceability in taking that sample. Obviously, the most logical thing to do was to have a second test done and unfortunately they had to go to court”. Ç
"Senasa's response seems unlikely to me," he said and also spoke of the rumor that arose assuring that it was the poultry farm itself that contaminated the first sample that tested positive. “I heard that they said that the company itself contaminated the tests, it doesn't make sense, I don't think it wants to create its own problem. A lot of things could have happened but it cannot be assumed that it was the company itself that caused the damage. The most sensible thing is to admit the error. I believe that Senasa must assume the errors and ensure that these errors are not repeated and surely they will have to respond because the economic damage that the company suffered was important, ”he said.

It should be remembered that the firm threw away some 360,000 eggs this Saturday due to the ban on mobilizing production and the lack of a place to store them.

In addition, the company could not market its other products during these 14 days since Senasa considered that "it was in a contagion zone."
“It seems to me that a mistake was made here, unfortunately, Corrientes gave rise to a counter-proof because there was time and there were no nearby farms. I think that when Senasa was questioned by the company, it should have made a new swab immediately and today the losses would be much less," said Vignolo.
Regarding possible assistance from the provincial government, he said that they are maintaining contact with them. "Surely it will try to help from the corresponding area, which is from the Ministry of Production."
