Africa Cup of Nations won't be postponed due to Ebola, says CAF

The Africa Cup of Nations, due to be held from January 17 to February 8, will not be postponed because of the Ebola epidemic, the African Football Confederation confirmed on Monday.

Morocco have until the end of the week to confirm whether they will go ahead with hosting next year's Africa Cup of Nations after the Confederation of African Football (CAF) said on Monday the date would not be changed.

Hosts Morocco had called for the tournament to be postponed because of fears that an influx of football supporters into the country could spread the Ebola virus which has killed almost 5,000 people in West Africa. Even coaches in Germany's Bundesliga, like J?rgen Klopp, had questioned whether the 2015 edition of the tournament should be played.

But Junior Binyam, from the CAF, said after meeting with Moroccan officials that there would be no postponement.

Orange CAF Confederation Cup 2014

At its meeting on Sunday November 02nd 2014 in Algiers, the Executive Committee of the Confederation of African Football (CAF) considered the request of the Ministry of Youth and Sports of Morocco on the postponement of the 2015 Orange Africa Cup of Nations.

Unanimity was reached on keeping the competition on the dates originally agreed; namely from January 17 to February 8, 2015, for the following reasons:

1/ Since the beginning of the latest outbreak of the Ebola virus, CAF has always acted in accordance with the precautionary principle of safeguarding lives by strictly adhering to the recommendations of the World Health Organization (WHO). This was enforced through a circular dated 12 August 2014 which sanctioned the suspension of all CAF competitions in countries heavily affected by the disease; Liberia, Sierra Leone and Guinea, so as to prevent holding football matches that could result in mass gatherings and could facilitate the spread of the virus.

Furthermore, CAF has then been able to organize peacefully all competitions across the continent since April 2014 with no cases of Ebola reported in connection with the organization of a football match.

The WHO reiterated CAF recommendations in a letter dated 14 October 2014 and re-confirmed in a press release issued on 23 October, 2014 that it did not recommend the cancellation of international meetings and mass gatherings in countries other than those affected.

2/ The requirement was made to all National Associations of CAF to comply with health protocols prescribed by the WHO, both from the countries affected by the epidemic and on arrival in countries hosting matches. For example, for the reception of Sierra Leone in September during the first day of the final phase of qualifiers for the Orange AFCON 2015, Cote d'Ivoire sought and obtained the presence of a CAF medical expert who was present in Abidjan to monitor the arrival of the delegation of Sierra Leone. Similarly, the Democratic Republic of Congo agreed to host the Sierra Leonean team unconditionally and allowed them to play their matches in their territory, again without any health problems reported.

In addition, through the strict application of the requirements of the WHO and health authorities in Namibia, the 2014 African Women Championship just ended in Namibia on October 25 without any health incident.

3/ Of the three countries where the epidemic is prevalent, only Guinea retains a chance of qualifying for the final tournament of the Orange AFCON 2015. In addition, Guinea hosts its home games in Casablanca and has adhered to a strict health protocol implemented by Morocco that has so far showed no flaws.

We would like therefore here-again to thank the Government of the Kingdom of Morocco for the solidarity it has shown with countries heavily affected by helping deal with stigma; actions which included hosting the national teams of Guinea (both U17 and the men's senior team) in Casablanca.

4/ Morocco, a country where no cases of Ebola have been identified, welcomes in the coming weeks and a few days before the Orange AFCON 2015, the FIFA Club World Cup where there will be participants from a country where a case of the Ebola virus has been identified (Spain).

On the other hand, the number of foreign fans expected in the stadiums for the FIFA Club World 2014 is much higher than the ones expected for the Orange AFCON 2015. Indeed, almost all of the fans attending the Orange AFCON are residents in Morocco, and considering the average purchasing power in most African countries, it is unrealistic to expect more than 1,000 supporters from the rest of continent to attend the Orange AFCON 2015, except for those who benefit from a geographic proximity within the Maghreb region.

Therefore, CAF considers that the current health system in place in Morocco, and whose effectiveness has been proven, is more than able to cope with the very limited flow of people for the Orange AFCON 2015.

5/ The CAF schedule have expanded over the years and today counts eleven (11) competitions. Any change in the timing of events would be detrimental to the rest of the agenda, including the African Nations Championship (CHAN) scheduled for January 2016 in Rwanda, and that CAF will also maintain at the same dates.

6/ CAF also has the urgent need to respect the international calendar as established by FIFA, allowing it to secure the release of players from foreign clubs as these players represent a majority of members within the African teams and helps African football shine.

Since its creation, the ability of CAF to meet its commitments and maintain its competitive time schedules has allowed it to maintain a healthy relationship and trust with its National Associations, their authorities, public, commercial partners and all other international sports organizations.

Thus, the Executive Committee of CAF confirms its commitment to keep the competition on the dates indicated (January 17-February 8, 2015), while asking the Royal Moroccan Football Federation to clarify the final position of Morocco not later than 8 November, 2014.

This time given also applies to all other CAF national associations wishing to organize the competition on the dates agreed as long as the hosting requirements are met.

A meeting of the Executive Committee will be held 11 November 2014 in Cairo, Egypt to take the necessary decisions.

The 16-team event faces uncertain future after Morocco's withdrawal due to the spread of the Ebola virus in the region.

Morocco has refused to host January's African Nations Cup amid fears over the spread of the Ebola virus, throwing the 2015 tournament into jeopardy.

The country, which had already said it wanted the 16-team event postponed, rejected an ultimatum set by the Confederation of African Football to confirm the hosting of the continental championship due to take place January 17-February 8.

A statement from Morocco's sports ministry said: "The decision is dictated by health reasons because of the serious threat of Ebola and the risk of its spreading."

A decision on the tournament will now be made next week when CAF has an executive committee meeting in Cairo but Morocco will almost certainly be stripped as hosts.

At its meeting on 11th November 2014 in Cairo, the Executive Committee of the Confederation of African Football (CAF) has taken note of the response of the Minister of Youth and Sports of the Kingdom of Morocco in a letter dated 8 November 2014 requesting the postponement of the Orange Africa Cup of Nations in 2015.

This response clearly indicates that the Royal Moroccan Football Federation reiterated its refusal to hold the competition on the dates indicated (January 17-February 8, 2015).

Therefore, having firmly and unanimously notified on 3 November its decision to keep the competition on the dates indicated, the Executive Committee confirmed that the Orange Africa Cup of Nations 2015 will not take place in Morocco.

The Organising Committee of the Orange Africa Cup of Nations will later apply the statutory provisions that are required due to a breach of the Royal Moroccan Football Federation regulatory and contractual provisions, including those set out in the Host Association Agreement signed between CAF and the Royal Moroccan Football Federation in April 2014.

The Executive Committee took note of receipt by 10 November, 2014 of some applications of national associations confirming their desire to host the 2015 competition on the dates agreed. These applications are currently under review, and the Executive Committee will finalize the selection of the successful National Association shortly and confirm the place and date of the draw of the final tournament at the same time.

The Executive Committee confirms the continuation of qualifiers match-days 5 & 6, which will be held during the month (14/15 November and 19 November), paving the way for the qualification of the 15 teams that will be joining the team of the host country.

Accordingly, and following the refusal of the Moroccan party, the Executive Committee has decided that the national team of Morocco is automatically disqualified and will not take part in the 30th edition of the Orange Africa Cup of Nations in 2015.

Guinea to prepare in Morocco for Nations Cup

The national soccer team of Ebola-hit Guinea will prepare for next month's African Nations Cup finals in Morocco, the country that decided not to host the tournament for fear of the spread of the deadly virus.

The Guinea Football Federation said on Wednesday the side, whose players come almost exclusively from clubs in Europe, will play Morocco's under-23 side in El Jadida on January 10 and fellow Nations Cup finalists Senegal in Casablanca three days later.

The squad will then travel to Equatorial Guinea, who became the emergency hosts of the 16-team continental championship after Morocco first asked for a postponement and were then stripped of the tournament.

Guinea is one of only three countries competing at the finals to have reported cases of Ebola, with Mali and Senegal the others but with only isolated incidents.

The Local Organising Committee of the 2015 Africa Cup of Nations in Equatorial Guinea from January 17 to February 8 has confirmed that several steps will be taken to fight the threat of the Ebola virus before and during the tournament.

According to Caf, around 100,000 spectators are expected to travel to watch the tournament, and this has increased fears of a possible outbreak.

Lucas Nguema receives a contingent of Egyptian doctors

The fifteen Egyptian doctors who come to work with the National Technical Committee for Monitoring and Control of Ebola during the CAN Equatorial Guinea 2015, who are already in Malabo, were welcomed by Lucas Nguema Esono.

The Second Deputy Minister, in addition to welcoming them to the country, thanked the Egyptian government for this gesture of solidarity with Equatorial Guinea, an action that benefits the whole of Africa, since the CAN is a continental event.

According to the agreements established, after the CAN, part of Egyptian doctors will stay in our country, to continue monitoring the Ebola epidemic.

-"Equatorial Guinea is aware of the situation that the countries infected with this hemorrhagic fever are going through; which is why it created a committee to raise awareness and fight against Ebola, and this committee began working early last year. We have deployed, throughout the national territory, staff and medical supplies to treat people with Ebola, but fortunately we still have not detected any citizen with these symptoms," said Andeme Ela.

According to the program established by the Vice Minister's cabinet, these lectures will be conducted by Dr. Benito Alu Equatorial Nkumu and the Cuban Vicente Hernandez Borja, both specialists in epidemiological diseases.

Ebola tests for all players at Nations Cup

(Reuters) - All teams arriving in Equatorial Guinea for the African Nations Cup must travel through the capital Malabo and have tests for the Ebola virus, the Confederation of African Football (CAF) said on Wednesday.

Those who show any signs of the contagious virus, or who refused to be examined, could be quarantined for up to 21 days. ?Everyone arriving at the Nations Cup must respect the medical rules and regulations,? CAF said in a statement.

Equatorial Guinea has not reported any cases of the disease, and it is eager to keep things that way. Despite being a high-income country, with a Gross Domestic Product per capita [approximately $20,000] on a par with some European nations, in 2011 the life expectancy at birth was just 52! This is very, very low, even for sub-Saharan Africa, where you have very low income countries but an average life expectancy of 55-56, which is higher than Equatorial Guinea.

"The infant mortality rate is 100 per 1000 live births ? higher than the sub-Saharan average. Only 50% of the population has access to safe drinking water. They claim they will buy equipment to screen and contain Ebola but do not have the human resources. The average healthcare spending for the region is around 6% of GDP, but Equatorial Guinea only spends approximately 4%, despite being much richer.

"In terms of doctors, they have 0.3 physicians per 1000 people. As a comparison, high-income non-OECD countries have an average of 1.5 doctors per 1000. Equatorial Guinea doesn?t have enough doctors, nurses, pharmacists to provide basic healthcare for its basic, exiting population, yet somehow it is capable of hosting a mass gathering event, with fans, officials, journalists and players transiting via other countries, such as Guinea, which has been severely affected by Ebola.

"Morocco, Ghana and South Africa have solid health systems but they were honest ? they are fully capable of hosting the event in football terms, but did not feel confident they could manage it regarding public health."

World Health Organisation (WHO) workers, who are carrying out the Ebola screening, are meeting on Thursday to discuss concerns over their safety after further crowd trouble at the finals in Equatorial Guinea.

Bottles and stones were thrown by supporters who tried to get into the ground without tickets in Bata ahead of Group A games on Wednesday.

Police responded by using smoke bombs, the BBC's Alex South reports.

It follows more trouble at other venues in Malabo and Ebebiyin, where police used electroshock weapons, batons and cattle prods to deal with the disorder.

The WHO workers are based outside the gates of the stadium carrying out the Ebola screening process, which involves taking fans' temperatures and giving supporters sanitising gel as they enter the grounds.

They want assurances over their safety and indicated that if the violence continues to escalate they may not be able to continue in their role.

The footballers of Guinea say they were exiled and made to feel like they had ?the plague? because of the presence of Ebola in their country when they played their qualifying matches for the Africa Cup of Nations. Members of the squad have told how they were stigmatised and abused.

?We don?t want you here, you have the virus,? airport workers told them as they landed ? even though most had flown in from Europe where they play club football. ?Ebola! Ebola!? rival fans shouted at them.

?I could understand them being cautious, but it was too much,? said Kamil Zayatte, the captain. ?Uganda was the worst. Usually we travel with 50 people ? players, managers, medical staff, coaches and so on ? but they told us we could have only 18 players and four coaches, and we had to make an official protest.

?Then they locked us away in a private compound with a military guard. We couldn?t even go on to the street. The supporters screamed at us ?Ebola! Ebola!? It was terrible.? The team?s French coach, Michel Dussuyer, said some treated the players ?as if they were like the plague?.

Against the odds, however ? and despite not being allowed to play a single qualifying game on their own territory ? Guinea earned a place in the finals...

MOROCCO FINED, BANNED FROM TWO AFCON TOURNAMENTS

Morocco fined, banned from two AFCON tournaments 06 FEBRUARY 2015 05:19

Malabo 6 February 2015 - The CAF Executive Committee, meeting in Malabo, Equatorial Guinea on the side lines of the 30th edition of the Orange Africa Cup of Nations took action on the refusal of Morocco to host this competition as scheduled and agreed i.e. from 17 January to 8 February 2015.

Morocco had based its request to postpone the tournament by a year on 10th October, 2014, on allegations "of the highest health risk". Morocco cited the outbreak of the Ebola virus as a case of force majeure in justifying its request for postponement, citing in particular the risk of contamination of its population because of anticipated fans' flows.

CAF raised objections and inadmissibility of Morocco's request who were obliged to state their position of withdrawal from the organization of the 2015 Orange Africa Cup of Nations by 11 November 2014.

The Executive Committee considered that, contrary to what the Royal Moroccan Football Federation cited, force majeure cannot be accepted for the benefit of the federation.

Thus, according to the provisions of Articles 7.1.a, 23.11 and 62 of the Statutes of CAF and in accordance with Article 41 of the Application of the Statutes of CAF regulations and according to Article 92.4 of the competition rules and the terms of the Framework Agreement signed for the Orange AFCON 2015, the CAF Executive Committee decided to suspend the national team of Morocco from the next two editions of the Africa Cup of Nations, 2017 and 2019, and to impose on the federation the regulatory fine of US$ 1 million (One million United States Dollars).

The CAF Executive Committee decided by a separate measure to be borne by the Royal Moroccan Football Federation the sum of eight million and fifty thousand euros (8.05 million euros) in compensation for all material damage sustained by CAF, stakeholders and partners as a result of the decision not to host AFCON 2015.

Malabo (Equatorial Guinea), 6 February 2015. The Disciplinary Panel of CAF meeting on 6 February, 2015 in Bata, Equatorial Guinea, reviewed the reports of match officials following the incidents that marred the Match No. 30 of the Orange Africa Cup of Nations between Ghana and Equatorial Guinea. The match under review, counting for the semi-finals of the competition, was played in Malabo Thursday, 5 February, 2015.

Pursuant to Articles 82, 83 and 151 of the Disciplinary Code of CAF, respectively related to the principles of conduct, responsibility and safety in the organization of games, the disciplinary panel decided:

To have the Equatorial Guinean Party cover the cost of treatment of all injured persons during the match.

To impose on the Equatorial Guinean Federation a fine of US$100,000 (One Hundred Thousand United States Dollars) for aggressive behaviour and being repeat offenders.

To have the team of Equatorial Guinea play their next game behind closed doors/in camera and without spectators. However, to promote a spirit of Fair-play and brotherhood during the AFCON2015, the Disciplinary Panel decided to suspend the match behind closed doors provided that spectators were not guilty of such an offense in the 3rd/4th place classification match. In the event of a repeat of identical incidents during the classification match on 7 February 2015, the disciplinary panel of CAF will automatically impose the sanction of playing behind closed doors the Equatorial Guinean team's next official match.

These decisions were reached against an order made to the Equatorial Guinea Federation on 26 January, 2015 after the match Gabon vs Equatorial Guinea, and a fine of US$ 5,000 imposed on 3 February on the same federation after the match Tunisia vs Guinea Equatorial for the behaviour of fans of the host country of the Orange AFCON2015.

In the Match No 30 in Malabo, at least 36 people injured were identified by the medical teams present at the stadium following the incidents that marred the game. All the injured were supported and attended to on site. A total of 14 were transferred to hospital units for further investigations with one case requiring close monitoring.
