Following is the transcript of remarks made by the Secretary for Food and Health, Dr York Chow, at a stand-up media session before a luncheon today (June 12):

Secretary for Food and Health:
We are looking at three possible causes for this contamination of the environment.

The first is whether there is any change of the virus. We have excluded this because we have gone through very detailed studies of the genetic sequencing of the virus.

The second is whether the immunity status of the chickens has changed so that they are carrying the virus and yet they do not have any symptoms.
Our scientists have also studied the serological status, that is the antibody level of chickens and also the droppings of those chickens in the past period on a regular basis.
We did not find any abnormality in there.

These two possibilities can be ruled out, but we are still going to do some more research on the possibility of the immunity of chickens.

Secretary for Food and Health:
That means whether the vaccine is providing sufficient protection so that the chickens would not contain the virus or shed any virus. This is something that we have done a bit of research so far, but we would like to repeat again.

If it happens in chickens, we will be able to demonstrate that the resistance of the chickens is actually related to their antibody level. We have not found any lowering of the antibody level of those chickens. We have not found any shedding of virus from those chickens in the farms either.

Is it time for Hong Kong to have a centralised slaughterhouse?

Secretary for Food and Health:
According to our statistics, the chickens sold by the affected stores for the three additional stores is around about a thousand chickens, and for the three affected markets are about 4,000 chickens.
So I think anybody perhaps been in contact with those chickens or in those markets in case they have any health problem, any symptoms of upper respiratory infection, appeal to them that they should contact doctors as soon as possible.
We have also made an appeal to the public if they have any history of contacting chickens in a market or anywhere and if they have similar symptoms they should inform the doctor as early as possible so we can trace whether they are affected by H5N1.

Regarding the issue of central slaughtering, it is always the government's position that we should have a central slaughtering of chickens in the medium and long term.
We will be working very hard on choosing a site, we have already identified a site in that territory. At the same time, we have also been doing a number of feasibility studies, both on the business side, as well as on the environment.

Hong Kong widens search for bird flu source

HONG KONG - Health officials converged on poultry farms and markets across Hong Kong on Thursday as they struggled to find the source of the territory's worst bird flu threat in years.Government workers took samples from cages, walls and feeding bowls at 50 local chicken farms and 64 markets, but no new infections had been detected, said Sally Hong, spokeswoman for the agriculture, fisheries and conservation department.


The action came after a mass slaughtering of 2,900 chickens at 470 retail outlets on Wednesday after poultry in four street markets tested positive for the dangerous H5N1 avian flu virus. Officials had also killed 2,700 poultry on Saturday in a market after routine testing showed five chickens were infected.

A 21-day ban on poultry from mainland China and local farms have been imposed since Saturday's discovery.

The virus has not been detected in the 1.5 million chickens in the local farms.

Meanwhile, the government met with poultry trade workers about possibly banning the storage of chickens in markets overnight and other steps to prevent more outbreaks.

"The existing control is insufficient. We might have to impose more vigilant measures in order to control the environment before we allow the chickens to go back into markets," said York Chow, Hong Kong's health secretary.

Chow added a centralized chicken-slaughtering system was the ultimate solution. The government had wanted to introduce the centralized system for years, but poultry workers considered the plan as a threat to their livelihoods. Poultry are now killed on the spot in retail stores for freshness.

Hong Kong used to import 20,000 chickens from mainland China and another 20,000 supplied from local chicken farms each day, officials said.

Hong Kong's biggest bird flu outbreak was in 1997, when the H5N1 strain jumped to humans and killed six people. That prompted the government to slaughter the entire poultry population of about 1.5 million birds.

In 2001, the government also carried out a massive poultry slaughter, killing 306,000 birds in wholesale and retail markets and 951,000 in local farms, to eradicate an outbreak of avian influenza.

Central abattoir set for 2011

A central slaughtering plant should be opened in 2011-12, Secretary for Food & Health Dr York Chow says, adding the Government is looking for a suitable site.

He said recent avian flu cases involving retail stalls will not affect the staging of Olympic Equestrian Events in August as the chicken cull on Wednesday has lowered the public health threat.

He told reporters today central slaughtering is the best way to lower the risk of avian flu outbreaks and safeguard public health. The Government will also explore the feasibility of daily chicken culls at retail stalls and a voluntary licence surrender scheme for the live poultry trade.

Dr Chow said recent bird flu cases may have been caused by smuggled poultry, as tests have confirmed there have been no genetic changes in the virus and all local poultry farms have been confirmed virus-free.

He said environmental hygiene at poultry retail stalls must be bolstered before resuming live chicken sales. The Centre for Health Protection has received 80 enquiries on avian flu after the chicken cull at retail stalls and Customs officers have boosted inspection against poultry smuggling.

Dr Chow said the Director of Food & Environmental Hygiene is meeting the trade to discuss compensation issues.

Hong Kong University professor of microbiology Yuen Kwok-yung said, Sham Shui Po On Road Market  found the H5N1 bird flu virus, the Asian region and the genetic sequencing of the bird flu virus found the same, it is the local retail chicken stalls in a chicken with H5N1, not the vaccine Failure, or else there should be a large-scale explosive epidemic.

If they got it from an infected chicken in the retail stalls -- wouldn't that mean that in all 4 markets, they would have been infected during that 3-5 day period before the infected chicken showed symptoms? Then all 4 markets would have had to have chickens shedding the virus during this same 3-5 day period......no?

H5N1 frequently kills chickens within 24 hours.
