Japan to send rescue team to New Zealand

Japan's government has decided to send an emergency team to quake-hit New Zealand to rescue those trapped in collapsed buildings, as early as possible. The trapped include Japanese.

The decision came after Foreign Minister Seiji Maehara met New Zealand's Ambassador to Japan, Ian Kennedy, on Tuesday. Maehara offered condolences to the families of those who died and sympathy for those affected. He also expressed respect for rescuers working hard now....

People still being pulled alive from buildings

A large number of people have been pulled alive from collapsed buildings as rescuers have continued to work throughout the night under floodlights.

There are two buildings within the city which suffered major collapse while there were significant numbers of people inside. These are the PGG building on Cambridge Terrace and the CTV building on the corner of Madras and Cashel Streets.

Superintendent Russell Gibson said that since 1pm yesterday 22 people, including two with serious injuries, have been rescued from the PGG building. A further 22 people are believed to be still trapped. There is communication with at least three of these people and it is understood they are not hurt.

Eight people have also been rescued from the CTV building. It is thought a large number are still unaccounted for and work is ongoing to match up reports of missing people with specific locations and buildings.

Police are also aware of there being a number of deceased people in both buildings.

The focus of Police and Urban Search and Rescue at this stage is the rescue of those still trapped, rather than the recovery of the dead.

Supt Gibson said: "It is difficult to speculate on the total death toll as it is such a rapidly evolving situation. We know it will be significant and we know there are a lot of people going through the nightmare ordeal of waiting for news of their loved ones. All of the agencies involved in this operation are working as hard as possible to bring some clarity to the situation and some answers families and friends."

Why did the 6.3-magnitude aftershock cause more damage than the 7.1-magnitude earthquake?

The epicentre of this earthquake was very close to the South Island city of Christchurch; the previous earthquake's epicentre was about 45 kilometres west of the city, according to data from the US Geological Survey. "What determines the deadliness of an earthquake is how close it is happening to population," says Andreas Rietbrock, a seismologist at the University of Liverpool, UK. He gives the example of recent earthquakes in Haiti and Chile: whereas the 8.8-magnitude earthquake in Chile caused about 500 deaths, the 7.0-magnitude one in Haiti resulted in more than 300,000 deaths.

Today's earthquake was also as close to the surface as the September quake, at a depth of 5 kilometres. This is almost as shallow as an earthquake can be, says McCloskey. It had a directional thrust towards the surface, and the amount of acceleration felt at the epicentre was almost 1.90 times the force of gravity.

The earthquake also released water from the ground, suggesting that sediments below the surface are loosely packed, says McCloskey. This tends to amplify shaking. "The thing was shallow, it had a thrust mechanism, it was under an area with some or lots of soft sediment. This makes shaking worse than average for this type of earthquake," he says.

Death toll reaches 75

Police have confirmed that 75 people have been confirmed dead following yesterday's earthquake in Christchurch.

Canterbury District Commander Superintendent Dave Cliff says the bodies of 55 people have been identified, and another 20 are awaiting identification.

Superintendent Cliff says 300 people are reported missing. Some of these people could be trapped in buildings but others may just have difficulty contacting family.

He says rescue operations are continuing in a number of buildings in the central city, 10 of which remain a priority.

The focus remains on rescuing those people who are alive.

Superintendent Cliff says more than 40 police cordons remain in place around the city, and he is urging people to take heed of these.

There has been a request for 300 Australian police officers to assist in the rescue operation. These officers will work in tandem with New Zealand staff on the ground.

Around 80% of the city remains without water, but power has been restored to the majority of the central city.

Many people concerned for friends, relatives and close family members that may still be in the area have been going to work sites and damaged buildings in an effort to locate them.

This is causing some concern for staff there as they are not able to provide the information required.

Police would prefer people to come to the Family Liaison Centre at Papanui Police Station on the corner of Main North Road and Mary Street where their concerns can be registered.

Many people have been reported missing to the Police already and those calls are all being responded to by telephone.

If the public have already reported their family and friends missing, those people will be contacted by Police with information as it becomes available. Clearly it will be some time before all pertinent information comes to hand.

If anyone has the ability to contact Police by email then they should use the following address and this will save people travelling unnecessarily.

If people are at home they can be contacted there more easily and we would encourage people to do that as it frees up the roads as many are in poor condition and traffic lights are not all working.

Govt's jet to leave for quake-hit NZ

A Japanese government jet carrying a team of about 70 rescue workers is set to leave for quake-hit New Zealand as early as Wednesday.

Prime Minister Naoto Kan made the order to provide aid supplies to New Zealand at a meeting of relevant ministers on Tuesday. He called on the ministers to ensure the safety of Japanese nationals in the afflicted areas.
The government will dispatch a team consisting of police officers, fire fighters and other officials with medical and construction equipment.....

A magnitude 6.3 earthquake occurred 10km south-east of Christchurch at 12:51, February 22, 2011. Depth (focal depth): 5km.

As at 1000 23 February, there have been 30 aftershocks with a magnitude between 4 and 6.

Considerable damage has been reported in the Christchurch Central Business District and in Lyttelton. There is a cordon around the central business district. Damage assessment is ongoing and over time, will present a better understanding of the extent of damage. Rescue work is likely to take days to complete.

Aftershocks are expected to to continue and this could lead to further building damage or collapse, as well as continued distruption to power, telecommunications and essential services..

A large number of people have been pulled alive from collapsed buildings as rescuers have continued to work throughout the night under floodlights.

Priorities for the response remain the support of the urban search and rescue operation, the treatment and care of injured or affected individuals, and the coordination of national resources in support of the local response.

The Prime Minister Rt Hon John Key has announced that Cabinet agreed with the decision made under Civil Defence legislation by the Minister of Civil Defence, John Carter, to declare a national state of emergency.

A state of national emergency can be declared when the civil defence response is beyond the resources of the responsible local authority. In this case, there is a need to coordinate the significant amount of assistance and resources that have arrived and are arriving from other regions and from overseas. The declaration of the state of national emergency highlights the seriousness of the situation ? more so even than the 4 September 2010 quake.

Devastating Earthquake in Christchurch

22 February 2011

The School of Geography, Environment and Earth Sciences' geophysicists are dismayed at the devastating magnitude 6.3 earthquake of 22 February 2011 in Christchurch. Aftershock activity occurring since the magnitude 7.1 earthquake on 4 September 2010 had been decreasing in recent weeks, and a network of portable seismometers deployed by Victoria University of Wellington and colleagues at the University of Wisconsin was removed in January.

Seismologists consider the magnitude 6.3 earthquake to be a late, large aftershock of the 4 September earthquake. As it was shallower and closer to Christchurch city (10 km vs. 40 km), it caused larger ground motions and more damage in the city centre than the larger September earthquake. The magnitude 6.3 earthquake will continue to trigger aftershocks in coming days, some of which will likely exceed magnitude 5.

Ban voices sadness at loss of life, destruction in deadly New Zealand quake

22 February 2011 ? Secretary-General Ban Ki-moon today expressed deep sadness at the loss of life and destruction of property in New Zealand resulting from the earthquake that struck Christchurch, the country?s second largest city, and surrounding areas.

The 6.3-magnitude quake that shook the city at midday has claimed at least 65 lives, according to media reports, which are describing it as the country?s worst natural disaster in 80 years.

In a statement issued by his spokesperson, Mr. Ban extended his deepest condolences to the families of those who have been killed, injured or rendered homeless by this still unfolding tragedy.

?He acknowledges the ongoing efforts by the Government of New Zealand to help those affected,? the statement added.

?The Secretary-General stresses the readiness of the United Nations to contribute to its efforts in any way needed.?

There is tremendous sadness at the loss of life and suffering. We all know someone who has lost their life or is missing. There is one building that has collapsed, the CTV Building, and rescue efforts have stopped there. People are trapped - but they have abandoned hope. We can't understand why! We know people in there! They have children who need them.

My home is full of teenagers from uni who have been really shocked by the quake and aftershocks and are heading home as soon as they can catch a ride or get a flight. Their boarding houses have already been inspected and cleared for occupation but they are very unsettled.

Areas previously unaffected are devastated. Most of my friends and their families have left the city. Many suburbs are still without power and nobody knows when the water and sewerage systems will be functioning.

The civil defence teams responsible for evacuating and ensuring the safety of people have responded almost immediately. They have done a magnificent job. There are volunteer groups, including the Salvation Army, who mobilised and fed thousands of displaced people on the first night. Thousands slept in tents in Hagley Park because their homes had been destroyed or were in danger. Many people have lost their homes, especially if they were brick or were on the hills overlooking Christchurch. On the map, given at the top, you will see that these hill areas had some of the highest rates of acceleration. Huge boulders crashed down the hill and destroyed homes, businesses and have covered roads.

Liquifaction covered roads yesterday, disguising huge cracks and causing the cars to slide around as though they were on ice. Many had to be pulled out of the silt around Merivale. People abandoned their cars and walked and hitch-hiked their way to schools, to pick up their children, and from their to home. One friend knocked on a door and borrowed a bike to get to her children.

Our tallest building the Hotel Grand Chancellor is falling over. It has visibly slumped on one side.

We are all working together to get through this period but our city will never be the same.

I'm glad to hear that you were not injured, Kiwibird, and that you're able to shelter people. It's helpful to hear which organizations are effective so we know who to support. It's good to hear how prepared logistically your country was, but nothing can prepare us for the shock.

People are saddened that the search was called off, but maybe it will resume. The decisions that have to be made at times like this are agonizing.
