Japanese rescuers return home from New Zealand

The first group of Japanese rescuers sent to quake-hit New Zealand has returned to Japan.

65 members of the rescue team dispatched by the Japanese government arrived at Narita airport, near Tokyo, on Thursday morning.....

....A second group of 32 Japanese rescuers has begun work at the site.

Key says police to probe CTV building collapse

....."From what I understand, the building was checked after the Sept. 4 earthquake, but again we have to find out the nature of the check and whether someone was responsible and where that responsibility lies," Key said in an interview with The Asahi Shimbun on Tuesday.

The Christchurch City Council gave "the green light" to the CTV building after an inspection following the quake in September last year.....

Inspectors did not see cracks in quake-hit building

.....Inspections were carried out on 1,750 buildings in the central commercial district of Christchurch after the earlier quake, according to a municipal official in charge of architectural inspection. A total of 716 structures, including the CTV building, had been deemed safe.

Firefighter talks of student who feared leg amputation in rescue from CTV building

....The firefighter, 50-year-old Paul Rodwell, arrived with other rescuers at the remains of the CTV building about two hours after the quake hit. A fire service team already on the site had discovered a cell where several Japanese students were trapped, and the rescue workers began work to remove debris and help the students. Pressuring them was a fire that had started in the rubble, raising the danger of smoke inhalation. As Rodwell was the thinnest of the rescuers, he was the one to climb through an opening into the space.....

Tens of thousands leave Christchurch after quake

Airlines and ferry companies say there has been a significant uptake of their services by Christchurch residents leaving the city after last week's earthquake.

Air New Zealand says it has flown about 60,000 people out of Christchurch since Wednesday 23 February.

Cook Strait ferry operators Interislander and Bluebridge say they have had an influx of additional passengers and vehicles.

Christchurch Mayor Bob Parker estimates that 70,000 have left the city.

With the rescue phase over in Christchurch's central city, authorities were yesterday working to restore vital services to the city's badly hit eastern suburbs as the Government acknowledged help had been slow coming.

Labour's Christchurch East MP, Lianne Dalziel, bloggers and residents of the eastern suburbs themselves have raised concerns about a lack of toilets, water and power in the wake of last week's quake.

Christchurch earthquake: Death toll rises to 163

The death toll from the devastating Christchurch quake has risen to 163 overnight.

The rise comes as some international rescue teams prepapre to leave the city, as the rescue operation shifts to one of recovery.

Meanwhile, searchers have continued to work overnight on the collapsed spire of the ChristChurch cathedral, where as many as 20 bodies are believed to be buried.

The team will also begin to clear debris there.

Displaced Christchurch residents could be accommodated in a tent villages while their homes are repaired.

The aftershocks are shallow because the faults that are rupturing are shallow. If you remember, the 4 September earthquake reached to the surface and causes cracks in paddocks over several kilometres, so the fact that the aftershocks are shallow reflect where the faults are moving.

Yes, there have been reports that springs in the Lyttelton area have warmed up, but this is not a surprise following a large earthquake. After the 4 Sept earthquake, changes in springs and bores were seen all across Canterbury and beyond - even as far as parts of North Island. The shaking opens up small cracks and pores in the sediments beneath the earth's surface and can let water move around - potentially bringing warm water from depth up through normally cool springs. After 4 September, GNS monitored bores around the country to watch the changes. So although the effects are likely to be most obvious near to the epicentre, they occur over a wide area.

11 Filipinos Missing in New Zealand Earthquake are now Presumed Dead, says DFA

MANILA, Philippines ? The Department of Foreign Affairs (DFA) has recently declared that the 11 missing Filipinos in New Zealand are now ?presumed dead? from the 6.3 magnitude earthquake in New Zealand the past week.

The acting DFA secretary Sec. Albert del Rosario confirmed today that the foreign minister of New Zealand has called to inform them that until now, the Filipino quake victims allegedly trapped beneath the shattered buildings in Christchurch city are still missing.

The secretary also added that the New Zealand government has extended their condolences and sympathies to the family of the said victims.

Police have released the names of seven more people confirmed dead following the Christchurch earthquake. They are:

The total number of confirmed dead is 163.

Superintendent Sam Hoyle says high visibility patrols have continued, with nearly a hundred staff out last night in the eastern suburbs of the city.

He says it is important that people in Christchurch know normal police work is continuing as usual, and people should contact police if they need to.

Superintendent Hoyle says a sign that things are starting to return to normal was highlighted by the arrest of ten drunk drivers overnight.

Reverend Peter Beck overwhelmed with news no bodies were found in Cathedral

The Dean of Christchurch Cathedral cried when he was told early today there were no bodies buried in the rubble of the church.

Reverend Peter Beck told NZPA he got a telephone call about 1am from the head of the Urban Search and Rescue task force, Ralph Moore, who told him the shattered cathedral had been checked and there were no bodies in the rubble.

"I was expecting to get a call from Mr Moore saying they had found a body and I and my colleagues were going to go down and say prayers at the side of the body.

"But of course I got this other news and I just burst into tears. I was speechless, it was unbelievable."

Large aftershock hits Christchurch

There has been a 4.8 magnitude aftershock in Christchurch.

It struck at 7.34pm and was centred within five kilometres of Lyttelton at a depth of 11 kilometres, it is the ninth and biggest aftershock in the Canterbury region so far on Saturday.

Radio New Zealand's reporters in Christchurch describe the jolt as sharp and violent and lasting for about seven seconds.

They say it caused buildings to rattle.

The second biggest aftershock today measured 4.1 and struck at 10.49am.

It was centred 10 kilometres west of Lyttelton at a depth of five kilometres.

All the aftershocks on Saturday before 8pm were centred between five and 20km from Lyttelton at depths ranging from two to 11 kilometres.

In chronological order, their magnitudes have been 3.2 (at 12.52am) 3.4 (at 6.14am), 3.3 (10.04am), 4.1 (10.49am), 3.2 (11.17am), 3.4 (1.19pm), 3.5 (2.29pm), 3.9 (4.39pm) and 4.8 (6.34pm).

Govt in charge as new jolt hits city

Christchurch was last night slammed by its biggest aftershock since the devastating February 22 earthquake.

The 4.8 magnitude shake, at 7.34pm, came as the Government prepared to take control of the disaster response, sidelining mayor Bob Parker and the city council. It was followed by three smaller aftershocks within 80 minutes.

There were few reports of damage from the 4.8 aftershock - a fallen chimney, a burst water main, goods falling from shelves and an online report of liquefaction in Linwood.

The greater impact was on nerves, as army helicopters roared into the air to investigate.

The trickle of people quitting the city to escape the country's worst-ever humanitarian crisis seems set to become a flood, and the Government, acting under emergency regulations, will step in and take full control of the disaster response.

Earthquake Recovery Minister Gerry Brownlee told the Herald on Sunday the new centralised structure would "punch through the red tape" and co-ordinate work being done by other organisations.

"We need something that can move a lot faster than what we have been doing," Brownlee said. "That requires a lot of changes to these legal niceties."

The number of people without homes, power or water has easily surpassed the devastation of the 1931 Napier earthquake. An estimated 60,000 have already left their homes, and many will not be able to return. Plans are underway for tent and campervan cities to house the homeless and residents who refuse to leave their homes are being "encouraged" to get out.

Disaster officials were yesterday told their focus must shift to the people in the suburbs, not the buildings in the city centre.

Residents have food, access to water tankers and an increasing numbers of portable toilets. But their energies are consumed by living day-to-day, many in ruined houses considered too unsafe to have electricity reconnected.

Many still have no running water and getting it connected again could take weeks. Getting the sewerage safely functioning could take months.


Until last night's aftershock, the day had been one of relatively good news for Christchurch. Authorities were preparing to shrink the cordon around the central business district and search and rescue workers and firefighters dug through the collapsed rubble of the ChrictChurch Cathedral tower to discover there were no bodies buried underneath. Police had thought 22 people had been trapped beneath falling masonry.

Brownlee promised the Cathedral, Catholic basilica, Provincial Chambers and Art Centre would be rebuilt, but said other old buildings would be demolished tomorrow if it was up to him.

"While they are part of our past history, they have no place in our future history."

Now, it is the "immense" task of rebuilding the suburbs that Brownlee is determined to undertake - and he said it dwarfed the work needed in the city centre. He pledged to announce, by March 18, a new structure to speedily manage the rebuilding: "The business-as-usual approach is not going to work."

He said the process happening before the February 22 earthquake was not fast enough - and now the problem was 10 times the size.


Engineers and private sector construction managers have spoken critically of the approach adopted by Christchurch City Council, described as slow and bureaucratic. Labour MP Lianne Dalziel - whose electorate is among the hardest hit - was more blunt still. "I'm over the council. They're incompetent."

Most of the response has been run by National Civil Defence controller John Hamilton. He will go to the eastern suburbs for the first time today to see the damage first-hand.

New Recovery Assistance Centres opened yesterday to provide people with information on how to get help.

Hamilton said: "We grossly under-appreciated the scale of the damage in suburban areas. The scale of the operation is so big it is a challenge to provide these services for so many people."

Japanese rescue workers conclude operation in NZ

....All debris at the site has been removed and the building site cleared except for an elevator tower. Numata said it is quite regrettable that the workers could not rescue Japanese people at the site despite all-out efforts.

All 33 rescue team members observed a minute of silence at the site on Sunday morning.

They will leave for home on Tuesday. Another Japanese team will arrive on Monday to work in a different area.....

Prince William to visit New Zealand, Australia

LONDON (AP) ? Prince William will visit New Zealand and Australia next week to tour and show the royal family's support for people in areas devastated by recent natural disasters, royal officials said Tuesday.

William will travel on behalf of Queen Elizabeth II to meet those affected by New Zealand's earthquake and Australia's flooding. On the trip ? undertaken at the invitation of the two countries' prime ministers ? William will also meet members of the emergency and other support services, the prince's household said in a statement.

The prince's first stop will be in Christchurch on March 17, where a magnitude 6.3 earthquake last month killed at least 166 people in one of New Zealand's worst disasters. William will spend two days in the city, where he is expected to attend a memorial service on the 18th.

He will also visit the town of Greymouth, where 29 people were killed in a mining explosion.
