Police Update following magnitude 5.8 earthquake at 1.58pm today.

Still no reports of serious or widespread damage or injury

- There is NO tsunami threat.
- Damage reported to the WINZ building in New Brighton - all staff safely evacuated.
- People are urged to stay away from hill suburbs because of risk of rockfalls.
- Coastguard have rescued four people trapped by rockfall in Boulder Bay.
- Liquefaction reported in Parklands, Wainoni.
- Power outages reported in New Brighton, Dallington.
- Severe traffic congestion now reported in some areas including around the Palms Mall and New Brighton Road.
- Drivers are urged to slow down and be patient as congestion is building up in some areas. Stay off roads if you do not need to travel.
- Phone networks are under pressure - text rather than phone.

Acting District Commander Inspector John Price says Police are urging residents to check on their neighbours and make sure they are safe.

All available Police units have been mobilised across the city to provide reassurance and check on safety and damage.

Quakes rattle NZ's tremor-plagued Christchurch

WELLINGTON (Reuters) - A series of strong earthquakes hit the New Zealand city of Christchurch on Friday, sending goods toppling from shelves, causing rockfalls and driving terrified residents from buildings 10 months after a quake killed almost 200 people in the city.

Christchurch police said there were no reports of casualties or widespread damage, although one person had been reported hurt at a shopping mall and taken to hospital.

An initial 5.8 magnitude earthquake was centered 20 km (12 miles) northeast of the city at a very shallow depth of 8 km (5 miles), according to New Zealand's civil defense. It was followed by a series of strong aftershocks, one of a 5.3 magnitude but no tsunami warning was issued...

Friday's swarm of substantial earthquakes in Christchurch have caused new flooding and liquefaction in the eastern suburbs, disrupting power supplies and closing some roads.

Christchurch Fire Service assistant area manager Greg Crawford told Checkpoint New Brighton has been hardest hit.

He says the fire service has every crew out on the street to deal with what he calls "a pretty chaotic" situation, but says the service is coping.

Associate Minister for Canterbury Earthquake Recovery, Amy Adams, was among those shaken by this afternoon's quake.

She told APNZ: "It's not what anyone needs at the end of a stressful year and heading into Christmas, and with the memory of the big shake of Boxing Day last year very fresh in our minds."

Prime Minister John Key, Labour and the Greens all expressed sympathy and sent their best wishes.

"The Government's resolve to work with the people of Christchurch and Canterbury to rebuild remains unchanged ..." assured Mr Key.

The anxious folk of the garden city have now been told by seismologists to expect aftershocks to rumble on right through the Christmas holiday period, tapering off over the next week.

Some locals admit today was the last straw, and say plans are now in place to leave the area for good.

Christchurch Mayor Bob Parker says today?s earthquakes were not totally unexpected, although still very unsettling and distressing for city residents.

?GNS scientists have been telling us that there was a likelihood that we would have an aftershock of this magnitude,? he said
?Thankfully there has been no loss of life or serious injury. This is not a miracle and today?s events show that we have been right to be cautious. We have done so much work over the past 15 months to make our city safe. We have the red zones and the white zones in the right place.?
Mr Parker says he is delighted that most of the city?s malls, including the Central City Re:Start shopping precinct intend to open tomorrow.
?It is very important we bounce back from today?s events. For retailers it is one of the biggest trading days of the year and they need to open.?

Shops opening on Saturday

The Palms, Riccarton Mall and the Cashel Mall (including Re:Start and Ballantynes) will open tomorrow.
Several SuperValue and Fresh Choice supermarkets will be open for grocery shopping, including stores at Lincoln Road, Wairakei Road, Sumner, Fendalton and Barrington. Check the websites of other stores to see if they will be open tomorrow.

Power update

There are now less than 400 homes in the New Brighton area without power and some of these may not have power restored until tomorrow.
The network is still fragile, particularly in the New Brighton area where Orion is using back-up systems following damage at Transpower?s Bromley substation.
New Brighton people should prepare for a night without power whether they have a power supply at the moment or not.

Windsor welfare centre

The Windsor School hall has been activated as a welfare centre for those seeking overnight shelter. No catering is provided, so people planning to use the centre need to bring their own supplies (food and bedding etc). No-one was at the centre by 10pm this evening.

Geotech update

Minor to moderate rock falls and cliff collapse were observed in some of the areas examined this afternoon by geotech experts. Temporary protection works that were put in place since February performed satisfactorily and no new life-safety issues were observed.

People are advised to stay away from the Port Hills unless they live there or need to be there.

All residents of homes that have been issued notices prohibiting entry under section 124 of the Building Act are advised to keep away from these homes. Any limited access agreements that have been put in place for these homes for ongoing maintenance have been put on hold until further checks are carried out. This will happen in the coming weeks, not days.
Liquefaction on roads

There is flooding and liquefaction on many roads (including roads around the lower Avon, particularly lower Avondale Road) and 20 jetting crews are out on the streets tonight clearing blocked sewers and repairing water leaks.

Contractors will be out tomorrow clearing silt from the roads.
There has been some damage and cracking to stop banks in the lower Avon.

Water infrastructure

The city?s water infrastructure is fine and water pressure is being maintained. There is no need to boil water. Water testing will get underway tomorrow, focussing on reservoirs in the east of the city.
There may be pockets of households with no water west of Bower Avenue and water tankers will visit that area tomorrow. Anyone who does not have water should contact the Council on 941 8999.

There has been a sewer overflow into the Avon and into the Styx at Brooklands. Both of these should be stopped tomorrow, but in the meantime people should avoid water in the rivers and estuary, and not swim at estuary beaches. Signs will go up tomorrow warning of pollution.

Building evaluations

Five teams of engineers have done building evaluations around the city. Things look all right, with only three commercial buildings causing concern. These three will be fenced off tonight (in Colombo Street, Idris Road and the corner of Peterborough and Montreal Streets).

Civil Defence doorknocking in the east

Civil Defence teams have been out doorknocking in the east to offer reassurance and we urge people needing support to ring the supporting and counselling help line 0800 777 846 which is open 8am to 11pm seven days a week.

Sumner water supply shut off

A major break in the water supply at the causeway following aftershocks overnight has necessitated shutting off the supply to Sumner, including Redcliffs, Moncks Bay, Balmoral Hill, Richmond Hill, Clifton and Scarborough, as well as parts of St Andrews Hill and Mt Pleasant.

Crews are working to restore the water supply and it is expected that by 10am this morning the supply will be restored, or water will be available from tankers.

University of Canterbury geologist Mark Quigley said the magnitude 5.8 earthquake generated ground accelerations of 1g in New Brighton, on the eastern side of Christchurch.

This meant the buildings in eastern suburbs were thrown up and dropped with the same acceleration a stone would have if dropped from a person's hand.

More significantly, the threshold for liquefaction occurring was around 0.17g to 0.2g.

"So the largest quake was five times the ground acceleration required for liquefaction," said Dr Quigley.

"Even though the first earthquake seemed slightly smaller, at a 5.8, the proximity to the eastern suburbs but also something about the way the fault ruptured generated extremely high ground accelerations

Water supply and waste water
Water infrastructure is holding. Sampling of water in reservoirs and wells will continue today. There is no need to boil water.
Water is now being restored in Sumner.

As the water comes on it may be slightly discoloured. People are advised to gently run the tap for two minutes.

Water tankers are located at The Esplanade and at the junction of Wakefield Avenue and Nayland Stre

Residents should have water across the city. Anyone who does not have water should phone the call centre on 941 8999 / 0800 800 169.

Waste water is overflowing in to the Avon River. Please stay away from the river and estuary.

High tide
High tides have not caused any problems. Stop banks are being inspected and will continue to be monitored.

Welfare
Windsor School Welfare Centre had two people staying overnight and will close at 11am today.

Anyone who is feeling distressed or overwhelmed by the aftershocks and needs extra help to cope with the situation can call the Canterbury Support Line on 0800 777 846 between 8am ? 11pm seven days a week, including Christmas Day.

Those people who would like Christmas lunch are invited to the City Mission Christmas lunch at Christchurch East School ? 311 Gloucester Street, 11.30am ? 2.00pm. People are advised to arrive at 11.30am.

Buildings
If you are worried about the safety of your home evacuate the building and contact a building professional as soon as you are able.
Owners of commercial buildings are urged to engage a Chartered Professional (structural) Engineer to check their buildings before allowing people to occupy them.

Toilets
People who have already been issued with chemical toilets in the east of the city, and who are having problems with their waste water should use their chemical toilets while the sewers are being cleared. If you need more chemicals phone the call centre (941 8999 / 0800 800 169) and we will get them delivered to your property.

If you don?t have a chemical toilet but you are having problems with flushing the toilet and waste water phone the call centre and a portable toilet will be delivered to you.

Parks update
With reports of rock falls around the Port Hills the Rapaki track that was re-opened yesterday is now closed.

Please check for on-site signs before walking any of the Port Hills tracks as many are closed because of the risk of rock fall. Other parks remain open including the Botanic Gardens, Bottle Lake Forest Park, Spencer Park, Groynes and Halswell Quarry.

People are reminded to stay away from the Port Hills unless they live there, or need to be there. Rock fall remains a potential hazard in hill areas, including Rapaki Track which was re-opened for public use yesterday morning, before this recent cluster of aftershocks.

Public transport
The bus system continues to operate across the city, as usual.

Retail
The Central City Re:Start shopping precinct is open today, however, the Cathedral Square Walkway is closed. number of supermarkets have reopened. Please see www.foodstuffs-si.co.nz and ww.countdown.co.nz .

Friday's earthquakes could take a multimillion-dollar bite out of local and central government coffers, with scant protection from insurers.

The magnitude-5.8 and 6.0 quakes caused significant new liquefaction in eastern Christchurch on a scale similar to those on June 13, which would cost the Earthquake Commission (EQC) an extra $1.1 billion, the Treasury said.

Before Friday, Canterbury's damage claims were expected to drain the commission's $6b natural disaster fund, leaving a shortfall of $829 million to be covered by the Government.

The cost of covering any new damage from Friday's quakes, which will run into at least the tens of millions of dollars, will have to be met by the Government and ultimately the taxpayer...

Quake-hit residents forget it's Christmas

Authorities have deemed the Monterey Place land suitable for houses to be rebuilt on - leaving homeowners ineligible for government buyouts.

"It's just a joke. The whole street floods, people's houses get taken out.

It's just like Russian roulette when you get one of these [earthquakes]," Mrs Tappenden said.

"The best thing we could get for Christmas is to be told we don't have to rebuild on this land. It could be a really good thing."

Up the street, Mike, who asked his surname not be published, was yesterday shovelling thick silt from outside his home, where a large sinkhole had opened up for the third time.

"Every time [the earthquakes] happen, the ground falls even more. The house is already beyond repair apparently. I think everyone has just had enough. But what can you do?"

Mayor Bob Parker is supporting calls for some properties hit hard by Friday's earthquakes to be reassessed.

In today's Press, Parklands residents demanded the Government write off hundreds of homes that had been previously declared habitable.

Nearly all of Parklands has been zoned green-blue, meaning the land could be built on provided homes met tough new foundation standards. But many of these homes were awash with silt after Friday's magnitude-5.8 and 6.0 quakes.

Christchurch geologist Vanessa Tappenden lives in Monterey Pl, which flooded after Friday's quakes and is now riddled with silt-choked holes.

Many of the houses in the Parklands street are already writeoffs but have suffered significant new damage, with a metre-deep sinkhole opening beneath one house.

"This road should never see houses on it again, unless it is raised three metres," she said.

"You can't change geology."
