Highly Pathogenic Avian Influenza Detected in Texas and Kansas Dairy Herds

AUSTIN, TX – The Texas Animal Health Commission (TAHC) and United States Department of Agriculture’s (USDA)Animal and Plant Health Inspection Service (APHIS) received confirmation of the presence of highly pathogenic avian influenza (HPAI) in diagnostic samples from two Texas and two Kansas dairies.

The Food and Drug Administration (FDA), Center for Disease Control and Prevention (CDC), TAHC, Texas A&M Veterinary Medical Diagnostic Laboratory (TVMDL), and dairy veterinarians, along with other partners, are working closely to evaluate symptoms among primarily older dairy cows in Texas, Kansas, and New Mexico, of decreased lactation, low appetite, and other clinical signs. Diagnostic samples of unpasteurized milk from affected cattle collected from two dairy farms in Kansas and one in Texas, as well as an oropharyngeal swab from another dairy in Texas, were confirmed HPAI positive on March 25, 2024.

Additional testing was conducted after dairies reported finding deceased wild birds on their properties. The HPAI virus detections in Texas may have been introduced by wild birds. Initial testing by the National Veterinary Services Laboratories has not found changes to the virus that would make it more transmissible to humans, which would indicate that the current risk to the public remains low.

Federal and state agencies are moving quickly to conduct additional testing for HPAI, as well as viral genome sequencing, so the emerging situation can be better understood, including characterization of the HPAI strain or strains associated with these detections. Further efforts to continue epidemiological investigations are underway, to ensure the full picture of the situation is considered.

Dairies are strongly encouraged to implement enhanced biosecurity measures to help prevent the spread of disease. It is recommended to limit persons coming onto dairies to employees and essential personnel only and to follow best management practices including washing hands often. Additional biosecurity resources are available through Secure Milk Supply.

According to the USDA, at this stage, there is no concern about the safety of the commercial milk supply or that this circumstance poses any increased risk to consumer health. Dairies are required to send only milk from healthy animals into processing for human consumption. Milk from affected animals is being diverted or destroyed so that it does not enter the food supply. In addition, pasteurization has continually proven to inactivate bacteria and viruses, like influenza, in milk. Pasteurization is required for any milk sold in stores.

USDA, TAHC, and other agencies continue to assess this situation to fully understand the role of HPAI in the affected cattle. If you believe dairy cattle within your herd are showing clinical signs, contact your herd veterinarian immediately. Veterinarians at the dairy facility level can best assess these animals, decide on the appropriate supportive care for them, and determine the appropriate samples to be taken and diagnostics to be performed. Gray, who has an ongoing study to track infections that spread between cattle and their farmers, spoke with Science about the discovery of the bird flu in cattle. The interview has been edited for brevity and clarity.

Q: How serious of a threat does HPAI in cattle present?

A: It’s worrisome. We most recently saw the infections in goats, and we’ve all seen the wildlife being affected with the hotter pathogenic avian flu, including the strange infection of carnivores—bears and wolves. Who knows what’s next? It’s disturbing. We need to figure this thing out, because if the virus continues to change, it could move into other species, including humans. It may be in humans already. We just have to keep a pulse on it. And if we don’t work together with agriculture, we won’t know very well what’s circulating.

Q: Did the discovery surprise you?

A: In some ways. These influenza viruses are changing all the time, and there’s pretty good evidence that all four types have been infecting cattle for a number of years. In fact, there’s a very nice report published in 2019. But in that same report, the authors said that maybe there’s something about the cattle that makes them sort of immune to serious disease and transmission? Well, something has changed, because there’s a multiple state epizootic with animals becoming ill, and the likelihood that the transmission is from cow to cow and farm to farm is much higher than before.

Q: But to be clear, do we know this is transmitting from cow to cow?

A: We don’t know. I don’t think anybody’s done those experiments. I would think that would be one of the things that people would want to investigate rather quickly.

Q: How does a cow get infected by a bird?

A: That’s a great question. There’s mixing of habitat certainly. There’s a sharing of water. We found equine influenza in camels in Mongolia, and it was probably the sharing of a water hole in in the desert. So there are probably multiple ways that the wild birds can mix with cattle.

Q: What is the virus doing to the cows? Is it a respiratory disease?

A: There was talk that some of the dairy cattle were suffering gastrointestinal illnesses. Has this virus changed in some way that it’s finding new receptors in cattle?

Is a viable virus aerosolized? Is it coming out in the feces? Or is it simply a respiratory pathogen that is moving through direct contact from cattle to cattle? I would think that there’s some indication with this rapid multistate spread that this thing is airborne.

Information on the HPAI H5 infections in cattle in Texas and Kansas remains scant, but late yesterday the WOAH WAHIS dashboard carried the following brief preliminary epidemiological report on the virus.

We've discussed often that we aren't dealing with a single H5N1 threat, but rather with an array of similar H5N1 viruses that are continually reassorting and evolving. As a segmented virus with 8 largely interchangeable parts, the flu virus is like a viral LEGO (TM) set which allows for the creation of unique variants called genotypes.




Genotypes are created when two flu viruses inhabit the same host, allowing them to reassort into a hybrid. Even when we limit the field to a specific subtype (like H5N1), and a specific sub-clade (like 2.3.4.4b), there can still be dozens of genotypes due to reassortment.

Although this is rapidly changing situation, last fall researchers from several U.S. labs published a `snapshot' of H5N1's diversity in the United States in the months following its arrival in December of 2021, which found that the virus rapidly reassorted with local wild bird avian influenza viruses generating six major (and numerous minor) genotypes.

Abstract
Highly pathogenic avian influenza viruses (HPAIVs) of the A/goose/Guangdong/1/1996 lineage H5 clade 2.3.4.4b continue to have a devastating effect on domestic and wild birds. Full genome sequence analyses using 1369 H5N1 HPAIVs detected in the United States (U.S.) in wild birds, commercial poultry, and backyard flocks from December 2021 to April 2022, showed three phylogenetically distinct H5N1 virus introductions in the U.S. by wild birds.

Unreassorted Eurasian genotypes A1 and A2 entered the Northeast Atlantic states, whereas a genetically distinct A3 genotype was detected in Alaska. The A1 genotype spread westward via wild bird migration and reassorted with North American wild bird avian influenza viruses. Reassortments of up to five internal genes generated a total of 21 distinct clusters; of these, six genotypes represented 92% of the HPAIVs examined. By phylodynamic analyses, most detections in domestic birds were shown to be point-source transmissions from wild birds, with limited farm-to-farm spread.

While some genotypes fare better than others, new reassortants tend to cluster in different geographic regions. Some may thrive and spread widely, while others may be less biologically `fit', and are unable to compete.






Hopefully we'll get a more detailed analysis of this virus in the days ahead, along with a better idea of its spread in cattle, goats, and potentially other livestock.

If you are following these developments be aware of rumors, incorrect statements, and all manner of erroneous news.

Officials with the Utah Department of Agriculture and Food will be implementing increased restrictions to protect the health of Utah dairy herds. Starting immediately, March 26, 2023, and for the next 30 days, Certificates of Veterinary Inspection issued for the importation of lactating dairy cattle from Texas, Kansas, New Mexico, and other states affected with the emerging cattle disease, must be issued within seven days of transport. Certificates must also include a statement that there have been no signs of the emerging cattle disease in the herd.​..

This virus is the same strain that has been circulating in wild birds in North America and affecting domestic poultry since 2022. It is unknown at this time if this is the only contributing cause of the cattle illness. At first, the cases in Texas and Kansas left farmers and officials baffled, calling it a mystery illness. Some cows had to be culled, but others returned to normal, and it appears to only be affecting older dairy cows....

As was previously reported by MyHighPlains.com, on Monday, Miller announced that the USDA confirmed the presence of bird flu on one dairy farm in Texas and two in Kansas through samples of unpasteurized milk. USDA confirms bird flu positive among Texas Panhandle cattle
The presence of bird flu on the second dairy farm was found following an oropharyngeal swab test.

While troubling, this outbreak is not currently expected to threaten our nation’s commercial dairy supply.”

The HPAI virus detections in Texas may have been introduced by wild birds. It is not confirmed if HPAI is the lone causative agent of reported bovine illness. National Veterinary Services Laboratories (NVSL) have not found alterations to the virus that would make it more transmissible to humans. The current risk to the public remains minimal. Further efforts to continue epidemiological investigations are underway to ensure a complete picture of the situation can be evaluated.

“Our producers in the Texas Panhandle have already endured enough,” said Commissioner Miller. “The Texas Department of Agriculture will use every resource available to maintain the high standards of quality and safety that define Texas agriculture.”

Routine testing and well-established protocols for U.S. dairies will continue to ensure that only safe milk enters the food supply. In keeping with the federal Grade “A” Pasteurized Milk Ordinance (PMO), milk from sick cows must be collected separately and is not allowed to enter the food supply chain. This means affected dairy cows are segregated, as is normal practice with any animal health concern, and their milk does not enter the food supply.

The USDA, TAHC, TDA, and other agencies continue to assess this situation to fully understand the role of HPAI in the affected cattle. At present, HPAI has not been detected in beef cattle. However, all producers are encouraged to implement enhanced biosecurity measures on their farms and ranches to help protect their herds.

"This new confirmed infection of dairy cattle is an unprecedented development,” Commissioner Miller continued. “What we are doing now is working to get the facts straight. We anticipate more developments in the coming days. TDA and other state and national agencies are working around the clock to ensure the safety of our food supply.”

Cattle impacted by HPAI exhibit flu-like symptoms like fever and thick and discolored milk accompanied by a sharp reduction in milk production. The Food and Drug Administration (FDA), Center for Disease Control and Prevention (CDC), TAHC, Texas A&M Veterinary Medical Diagnostic Laboratory (TVMDL), and dairy veterinarians, along with other partners, are working closely to evaluate symptoms among primarily older dairy cows in Texas, Kansas, and New Mexico. Symptoms may include decreased lactation, low appetite, and other clinical signs. It is vital that dairy facilities nationwide practice heightened biosecurity measures to mitigate further spread.

If farmers believe dairy cattle within their herds are showing clinical signs, they are urged to contact their herd veterinarian immediately. Veterinarians at the dairy facility level can best assess these animals, decide on the appropriate supportive care for them, and determine the appropriate samples to be taken and diagnostics to be performed.

Avian flu detections in dairy cows raise more key questions

The detection of highly pathogenic avian influenza (HPAI) in dairy cows that had a puzzling illness syndrome, announced earlier this week, was a stunning twist in the story of a H5N1 virus that has been circulating globally, including in US birds since early 2022.

As federal veterinary officials and their state and local research partners continue their investigations, the findings have prompted a flurry of new questions among livestock and influenza experts. For now, they say it's not clear if HPAI was the only cause of the mystery illness in cows. Also, experts say the presence of dead wild birds that carried the virus at affected farms raises new issues about biosecurity in livestock settings.

In a notification yesterday to the World Organization for Animal Health, the US Department of Agriculture (USDA) said H5N1 is the subtype and belongs to the 2.3.4.4b clade, which has been circulating in many world regions and has spread all the way to Antarctica. The virus isolated from the cow samples descended from the B3.2 genotype first seen in wild birds in November 2023. An analysis found no markers for mammalian adaptation or antivirus resistance.

Is HPAI the sole cause of symptoms?


Joe Armstrong, DVM, a cattle production expert with the University of Minnesota, in a special episode of the University of Minnesota Extension's Moos Room podcast about beef and dairy issues, said the unexplained illness syndrome had been reported in certain dairy herds in the Texas panhandle and other locations since late January and early February.

Over several weeks, the animals were tested extensively for different illnesses, he said. "When they started coming up short on everything, they started thinking outside the box about what this could possibly be, and they started testing for highly pathogenic avian influenza."

So far, there's not enough evidence to confirm that HPAI is the sole cause of the symptoms, Armstrong said. More testing is needed in cows that fit the case profile. About 10% of the herds on outbreak farms were affected, especially mature mid-to-late–lactation cows, resulting in a 10% to 20% reduction in milk production.

They started thinking outside the box about what this could possibly be, and they started testing for highly pathogenic avian influenza.

Armstrong said the illness profile is unusual because veterinarians are more likely to see illnesses in young stock.

He said the illness in cows lasts 10 to 14 days, peaking at about day 5 with a sudden drop in milk that is thicker and yellowish, similar to colostrum. Some of the animals had secondary illnesses, including mastitis and pneumonia.

The good news is that sick cattle are not dying, but the lack of necropsy tissues makes for a tricky diagnostic situation, Armstrong said. "So we're not getting a chance to look at as many samples and full sets of tissues as we normally would."

New biosecurity threats?


Jeff Bender, DVM, who directs the Upper Midwest Agricultural Safety and Health Center at the University of Minnesota and is a professor and hospital epidemiologist at the university's School of Public Health, told CIDRAP News that infected wild birds—already identified as the source of the virus—raise big questions about biosecurity on farms going forward.

"Feed security is one answer, but are there other ways to discourage wild bird contact?," he asked. Experts have said shared contaminated water sources are another likely source and are thought to have played a role in the recent spread of the virus from poultry to baby goats at a farm in western Minnesota.

We also need to be watching cats and other wildlife that are frequently found around livestock facilities for any illnesses or unexplained deaths.

Removing or draining water sources on farm fields might be an option, but Bender said that would be difficult and impractical.

Armstrong said it will be hard to keep birds out of barns and birds and livestock separate. "Because we know a little bit about how this virus acts, we also need to be watching cats and other wildlife that are frequently found around livestock facilities for any illnesses or unexplained deaths," he added.

Has avian flu in cattle been flying under the radar?


Thijs Kuiken, DVM, PhD, with the department of viroscience at Erasmus University in the Netherlands, said serologic studies in cattle would help clarify if past epidemics in cattle were missed in different parts of world, including parts of Europe that had a high burden of illnesses in wild birds and poultry.

Like Armstrong, Kuiken also wonders if the cows' symptoms are solely due to HPAI. "Past human influenza virus infections in dairy cattle were associated with a so-called 'milk drop syndrome,' which has some similarity to the clinical signs of the currently observed 'mystery disease,'" he said in an e-mail.

From a virologist's perspective, Kuiken said the findings raise several more questions, such as whether the HPAI samples from cattle in Texas and Kansas are closely related to each other or suggest separate introductions.

Past human influenza virus infections in dairy cattle were associated with a so-called 'milk drop syndrome.'

Bender and Kuiken said another question is whether the virus can spread from cow to cow or if cows are more likely to contract the virus from a shared source such as contaminated water or feed or pastures contaminated by infected wild birds.

Kuiken also said scientists will be looking for any differences between the virus that infected wild birds on the farm and those that infected cows in terms of the ability to infect cattle, other than obvious mutations for mammalian adaptation.

Was there live virus in milk?


Federal health officials and veterinary experts have emphasized that the risk to human health is low, due to milk pasteurization, which inactivates bacteria and viruses, and strong safeguards in place to prevent milk from sick cows from entering commerce.

However, experts wonder if scientists will find live virus in milk samples from the sick cows.

Armstrong said the possibility that that infectious virus might be in milk from sick cows is another reason to avoid drinking raw milk.

As of March 26, there has reportedly been cases of the infection in cattle in Curry County.

U.S. Sen. Martin Heinrich's office said in a statement that it is working closely with the USDA to monitor the situation.
"Sen. Heinrich is aware of the High Path Avian Influenza (HPAI) that has been detected in dairy cattle in Curry County. As of today, there are no reports of contamination of food or commercial milk supply. Heinrich and his team will continue to closely monitor the situation and stay in communication with the USDA," Press Secretary Luis Soriano said.

The name of the dairy in Curry County nor the number of infected cattle were not readily available to the USA TODAY NETWORK-NEW MEXICO.
