Fresh poultry deaths reported as WB says situation improving

Kolkata/New Delhi, February 1: In contrast to West Bengal government's claim that there was no fresh birdflu case in the state, nearly 300 chicken were reported to have died in Jalpaiguri, raising fears that it might become the 14th district to be hit by the deadly virus.

The chicken were reported dead at Baganbari village in Falakata area, panchayat samity president Lily Chakraborty said. An FIR was lodged and samples from the poultry sent for testing.

In Darjeeling where chicken deaths were reported from Takdah village on Thursday, the samples study was still awaited though no culling was being carried out.

State Animal Resources Development Minister Anisur Rahaman said no fresh birdflu infection was reported from the state where "the situation is under control and improving".

He also admitted there were lapses in quarantining culling teams. "Noting the initial lapses, directives have been issued that culling team members must be quarantined for
seven days to prevent contracting the H5N1 virus," Rahaman told.

However, he allayed fears of any human infection. On the other hand, the Centre said it was considering to undertake culling operations in neighbouring states of West Bengal to prevent the spread of the virus.

"The culling would be undertaken within a protective ring which will be formed up to 5 km of the places which have been affected by the virus," a senior official in the Health
Ministry said in New Delhi.

The Central Zoo Authority on Friday alerted all zoos across the country to check the spread of the virus.

Zoo officials have been asked to provide disposal gloves, masks, caps and other accessories to animal keepers working at various enclosures particularly birds.

There was also a birdflu scare in Meghalaya following reported death of migratory birds in Manipur, prompting authorities to step up vigil across the state to monitor the movement of birds.

Some school children were suffering from fever in Howrah, Birbhum and Murshidabad districts of West Bengal after reportedly eating boiled eggs and chicken curry in midday
meals, the state Congress said.

Meanwhile, culling operations continued in most of the 13 affected districts.

In worst-affected Birbhum, culling took place at Rajapukur, a new area to be affected, as well as in Suri municipal area. The culling figure in the district was the highest at over 9.6 lakh while that in the state was on Thursday revised to 28 lakh.

In Murshidabad district, culling was on at Lokhijola in Raghunathgunj II block, where fresh outbreak of bird flu was reported on Thursday. District authorities said 16,000 chicken was slated to be destroyed there till today.

Culling also on in South 24 Parganas and Coochbehar districts. Central observer Bijoy Kumar visited affected Kuchlibari in Coochbehar to oversee the operations. He also visited Chengrabandha international checkpost and inspected disinfection of vehicles entering the country from Bangladesh.

Culling operations have already been completed in Purulia, West Midnapore, Howrah and South Dinajpur. Preventive culling was carried out at North Dinajpur district. At Nadia and Malda districts culling operations are slated to be completed on Friday.

WB bird flu: 2 held for covertly burying chickens

Two employees of a Tamil Nadu poultry breeder were detained on Saturday for allegedly burying 2,100 sick fowl at a farm in a Jalpaiguri village without informing the West Bengal Animal Husbandry department.

The management of the poultry farm at Parangerpar village in Falakat area found around 60 fowls to be sick and allegedly buried them, Jalpaiguri District Council chief Banamali Roy said.

He said some workers from a Tamil Nadu farm, which also supplied it with bird, reached there around midnight last night and allegedly buried the chicken at the same spot.

On the basis of an FIR lodged by the panchayat pradhan, the police picked up two employees of the Tamil Nadu farm and were interrogating them, he said.

Roy said blood samples of the buried chicken have been sent to Kolkata for testing.

Health department and administrative officials of north Bengal districts are coping with the added problem of people in rural areas becoming suspicious about any person suffering from cold or fever.

At Jaridharala and Daridas villages under Dinhata sub-division of Coochbehar district, 13 persons were suffering from fever.

Culling almost complete in West Bengal

Kolkata (PTI): Mopping up operation was in progress in most of the 13 Bird flu affected districts of West Bengal on Saturday with culling almost over, as different figures were being given for poultry destroyed so far.
Animal Resources Development Minister Anisur Rahaman told PTI in Berhampore that 27 lakh birds had been culled and the remaining one lakh would be destroyed by Saturday.
The Secretary of his department, D Chakraborty said here that a little over 29 lakh birds were culled and the remaining would be completed on Sunday as per instructions by Chief Minister Buddhadeb Bhattacharjee.
"We have instructed the district authorities to complete the culling operations by tomorrow or day after," he said.
Chakraborty said culling remained to be done in 35 'mouzas' (revenue districts) in East Midnapore, Chanditola in Hooghly and some villages in the North Bengal district of Cooch Behar.
With the mopping up drive taken up in the districts steps are being taken to sanitise areas to prevent the recurrence of the disease.
Rahaman said after the culling, all measures would be taken to disinfect coops, residences of poultry owners and their neighbourhoods.
A comprehensive list was being prepared to identify people whose poultry had perished or been culled so that it would be easier to pay compensation. Following reports of culling teams leaving without undergoing the mandatory quarantine in Murshidabad and Birbhum districts, the Union Health Ministry has directed the state government to call back the cullers for quarantine and checks.

"We have taken all preventive measures keeping in view the alert issued by CZA in wake of bird flu outbreak in West Bengal," Zoo Curator A Sudhakar said.

The zoo authorities have stopped serving non-vegetarian food like chicken and eggs to animals in the zoo for the last two days, he said.

One of the preventive measures was colouring and tying ribbons to the birds for identification, the curator said.

The Nehru zoo has over 746 birds and 520 animals. :tiphat:

Culling of chickens in five districts of Assam bordering West Bengal and Bangladesh began on Saturday to prevent spread of the H591 virus to the state on instructions from the Centre.

Assam Chief Minister Tarun Gogoi told reporters in Guwahati that the culling operation was conducted within a five-kilometre radius of Dhubri, Kokrajhar along West Bengal and Hailakandi, Karimganj and Cachar districts along Bangladesh.

Gogoi said there was no outbreak of the disease in the state and emphasised the culling was only being done as a precautionary measure.

Blood samples from birds were being regularly tested in Guwahati for the disease and also sent for tests to special laboratories outside Assam, the Chief Minister said.

Compensation to poultry-owners would also be paid as per Central government schemes.

The zoo authorities in the state had also been alerted to closely monitor migratory birds that could be carriers of the disease, official sources said.

Centre investigates Flu sources

COOCH BEHAR/RAIGANJ, Feb. 1: The culling drive continued today at Mathabhanga-I block. The Rapid Response Teams are trying to complete the culling of birds as early as possible but it may take a day or two more to declare completion. The process has been delayed as the RRT men have to chase chickens in some of the villages in Mathabhanga-I block to catch them for culling. 16,544 birds were culled in this block till last night. After the culling is finished the mop up drive will be launched in those villages.
Meanwhile, the Central observer Dr Vijay Kumar who came from New Delhi to supervise and monitor the bird flu situation and the measures taken to combat the spreading of the disease, visited several affected areas in this district. He is trying to find out the actual source of the virus. Today, he visited bordering areas of Kuchlibari and Tinbigha in Mekhliganj sub-division. He also talked with Border Security Force officials and inquired about the steps taken to stop illegal crossing of the Indo-Bangladesh border.
At Changrabandha Dr Kumar visited the International Check Post (ICP). Here he supervised the spraying of vehicles with disinfectants. As the vehicles come from Bangladesh they may carry the deadly bird flu virus. It may be recalled here that soon after the disease broke out in different areas the district administration had ordered the spraying of incoming vehicles.
On the other hand, Cooch Behar ADM (D) Mr Pannalal Mahapatra said formation of committees at district level and also in the three affected blocks is being done following the instruction of the chief minister. These committees will prepare lists of affected villagers whose birds died of the disease and also culled. The lists will be used to disburse compensation to the affected families.

Culling complete


Officials of the Animal Husbandry department of North Dinajpur district completed culling operations in Itahar yesterday night. After culling reportedly they started mopping operation since today. This mopping operation will continue for next two days. If some birds are found moving in the region they will be killed for which no compensation will be granted.
The Additional District Magistrate of North Dinajpur, Mr Jaideb Saha said. In the last six days around 24,000 birds were killed in ten moujas of Gualandar - 2 and Surun -1 Grampanchayats as the region fell in 5km radius from Chanchal of Malda where bird flu was detected before. Around 2,500 eggs were destroyed during this drive and total compensation was given around Rs 3.75 lakhs. The birds were buried and the region was disinfected.
The Deputy Director of Animal Husbandry of North Dinajpur, Mr Sajal Bhunia said he suspected there were more birds in the region which were not exposed to culling teams.

Poultry Free Zone In Four States Near Bengal

The government announced Saturday that 'a poultry depopulated zone' will be created in four states bordering West Bengal in a desperate bid to halt the spread of bird flu.

An agriculture ministry statement said this poultry free zone would come up in a five-kilometre area of Assam, Bihar, Jharkhand and Orissa adjoining avian influenza-hit West Bengal.

The statement said this had been done 'so as to prevent ingress of avian influenza into these states. All the concerned state governments have been notified and advised to take further necessary action'.

The announcement came as experts in Bhopal declared that bird samples collected from Canning 2 block of South 24 Parganas district of West Bengal had also tested positive for bird flu that has gripped a large swath of the state.

The statement said officials had culled 2.94 million poultry birds across West Bengal besides destroying 264,247 eggs and 69,500 kg of poultry feed until Friday.

A total of 132,625 birds have succumbed to the disease in West Bengal, where the statement said 13 districts have been hit hard.

West Bengal on Saturday claimed to have almost completed the mop-up drive in 13 bird flu-hit districts even as the Centre's plan to start culling in a 5-km radius of the state faced opposition from poultry breeders in Orissa.

Also, a report of the Bhopal-based High Security Animal Disease Laboratory's said two new blocks in South 24 Parganas of West Bengal tested positive for avian flu with a mortality of 251 till Friday.

Neighbouring Assam began culling of chickens in five districts bordering Bangladesh and West Bengal as per the Centre's advisory while Andhra Pradesh put in motion the Central Zoo Authority's directive to prevent an outbreak among captive birds and animals.

The clean-up operation encountered some problems in north Bengal districts with villagers suspicious of anyone suffering from common cold or fever and the government having to send a team of doctors there.

Two employees of a poultry farm from Tamil Nadu were also arrested overnight for allegedly burying 2,100 sick fowl at a farm in a Jalpaiguri village, raising fears about whether the birds were infected with the H5N1 virus and of the disease hitting the south India.

There was also a discrepancy about the number of chickens killed with state Animal Resources Development Minister Anisur Rahman putting the figure at 27 lakh and department Secretary D Chakraborty saying the figure was over 29 lakh.

They claimed the remaining birds would be destroyed by Sunday.

Poultry farmers in Orissa on Saturday objected to the Centre's directive to undertake culling of chickens in states adjoining Bird flu-hit West Bengal, alleging such a step would lead to entry of diseased birds into no-bird zones as culling in affected areas was not satisfactory.

Before culling in Orissa is taken up, it would be proper if West Bengal culled all the affected birds in the flu-affected areas, poultry farmers' bodies, including the All-Orissa Broiler Association, said in memorandum to the state government.

Describing the culling of birds in flu-hit areas of West Bengal as ''far from satisfactory'', they said there were villages on the border where a sizable quantity of chickens still remained.

In case culling is undertaken on the Orissa side, it would lead to dispatch of affected birds into Orissa by unscrupulous traders, they alleged.

They asked the Centre to provide all support to West Bengal and complete culling of birds at the earliest without thinking of ''myopic'' solutions like creating a no-bird zone in unaffected areas.

Orissa animal husbandry and veterinary services Director BP Sethy, said the government was examining the Centre's communication for culling and poultry farmers' memorandum opposing the move.

Bird Flu Threat in the Neighboring Districts of West Bengal

Shri Shantanu Bandhopadhyaya, the Animal Husbandry Commissioner, has suggested depopulation of poultry in the 5 kilometer radius of the neighboring states of Assam, Jharkhand, Bihar and Orissa. However, before depopulating the area, the respective State Government will have to extend their consent to the proposal.

The other Indian states have already started taking necessary precautionary measures to avoid any unwanted case of Avian Flu influenza. Veterinary experts from the respective State Health Departments have started surveying poultry and poultry products.

The Jammu and Kashmir State Government has sent blood and throat samples of two dead geese to the High Security Animal Disease Laboratory of Bhopal for testing, the results of which are yet to be declared.

As per reports of West Bengal Government, the Bird Flu situation is under control and no further cases of bird deaths has been reported from any of the affected districts.

NEW DELHI: The Centre on Saturday said the State governments of Assam, Bihar, Jharkhand and Orissa had been advised to cull poultry birds up to 5 km from their border with West Bengal to prevent an outbreak of avian influenza.
So far, 29.43 lakh poultry have been culled in the 13 districts in West Bengal.
The samples collected from Canning 2 block of the South 24 Parganas district have tested positive for bird flu on the basis of rapid tests conducted at the High Security Animal Disease Laboratory, Bhopal.
The mortality of birds till Friday was 1,32,625 as reported from the affected districts of Birbhum, Dakshin Dinajpur, Murshidabad, Nadia, South 24 Parganas, Burdwan, Bankura, Hooghly, Malda, Cooch Behar, Purulia, Howrah and North 24 Parganas.
A total of 349 Rapid Response Teams currently engaged in the State completed culling of 2.2 lakh birds on Friday, taking the cumulative figure to 29.43 lakh, while 2,64,247 of eggs and 69,500 kg of feed have also been destroyed in the State.

Birdflu spreads in WB; fresh cases reported

New Delhi, (PTI): Bird flu spread further in West Bengal on Saturday with poultry from more areas testing positive for the deadly virus.
As per the latest report received from the High Security Animal Disease Laboratory in Bhopal, two new blocks of South 24 Paragnas have tested positive for bird flu, an official spokesperson said.
The mortality of birds on February 1 was 251, all of which were reported from South 24 Parganas and Birbhum, he said.
The Centre has also decided to create a poultry de-populated zone in Assam, Bihar, Jharkhand and Orissa up to five-km from their border with West Bengal as to prevent ingress of Avian Influenza into these states.
"All the state governments have been notified and advised to take further action," the spokesperson said.
Jharkhand, Orissa to create immunity belt
Ranchi/Bhubaneswar: Jharkhand and Orissa on Saturday received a directive from the Centre to begin culling of chickens within a radius of 5-km in districts adjoining the Bird-flu hit districts of West Bengal.
Senior officials in the two states said the Animal Husbandry Departments had received letters from the Union Government asking to cull chickens within a 5-km radius adjoining West Bengal.
In Ranchi, AHD Secretary, A K Sarkar, said the culling would begin in nine adjoining districts after getting the State government's approval.
Sarkar said that the step was to create an "immunity belt" between the Bird-flu-free Jharkhand districts, and the affected districts of West Bengal to prevent spread of H5N1, even as no Bird flu case in birds reported from anywhere in Jharkhand.
All the blood samples of chicken have tested negative, Sarkar said.
Assam to cull chicken
Guwahati: Culling of chickens in five districts of Assam bordering West Bengal and Bangladesh began Saturday to prevent spread of the H591 virus to the state on instructions from the Centre.
Assam Chief Minister, Tarun Gogoi, told reporters here that the culling operation was conducted within a five-kilometre radius of Dhubri, Kokrajhar along West Bengal and Hailakandi, Karimganj and Cachar districts along Bangladesh.
Gogoi said there was no outbreak of the disease in the state and emphasised the culling was only being done as a precautionary measure.
Blood samples from birds were being regularly tested here for the disease and also sent for tests to special laboratories outside Assam, the Chief Minister said.
Compensation to poultry-owners would also be paid as per Central government schemes. Anthrax kills four in Koraput

KORAPUT: Anthrax has killed at least four persons in Koraput district during the last 10 days, S.K.Takri, CDVO, Koraput said on Saturday. While Dhana Pangi of Pangiguda in Sunabeda NAC area had died recently after consuming meat of a dead goat, Ratnei Khora, Jumi Khora and Rama Jani of Luhaba village in Subai panchayat of Semiliguda block died after consuming stale dried beef in their meal for a long time, he added.
However the situation was brought under control with teams of doctors visiting the villages and also treating the patients admitted in the hospitals, K.H. Reddy, the doctor in charge of Sunabeda PHC said. All the animals in these villages and the neighbouring villages were also immunised to prevent any break out of the disease, Dr.Takri added.
Blaming the food habits and the nature of the preparation of food, he said that while the villagers were used to consume stale meat, they suffered from the deadly disease as they did not boil the meat properly before consuming. Moreover vaccinating, treating and examining all the cattle could not be achieved in the district as people were not prepared to pay even Rs.1/- towards users? fee per animal which was fixed by the government. Mopping drive is underway in West Bengal to complete the culling operations in the birdflu-affected districts of the state on Saturday while steps are being taken to prevent the spread of the deadly virus.

State Animal Resources Development Minister Anisur Rehman said that in Berhampore 27 lakh birds were culled till Saturday and the rest one lakh would be culled on Saturday.

After culling ends in areas hit by avian influenza, all possible measures would be taken to disinfect the coops, the residence of poultry owners and their neighbourhood, he said.

Amid reports of culling teams leaving without undergoing the mandatory quarantine in Murshidabad and Birbhum districts, the Centre has directed the state government to ''call back such teams and ensure that they undergo procedural checks and the quarantine period.''

A comprehensive list containing the names of persons whose poultry had either died of the disease or culled will be compiled very soon for compensation, he said.

For compensation, no difference will be made between APL and BPL families, he said. The state government, he said, will take up with the Centre the issue of waiving of loans for women of self-help groups who had taken bank loans for setting up poultry business.

Rahman said a comprehensive list was being prepared to identify those whose poultry had perished or been culled to facilitate the compensation process.

The Centre meanwhile issued the notification for creation of a poultry depopulated zone in Assam, Bihar, Jharkhand and Orissa in a 5-km radius of West Bengal to ''prevent ingress of avian influenza'' into these states.

The All-Orissa Broiler Association however objected to its directive and said before culling began in the state, it would be proper if West Bengal killed all its infected birds.

It said if the began a clean-up operation; ''unscrupulous traders'' would dispatch infected chicken across the border.

Assam Chief Minister Tarun Gogoi said the mop-up was being carried out as a ''precautionary measure'' in Dhubri and Kokrajhar districts along West Bengal and Hailakandi, Karimganj and Cachar districts along Bangladesh.

In view of the CZA's alert, authorities at Hyderabad's Nehru Zoological Park have started taking preventive measures against outbreak of the disease.

<!-- google ad end --></TD></TR></TBODY></TABLE><!-- image section ends -->MUMBAI: The state government has decided to seal its borders to prevent the entry of poultry from the eastern region of the country especially West Bengal, which is fighting its worst ever outbreak of bird flu.
Orders were issued on Saturday that apart from Bengal, its neighbouring states ? Jharkhand, Chattisgarh and Bihar ? will also be banned from supplying poultry. ?It?s more of a preparatory step to stop the virus from entering our region. About 1,000 samples collected from different regions of the state are regularly being sent to Bhopal. All samples have tested negative so far,? said Anees Ahmed, minister for animal husbandry.
State officials have started educating farmers about backyard poultry. ?In organised poultry, the birds are vaccinated, but that is not the case with farmers rearing 20 to 30 birds,? said Dr Ravindra Katti, state nodal officer, Integrated Disease Surveillance Project. Farmers will be given compensation if their birds are culled.?
There are no effective vaccines available, should a situation of bird to human transmission arises. ?Several countries are working on a vaccine, but it is not ready for commercial production,? said Dr NC Mishra, director, National Institute of Virology, Pune.

This is the fourth time the avian flu has hit India in two years. The first was registered in Maharashtra in 2006 when lakhs of poultry died of the disease in Nandurbar and Dhule.:tiphat:

A special drive for fresh culling was taken up in Dinhata I block in Coochbehar district on Sunday after initial culling was completed on January 30, official sources said.

Meanwhile, the sudden death of cattle in Mathabhanga II block of the district created fears of the possibility of anthrax.

The District Magistrate Rajesh Sinha told PTI that culling had been completed in two affected blocks of Coochbehar - Mathabhanga I and Dinhata I.

In Dinhata I six special teams resumed culling operations this morning as chicken kept hidden by the poor villagers earlier were found moving around in the open. As a result about 1,000 birds remained to be culled, Sinha said.

Besides, Sinha said some chicken from outside the affected areas of the district were being brought here by farmers who were surrendering them to the authorities for culling to claim compensation.

The six special teams were operating in three gram panchayat areas - Gitaldaha I, Gitaldaha II and Okrabari.

The sudden death of some cows in Mathabhanga II block has created panic among the people of the possibility of anthrax.

Samples from the dead cows have been sent for lab tests and anti-anthrax vaccine would be administered to cattle if the samples tested positive, Deputy Director Animal Resource
Development (ARD) Tapan Kumar Roy said.

The DM urged the people not to panic and said cold wave conditions for the past one week in the district could have taken its toll on the cattle.

He said the administration was contemplating steps against rumour-mongers spreading panic.

In Mathabhanga I, the culling target had been fulfilled with the killing of 32,299 chickens. Farmers have been paid compensation totalling over Rs 10.87 lakh.

Mopping up operations and disinfection were on in the block, Sinha said.

Central observer Vijay Kumar of the Union Health ministry who has been camping here, visited Jaridharla, the most affected area in Dinhata I block close to the Bangladesh border, to take stock of the post culling situation.

The Additional District Magistrate, Malda, P C Sheet told reporters that culling in the affected areas of the district was completed.

However, the district administration was facing problems with payment of compensation to the affected families at the rate of Rs 500 per family as there was no fund allocation as yet, Sheet said.

The district administrations of Darjeeling and adjoining Jalpaiguri districts said there was no case of birdflu in these two North Bengal districts as yet.

District Magistrate, Darjeeling, Rajesh Pandey said that sufficient precautionary measures were being taken to protect chicken from H5N1 virus as birdflu once reported would be difficult to contain given the peculiar topography of the district and poor raod communication in the hills.

The district administrations of Dakshin Dinjapur and Uttar Dinajpur were reviewing the post culling situation and giving maximum stress to ensure that not a single bird or poultry product entered from neighbouring Bangladesh.

The Border Security Force (BSF) has been put on high alert, official sources said.

Culling operations were today taken up in Sarengabad gram panchayat under Canning block II in South 24-Parganas district where a large number of chicken died at a private poultry farm.

Culling was taken up after the samples from the area tested positive.

However, political leaders and panchayat members who visited the area prior to culling operations had to face the hostility of local residents who tried to resist culling.

Sub Divisional Officer Shakeel Ahmed and Additional District Magistrate B B Salim went to the area and persuaded the local people to allow culling operations.

Culling teams were despatched to the area from Budge Budge.

About 70,000 chicken had already been culled in Budge I and Budge II blocks besides part of Bishnupur block in the district as against the target of 75,000.

District Magistrate Sanghamitra Ghosh said the remaining 5,000 chicken would be culled in the three blocks by evening.

Culling On In Bengal's New Bird Flu-affected Areas

Culling of poultry continued in the new areas affected by bird flu in West Bengal Sunday after samples from Canning near Kolkata tested positive, but officials said there was no case of human infection.

'We have sent our culling teams to Canning block-II and hopefully we would complete the entire process in next two days,' West Bengal Animal Resources Development Minister Anisur Rahman told IANS.

West Bengal Saturday achieved its culling target of 3.2 million poultry birds but the process had to be extended after reports of fresh outbreak in some affected districts.

The agriculture ministry in New Delhi confirmed Saturday that bird samples collected from Canning 2 block of South 24-Parganas district, 60 km from here, had tested positive for bird flu.

The minister also said that the reports of bird flu infections amongst human were not true. Though some animal resources development personnel fell ill after the culling, they all tested negative.

With this, all the 19 people whose blood samples were sent to central laboratories have tested negative, bringing relief to the government battling India's worst ever bird flu outbreak.

According to reports, a man from East Midnapore district fell ill after returning from culling at Rampurhat in Birbhum district and was kept under special observation at a hospital. His blood samples were sent for tests and results have cleared him as not affected by the virus.

Bird flu was confirmed in West Bengal Jan 15. The affected districts are South 24-Parganas, Howrah, Hooghly, Birbhum, South Dinajpur, Murshidabad, Nadia, Burdwan, Bankura, Malda, Cooch Behar, Purulia and West Midnapore.

In West Bengal, the H5N1 virus that causes avian influenza has hit parts of 13 out of 19 districts in the state. About 1.8 million people stay in the affected areas.

In neighbouring Bangladesh, which shares a long border with West Bengal, bird flu has affected 29 of the 64 districts. The outbreak in that country was announced Jan 3.

"We have issued an alert following death of some birds in Dehra Dun," said Health Minister Ramesh Pokhriyal Nishank.

Samples of the dead chicken have been sent to government laboratories to ascertain whether they contained any traces of the deadly virus, the minister said adding that the district authorities have been asked to keep a strict watch on the situation.
