    Avian influenza: the situation in France

    Faced with the evolution of cases of highly pathogenic avian influenza (HPAI) in wild fauna and in livestock farms, France has been placed at moderate risk since April 27, 2026 ( Order of April 21, 2026 qualifying the level of risk in terms of highly pathogenic avian influenza ).

    Health situation

    For the current season, which runs from August 2025 to the end of July 2026, France has faced several outbreaks of HPAI.

    As of April 16, 2026:
    • 121 outbreaks have been identified in commercial farms (Pas-de-Calais, Loire-Atlantique, Lot-et-Garonne, Vendée, Cher, Haute-Marne, Allier, Côte-d'Or, Marne, Dordogne, Maine-et-Loire, Loire, Deux-Sèvres, Haute-Vienne, Ain, Yvelines, Somme, Finistère, Loir-et-Cher, Calvados, Landes, Côtes-d'Armor, Nord, Drôme, Eure);
    • 30 outbreaks in backyard poultry and non-commercial captive birds (Seine-Maritime, Vendée, Charente-Maritime, Loire-Atlantique, Loir-et-Cher, Bas-Rhin, Aube, Gironde, Ain, Indre-et-Loire, Drôme, Calvados, Pyrénées-Atlantiques, Lot-et-Garonne, Essonne, Cher, Haute-Vienne, Ille-et-Vilaine, Creuse, Nord, Sarthe, Mayenne).
    Current risk level for HPAI: moderate

    Since April 27, 2026, the HPAI risk level has been lowered to moderate in France.
    This implies the implementation of the measures described in Part II of the decree of September 25, 2023 .
    These enhanced measures complement the biosecurity measures that must be applied permanently.

    Management measures in case of outbreaks

    When an outbreak is detected, public health measures are deployed to limit the spread of the virus:
    • In infected establishments:
    o Depopulation of homes;
    o If necessary, preventive killing of animals within a perimeter defined by prefectural decree;
    o Cleaning and disinfection of sites.
    • In establishments near infected establishments: establishment of regulated zones (protection and surveillance zones) with reinforced measures:
    o Increased surveillance;
    o Enhanced biosecurity (sheltering of birds);
    o Prohibition of poultry movements;
    o Restriction of hunting activities for game birds.

    Restricted areas and access to the PIGMA platform

    The list of municipalities in the protection zone (ZP) and surveillance zone (ZS) is indicated in the prefectural zone decrees published in the collection of administrative acts of each department, as well as in the Commission's implementing decisions concerning emergency measures motivated by the appearance of outbreaks of highly pathogenic avian influenza in certain Member States.

    In addition, the departmental services of the State (DDetsPP) provide information on regulated areas in an information system, which can be consulted on the PIGMA platform.

    Certain areas of the territory are more exposed to the risk of HPAI, as indicated below:

    ZRP = Area of particular risk: an area where natural conditions increase the risk of contamination of poultry farms by wild birds. It may be located along a wild bird migration corridor or correspond to a wetland where birds like to rest.

    ZRD = Area of risk of spread: an area with a high density of poultry farms. This situation, resulting in close proximity of farms, considerably increases the risk of virus spread.

    List of ZRP and ZRD municipalities: IT DGAL/SDSBEA/2023-651: Avian Influenza (AI) - List of municipalities in areas of risk of spread (ZRD) and in areas of particular risk (ZRP)

    Biosecurity: essential in disease prevention

    Biosecurity measures (routine or enhanced) help reduce the risk of introducing and spreading the virus in poultry farms and backyard flocks. To learn about the specific measures to implement depending on your situation, please consult the Ministry of Agriculture's dedicated page on this topic: https://agriculture.gouv.fr/influenz...s-particuliers
    REMINDER : The consumption of meat, foie gras and eggs – and more generally of any food product based on poultry – presents no risk to humans.
