A double agreement was signed to that effect in Yaounde yesterday between MINEFI, European Union and the UN.

The support fund for the national integrated plan for the fight against bird flu in Cameroon, yesterday received an added boost from the European Union and the United Nations, following the signing of an agreement between the two organisations and the Ministry of the Economy and Finance.

The agreement formalises the disbursement of CFA 1,844,483,380 into the coffers of the support fund created in March 2006 within the framework of the United Nations System in Cameroon. The European Commission is paying in 2.7 million Euros from the 9th European Union Development Fund (FED) programme, of the 2.8 million total to be paid in. The rest will be paid by other donor organisations, notably the United Nations Development Program (UNDP) and the United States of America.

The money will be used to prevent the propagation of bird flu and to manage the economic, health and social consequences of the pandemic as defined in the National Integrated Plan for the Prevention and Fight against Bird Flu.

The Head of the European Commission Delegation to Cameroon, Ambassador, Javier Puyol, stated in his speech during the signing ceremony the necessity to sensitise the public and to stop the epidemic. "The amount financed from the 9th European Union Development Fund is destined notably to emergency measures", he said. Ambassador Puyol recapitulated some of the investments already carried out in this light by the E.U to fight the disease. "The European Commission has invested particularly in the global fight against bird flu, notably by co-organising the conference in Peking from 17 to 18 January, 2006 and by allocating more than 100 million Euros for research", he said. According to the E.U boss, the ill epidemic has already affected eight African countries, tens of thousands of households and caused the death of several people in the continent.

The Minister of the Economy and Finance, Polycarpe Abah Abah, on his part recalled the measures taken by government at the appearance of the epidemic early this year in Cameroon. These include: creation of an interministerial committee to prevent and fight the ill, integration of the disease in the mainstream of the reputed animal diseases legally known to be contagious, and the declaration of the bird flu in the Far North province as well as the institution of control barriers for birds and sensitive animals.

Besides Ambassador Puyol, who signed the E.U., Sophie de Caen, who signed for the UNDP and the minister of the Economy and Finance, was the minister of Livestock, Fisheries and Animal Industries, Aboubakary Sarki, and authorities of FAO, U.S embassy among others.
