Let Taiwan join health network:D EDITORIAL

Since the end of 2003, the deadly avian flu virus has claimed at least 170 lives around the world. The alarmingly dangerous virus gives everyone cause to review pandemic-prevention efforts.
Global disease-prevention networks are becoming tremendously vital. The World Health Organization is scheduled to convene in May. On top of its agenda are pandemic disease-prevention programs such as the deadly bird flu and SARS outbreaks.
Taiwan was hit by SARS three years ago. Because of its nonmember status, Taiwan was denied access to world public-health data that WHO members shared and assimilated.
Consequently, Taiwan fought a lonely war down a dusty road. Public health was greatly endangered. Mobilized doctors and medical-care staff managed to get the outbreak under control, thanks to administrative countermeasures.
Taiwan survived and learned a costly lesson. Today Taiwan remains excluded from WHO.
WHO passed the international Health Regime 2005, which advocated universal applications in all countries. Pandemic diseases know no borderlines. Time is ripe for Taiwan to join WHO. It is the humble wish of 23 million people of Taiwan to join the world public-health force against pandemic outbreaks. By giving the people of Taiwan a chance to join this network, the world gives itself a chance to save priceless human lives and make a better world.

However, this participation in the World Health Organization (WHO) as a whole, can only be truly meaningful if <st1:country-region w:st="on"><st1:place w:st="on">Taiwan</st1:place></st1:country-region> is granted full WHO membership. WHO?s refusal for <st1:country-region w:st="on">Taiwan</st1:country-region> to attend avian flu-related international conferences, for instance, prevents the transmission of valuable experiences by <st1:country-region w:st="on"><st1:place w:st="on">Taiwan</st1:place></st1:country-region> in disease prevention. The avian flu pandemic can easily lead to a global crisis while important disease and control prevention lessons are ignored. The first step toward establishing an international health security network is to get all countries and governments to be integrated into the global health system. <st1:country-region w:st="on"><st1:place w:st="on">Taiwan</st1:place></st1:country-region>?s meaningful participation in world health security efforts cannot be undermined. Its extensive involvement in providing efficient health care and protecting the basic rights of local people in times of disaster and medical emergency may be shared with the rest of the world to promote health cooperation and security. Examples include providing relief to South Asian tsunami victims; participation in a WHO poliomyelitis eradication program in The Gambia; implementing AIDS prevention in Malawi; expanding medical facilities in Swaziland, conducting malaria and cholera control in Sao Tom? e Principe; helping control Rift Valley Fever in a Kenyan refugee camp near Somalia; and, most recently, offering medical relief to earthquake victims on the Indonesian island of Sumatra. <o:p></o:p>
