Virginia: Henrico County in State of Emergency - large water main break in Richmond

Posted on May 30, 2025. Henrico’s Department of Public Utilities is evaluating the impact of a large water main break in the city of Richmond on water service in Henrico.

The break, located just across the county line near the primary water connection pump between the two localities, is pulling water pressure from the areas served from this connection pump. Central and eastern Henrico residents are likely to experience low water pressure, though residents have reported low pressure countywide.

Henrico has activated its Emergency Operations Center (EOC) to begin executing plans to support critical infrastructure and residents as needed. The city is not able to supply their typical amount of water to Henrico because of the break. Due to the county’s response to the week’s issues at the city of Richmond’s water plant, Henrico’s water storage tank levels have been fluctuating based on typical usage and ability to refill them.

‘This is not acceptable’: VDH calls for quick changes in Richmond amid water issues

“What made this one concerning to the to the Office of Drinking Water is that it happened on the heels of the water crisis from January, the fluoride incident, and then we we had this boil water advisory,” said Dwayne Roadcap, Director of the Office of Drinking Water at VDH.​

Roadcap says the state health department is investigating the cause of the water main break. Still, it admits that out of the 2,860 water treatment plants in the Commonwealth, Richmond is the only one with which they are actively engaged regarding enforcement and compliance.
