DECISION
Regarding the plan approved vaccine prevention of bird flu in 2010

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government regulating functions, duties, powers and organizational structure of Ministry of Agriculture and Rural Development;

Pursuant to Document No. 2281/TTg-KTN December 23, 2008 by the Prime Minister about the project using bird flu vaccine Phase III (2009-2010);

Pursuant to Decision No. 47/QD-BNN-TY on 07/01/2009 of the Minister of Agriculture and Rural Development Project on the approval of the use of vaccines to control and eradicated avian influenza highly pathogenic, Phase III (2009-2010);

Proposal of the Animal Health Department, Head of direct vaccination avian influenza,
DECISION:

Article 1. Planning approval vaccinated bird flu in 2010 (a detailed plan attached).

Article 2. Based on this plan:

- Animal Health Department to direct the preparation of vaccines and adequate in quantity and types; conference development and guide the preparation of plans for local vaccination;
- Steering Committee against avian provincial director of the Department of Agriculture and Rural Development plans at the provincial vaccination, conference development, technical training vaccination, development implementation of the vaccination schedule.

Article 3. This decision takes effect after its signing.

Article 4. Ministry's Office, Department of Animal Health, Animal Husbandry Department, heads of concerned units under the Ministry and the Director of the Department of Agriculture and Rural Development is responsible for implementation of this Decision.

PLAN Vaccination Avian Influenza 2010
(Issued together with Decision No. 23 / QD-BNN-TY on January 07 2001 in 2010 on approving the vaccination plan AI 2010)

Projects using vaccines to control and payment of bird flu H5N1 high pathogenic Phase III (2009-2010) was the Ministry of Agriculture and Rural Development approved in Decision No. 47 QD / BNN-TY on May 07 and 01 in 2009 to develop uniform, the effectiveness of vaccination bird flu in 2010, suggested the provincial People's Committee, Department of Agriculture and Rural Development provincial central cities and other relevant units under the Ministry of Agriculture and Rural Development made the following plans:

1. Objectives:
Cause immunity to poultry, waterfowl and maintain regular antibody protection in poultry populations, waterfowl in the area of the project to prevent bird flu;
Limiting the spread of H5N1 virus infection for humans and safe for participants vaccination.

2. Vaccination time:
2.1 Vaccination main stage:
In 2010, the People's Committees of provinces and cities directly under the Central Steering Committee for prevention of avian influenza vaccination level organization focused, comprehensive in two main waves:
Stage 1: Injection in April and May 2010.
Phase 2: Inject in October and November 2010.

2.2 Vaccination supplement: In the remaining months, assigned to the Steering Committee for Avian Influenza prevention and grassroots organizations actively vaccinating poultry supplement, waterfowl had been omitted in the main injection phase, Forum now has raised new or expiration of immune protection.

3. Objects and scope of vaccination:
3.1 Objects of vaccination:
3.1.1 Objects of compulsory vaccination:
- For the chicken: chicken breeds in egg and egg trade. Unbridled livestock meat chickens within residential areas.
- For waterfowl: ducks of all kinds, including egg-laying duck breeds, breeding eggs and meat trade

3.1.2 Objects not compulsory vaccination:
- For the chicken: meat chickens in captivity;
- For waterfowl: Ngan (Siamese duck) types.

3.2 The scope of vaccination:
3.2.1 The compulsory vaccination provinces across geographical areas: Vaccination wide areas of 32 provinces and cities including:
- The northern region (13 provinces): Vinh Phuc, Phu Tho, Bac Giang, Bac Ninh, Ha Noi, Hung Yen, Hai Duong, Hai Phong, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh, Ha South.
- Central Region TP. Da Nang.
- Southeast Region (five provinces): Dong Nai, Binh Phuoc, Binh Duong, Ba Ria Vung Tau, Tay Ninh.
- The area of Mekong Delta (13 provinces): Tien Giang, Long An, Can Tho, An Giang, Dong Thap, Ben Tre, Tra Vinh, Kien Giang, Bac Lieu, Ca Mau, Soc Trang, Vinh Long, Hau Giang.


3.2.2 Provinces compulsory vaccination in the districts of the plains, high risk areas:
Vaccination delta area of the district, high-risk area (near the highway, near swamps, lakes, ..) in 15 provinces: Dien Bien, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan and Lam Dong.


3.2.3 The vaccine prevention of bird flu in 2010:
The province is not compulsory vaccination include:
- The northern mountainous provinces (11 provinces): Hoa Binh, Son La, Lai Chau, Yen Bai, Tuyen Quang, Ha Giang, Lao Cai, Thai Nguyen, Bac Kan, Cao Bang, Lang Son.
- The Central Highlands provinces of Gia Lai, Kon Tum, Dac Lac and Dac Nong.



4. Vaccine use:
- H5N1 inactivated vaccine of China shared the chicken, duck,.
- H5N2 inactivated vaccine company Intervet's - Dutch for chicken.

5. Funds for implementation:
Follow the text on 12/7/2005 3832/VPCP-NN number of the Government Office on the use of vaccines against avian influenza; documents of the Ministry of 10620/BTC-NSNN on 08/23/2005 Finance guidelines, the use of funds allocated vaccine prevention of avian influenza, Document No. 1205/TTg-NN on 04/8/2006 by the Prime Minister on financial support prevention and control animals poultry farming units in the army; 719/QD-TTg Decision on 05/6/2008 by the Prime Minister on policies to support animal disease prevention; Circular 80/TT -BTC dated 09/18/2008 guide financial regulations to prevent and control diseases of cattle, poultry; Document No. 2281/TTg-KTN December 23, 2008 by the Prime Minister about the project history avian influenza vaccines using Phase III (2009-2010).
The Finance Department and Planning Department of the Ministry of Agriculture and Rural Development to coordinate with the concerned units of the Ministry of Finance, Ministry of Planning and Investment Budget allocated under the approved project.
The provinces: Hanoi, Ho Chi Minh City, Dong Nai, Binh Duong, Ba Ria Vung Tau, Vinh Phuc and allocate funds vaccinated Decision of the Prime Minister at Document No. 2281/TTg-KTN on December 23, 2008.

6. Implementation organization:
6.1 General provisions:
Vaccinated against bird flu only results based on the implementation of uniform and effective preventive measures such as sanitation, disinfection, disinfection, biosecurity, management of the Village hatching and breeding waterfowl numbers 1405/QD-TTg Decision on 10.16.2007 by the Prime Minister; control the transport, slaughtering and consuming poultry and poultry products.

In case of outbreak, implementation of emergency vaccination drive enclosure services for all poultry and aquatic birds are not vaccinated and implement preventive measures as prescribed, the State Budget will provide combat support service for all costs in accordance with the Government.
6.2 Specific responsibilities:
Ministry of Agriculture and Rural Development, Project Management vaccination generally responsible for operating and set up a mission to supervise and inspect the implementation of vaccination at the local public key and proactive prevention work in some localities. 6.3 Import, supply and distribution of vaccines
Department of Animal Health shall coordinate with the concerned units to organize bidding importation under the regulations of the Government. Ensuring vaccine in 3 / 2010 to organize vaccination.

6.4 Training and protect the health of participants vaccinated

6.5 Preparation of vaccination equipment
Local authorities review the number of syringes, remove the syringe does not meet technical requirements, procurement of good quality new syringe; supplements without a cooler; purchase protective equipment for workers vaccinate poultry and arrests, preparing instruments, soap, antiseptic chemicals for vaccination teams to clean the birds before the new vaccine.
6.6 Monitoring after vaccination
Department of Animal Health shall implement and guide specific localities, the international project implementation monitoring program after each vaccination to evaluate the organization of local vaccination and evaluation of the circulation or variation of influenza viruses.
