Bird flu in Amethi, chief secy puts districts on alert

UTTAR Pradesh Chief Secretary Alok Ranjan on Saturday issued an advisory to all divisional commissioners and district magistrates to take precautions for prevention of Avian Influenza (bird flu) following the confirmation of the flu in Amethi district.

The Chief Secretary?s Office was informed by the Union Ministry of Agriculture of ?highly pathogenic avian influenza? in Saari ka Purwa village in Shukul Bazaar area of Amethi district, through the ministry?s letter on March 13. The confirmation comes at a time when swine flu has gripped the state, having taken at least 17 lives here this season. As many as 19 new cases of swine flu were reported from across UP on Saturday, thus taking the state total to 1,164 cases.

?There are no human cases as of now and led by the Chief Veterinary Officer, the district administration is conducting tests and we are taking all necessary precautions,? Amethi?s Chief Medical Officer, Ashok Kumar said.

Some 350 birds, chicken and ducks died of a mystery disease in Amethi on March 6-7. The incident occurred in the villages of Chandgarh and Sare Ka Purwa in Shukulbazaar. It began in the house of Riyaz Ahmed, who claimed 10 chickens in his possession died suddenly.

The mysterious deaths triggered panic in nearby areas, with several villagers claiming their birds also died in quick succession. Locals told TOI that a large number of birds had also taken ill.

Centre issues bird flu alert; state govt orders culling operations

Even as the swine flu scare is yet to die down, the state government has issued an alert over avian (bird) flu. It has ordered culling of infected birds wherever cases of infection surfaces.

The central government has confirmed an outbreak of ?highly pathogenic avian influenza? at Sari ka purwa village in Shukla Bazaar block of Amethi.

Chief secretary Alok Ranjan has asked all district magistrates to hold meetings with the animal husbandry, health, forest departments and others to prepare strategies to prevent and tackle any infections that may occur.

A team of the district veterinary department was dispatched to the village after a frantic call from a villager who collected samples from various villages which were then sent to Bhopal. The samples tested positive for bird flu.

However, District Veterinary Officer, Doctor Vinod Kumar, refused to come clean on the findings of the reports.

"We received a call informing us that birds were dying in a village after which a team was rushed to the spot which found out that birds were actually dying, said Kumar, while adding "this matter is somewhat confidential" when asked about inquiry report. Kumar added so far only a limited area search has been conducted in which two villages have been found to be infected and surveys were on to take a stock of number of birds in each village.

A resident, Inaamullah, said the villagers got suspicious when their hens started dying and animals and other birds which consumed their corpses too died.

"15 days back, in the neighbouring village all hens died. Crows and dogs, which consumed the dead birds, also died. Even today two crows died and this team of officials has been conducting checks for the last 15 days," he said.

All birds in Amethi?s outbreak area culled

As per rules, all birds in 1 kilometer radius (core area) of the outbreak area have to be culled. Those falling in the surveillance area and 10 km radius of the affected area are examined and treated accordingly.

Talking to TOI, Amethi district magistrate Jagat Raj said the operation began on Sunday morning and by the end of the first day 761 birds, including chicken, ducks and some pigeons in the affected area were eliminated.

"The leftover birds were pigeons that are a hard catch. The exercise resumed on Monday morning with forest department officials laying bird trap nets in many places. The last bird was caught and culled at around 7pm," the DM claimed.

Meanwhile, principal secretary health and family welfare Arvind Kumar held a meeting to review preparedness for avian flu management. Later, talking to reporters, he said isolation wards in hospitals of Amethi, Sultanpur and Rae Bareli have been created.

Regarding availability of tamiflu, which is used in treating avian flu besides H1N1, Kumar said, "We have over 2 lakh tablets of tamiflu as of now. The stock would be augmented if need be."

No bird flu scare in Uttar Pradesh, says government

"There is no Bird Flu scare in Uttar Pradesh. All the necessary precautionary measures were taken in seven villages of Amethi, where it has been contained and 833 birds including hens, pigeons were culled and their cages disinfected", Director, Horticulture, Dr Rudra Pratap told PTI.

The government is also ensuring surveillance and adoption of scientific measures in those areas of Amethi where the birds were culled yesterday to contain the spread of the flu, if any, he said.

Dismissing the reports of the H5N1 virus spreading in Barabanki district as "false information", Pratap said, "there is no report of bird flu spread from anywhere in the state."

Humans not affected in Amethi: Central health team

SHUKLA BAZAR (AMETHI): The bird flu outbreak in Amethi has not spread to humans so far, concluded the Central rapid response team of the health ministry here on Tuesday. "The avian flu virus is limited to birds and has not affected any humans," said Dr Desh Deepak who spoke on behalf of the three member team headed by additional director Dr C S Agarwal.

The team reached Amethi within 24 hours of the UP government declaring avian flu alert on Saturday. "Since avian flu is a new problem, the team came down to roll out the contingency plan," said another team member Dr Shaukat Kamaal. On Monday night, the team had learnt that some children had taken ill soon after culling began in the district.

Though local health officials dismissed any such news and said the children were not cases of even suspected avian flu, the health team went in for a physical verification. Outside one such home, Seema Begum, mother of the two children believed to be unwell said, "My sons are in school for exam. They are fine." Mohammad Arif, parent of another child, said, "There appears to be some confusion."

Later, talking to the press, Central team members admitted that surveillance of the homes was a challenge considering low literacy levels and visible resentment over loss of poultry in the affected hamlets...
