USA - CDC site about new health care plans - Health Insurance Marketplace

Re: USA - CDC site about new health care plans - Health Insurance Marketplace

It's so confusing that a $150,000,000 has been allocated to community clinics to help clients sort things out and get enrolled in a plan, if possible. (Spouses and children of someone with a qualifying work provided plan will not be eligible for subsidies, from what I read, even if the family income is low enough to qualify otherwise. This is quite a penalty for having a family member employed and covered by even a marginal insurance plan with no family coverage.)
Clinics estimate they will need to hire an additional 3,000 workers to carry out the task.

Current law mandates that all persons enroll in some type of healthcare insurance plan by March, 31, 2014.

Also available are the various Medicaid programs in each state. Please contact your state medical office to inquire about these programs and your eligibility.

FluTrackers takes no position about health insurance. We provide basic health care law information as a public service.

Some families left out in the cold by Obamacare
By Tami Luhby @Luhby October 10, 2013: 4:34 AM ET

NEW YORK (CNNMoney)
Obamacare is designed to make health care affordable for everyone, but several million families could get caught in a loophole in the law that leaves them out in the cold.

Those families will find themselves ineligible for Obamacare subsidies to buy their own insurance on the state-based exchanges, even though their coverage at work is considered unaffordable.
...

There is a third option that Eric Moeller says he'll likely select: Become uninsured. The family, which drives 15-year-old cars and lives without smart phones and cable television, simply can't handle the premium hike, he said.

The small silver lining: He won't have to pay a penalty for lacking coverage because the policies would cost more than 8% of the family's income.

So it really true that spouses who can't apply for exchange insurance subsidies will not be shaken down for a fine if ACA engineers determine they are unable to afford private insurance? Would this then be considered an exception to the mandate?

Hopefully people affected will be able to find reliable advice somewhere.
