There's a video at the link. It looks like an uneven light-colored film on the cars, but when the reporter rubs it off onto a white rag, it turns the rag black.

Mysterious Pollutant Coating Cars
Some Chattanooga residents who live along Appling Street are speaking up about something strange in the air. They said the gritty substance keeps covering their cars, and they fear it could be harmful.

White blotches cover cars, and at first glance, it sort of looks like pollen. But residents who took a closer look said they aren't so sure.

"It's kind of an abrasive type substance. When you look at it, it's like it has a gluey texture to it. I don't know if it's organic or if it's a chemical substance, but it doesn't appear to be organic," said Dale Horton, who lives on Appling Street...
