Not a diversion. There are serious implications to the scandal in terms of numbers of health workers available to work.

He did not agree that emergency departments were in meltdown, saying hospitals were busy but no more so than in recent weeks.
It is this statement that conflicts with the statement about the hospitals being overwhelmed.

Flu forces PMH waiting time up
The Australian Medical Association (AMA) says Perth's children's hospital is experiencing the worst overcrowding it has seen, as a result of an influx of patients during the flu season.
It comes as the Health Department confirmed another three deaths linked to swine flu in WA.
There are now more than three-thousand confirmed cases of the virus in WA, and 14 people being treated in intensive care.
17-hundred children have attended Princess Margaret Hospital (PMH) over the past seven days - 280 of those attended yesterday.
The AMA's president Gary Geelhoed says the hospital is coming under significant pressure, with more than a third of patients having to wait more than eight hours for a bed.
"Well it's getting up to about 35 to 40 per cent. That means that about 35 to 40 per cent of children who need a bed can't get it within eight hours," he said.
The Health Minister Kim Hames says the situation is concerning, but the hospital is coping with the pressure.
"The normal wait is 5 to 10 per cent," he said.
"Now we're running at 20 to 30 per cent, depending on the day. So there is a strain at PMH but they're coping very well. They've got extra staff on."

Swine flu in WA 'should peak soon'
Health authorities expect the unprecedented pressure on Perth's hospitals due to swine flu to continue for the next few weeks.
Western Australia's Health Department yesterday confirmed another three deaths linked to swine flu, bringing the total number of deaths associated with virus to eight.
The number of confirmed cases of the virus in the state has now passed 3,000.
The Australian Medical Association says Princess Margaret Hospital has been under the most pressure, with up to 280 patients a day presenting and about a third of patients waiting more than eight hours for a bed.
The AMA's president, Gary Geelhoed, says the virus should peak soon.
"We're following what's happened overseas and what's happened in the eastern states," he said.
"It's accepted now that Victoria and New South Wales have peaked and it's now sort of easing off there, so I would hope after the next few weeks we'll see an easing off here."
The Health Minister, Kim Hames, says the overcrowding is concerning, but will last only a few weeks.
"We've got an international crisis on our hands in terms of a pandemic virus. No-one can expect our hospitals to be able to run with empty capacity when we've got that on our hands," he said.
"The good news is that as we move out of winter the pressure will ease."
