Situational Report on Avian Influenza in Chingmeirong Village in East Imphal District of Manipur<o:p></o:p>

Deptt of Animal Husbandry, Dairying and Fisheries notified an outbreak of Avian influenza in Chingmeirong Village in East Imphal District of Manipur on 25.7.2007. <o:p></o:p>

The Central Rapid Response Team of Ministry of Health and F.W. deputed to Imphal is assisting the State Govt.<o:p></o:p>

The health status of the cullers are being monitored. Today, 359 cullers/supportive staff have been examined and they are under cover of Tamiflu. <o:p></o:p>

The population of the infected zone [0-3 Kms] are under active surveillance on daily basis. For such purpose, the State Govt. has deployed health teams consisting of 600 health personnel. In this zone the surveillance teams could cover 44,839 houses [population of 2,34,551] on 7<SUP>th</SUP> August, 2007. They detected 29 fever/ ARI cases some of which are follow-up of earlier cases. These cases are being monitored. <o:p></o:p>

Surveillance activity is also continuing with 149 health workers in the 3 to 10 Kms zone. 3,063 houses with a population of 17,573 in Tairenpokpi, Thairoijam, Yurembam, Salam Keikhu, Sorokhaibam leikai, Naoriapakhanglakpa, Naoremleikai, Tangkham, Kiyamgei, Arapti areas have been covered. 6 cases of` fever/ARI were detected and none of them had history of having handled sick/dead birds. <o:p></o:p>

Arrangements have been made in J.N. Hospital, Imphal for isolation and critical care. This is in addition to the critical care facilities available at Regional Institute of Medical Sciences, Imphal. <o:p></o:p>

Adequate supply of logistics [Tamiflu (15,000 caps), N-95 masks (1000) and personal protective gears (2000) ] have been made available to the State Government. <o:p></o:p>

Concealing birds : Govt to act tough
IMPHAL, Aug 9 : Taking serious note of reports of poultry farmers/owners concealing live birds and not abiding by the instructions of RRTs for mopping up, the Chief Secretary has stated that the District Magistrates concerned may invoke the provisions under section 143 and 144 CrPC and proper instructions be given to the District Police to take up necessary action under relevant laws so that the infected zone becomes free from any live domesticated bird.
Issuing an office memorandum in this regard, Chief Secretary Jarnail Singh said after the July 25 Government notification on existence of Avian Influenza in the State, necessary instructions were issued under UO No. I/CS-2007/MISC dated 25/7/07 and 27/7/07 respectively. The Deputy Commissioners of Imphal East and Imphal West Districts were also given the responsibility for implementation and containment procedure. Moreover, the District Magistrates have been instructed to find out the provisions to penalise persons who may conceal the poultry birds. Subsequently the control and containment operations of Avian Influenza started on July 26 and has reached the closing stages of Phase-II of mopping up, cleaning and disinfection of the affected zone within 5 kms radius from Chingmeirong from where the first report of outbreak of the disease came in.
The issue of sanitisation certificate by the State Government requires complete mopping of poultry birds, products and feeds in the infected zones. However, it is reported that a few poultry owners are concealing the live birds and do no abide by the instructions of RRTs for mopping up and even attempt to obs- truct the duties of the RRT personnel. In this regard, the District Magistrates may invoke the provisions under Section 143 and 144 CrPC and proper instructions be given to the District Police to take necessary actions un-der Section 188 of IPC and other relevant laws so that the infected zone becomes free from any live bird.:tiphat:
