Stafford Act, in my opinion, is truly designed for disaster response. It seems to me all options are on the table.

- The Stafford Act is designed for natural disasters, like hurricanes or tornados, but if there is enough of an impact to wedge it into a possible Stafford Act declaration, we will. But the flu and Stafford act don’t mesh really well.
