NEW DELHI, Feb. 26 (Xinhua) -- The Indian government has culled more than 8,000 birds in the east India's Darjeeling area after 24 cases of bird flu have been reported recently, government officials said on Thursday.

The bird flu outbreak took place in Punding Forest of Darjeeling area, the Department of Animal Husbandry, Dairying and Fisheries officials said. Containment and surveillance measures are being carried out in the area while a rapid response team sent by the central government was assisting local health authorities there, said the officials. All the bird flu cases had no exposure to poultry, said the officials who are monitoring the situation on a daily basis.

- District Dakshin Dinajpur
- Containment measures are continuing in the notified areas of Dakshin Dinajpur.
- Central Rapid Response Team of MoHFW is assisting the state health authorities.
- Culling activity has been completed on 21.2.2009.
- A total of 8273 birds have been culled.

- 75 cullers are under chemoprophylaxis.

- Surveillance activities is continuing in 0-3 Km and 3-10 Km. In 0-3 Km area total population of 22566 is covered on daily basis. 24 cases of URI/Fever have been identified in the community on 24.2.2009 but had no exposure history to sick/dead poultry.
- In 3-10 Km area is conducted in phases. On 24.2.2009 a population of 4721 has been covered and 4 cases with URI/fever have been detected but had no exposure history to sick/dead poultry.
- In the identified health facility 26 cases of fever/URI have been identified but had no exposure history to sick/dead poultry

- State Govt. has adequate stock of Oseltamivir, personal protective equipments etc.
- Situation is being monitored on a daily basis.

I don't think this is breaking news. Positive birds were reported yesterday, and I believe the 24 positive cases refer to bird samples that tested positive.

Correction. These are URI cases and a lack of exposure to birds means they will not be tested further because the symptoms represent an unrelated illness.

24 cases is not a high number based on the number of people surveyed.

OK I can remove breaking and see what else pops up.

Actually, the "after" is also misleading (and I realize it is in the news report) because the URI was identified from screening that was a RESULT of the finding dead birds that were positive earlier.

There is nothing to pop up later. The official report from India mentions the 24 cases, which are from a survey conducted after an earlier cull.

India's policy of not testing those without a poultry link was the policy last year also. None of this is new.

If there were reason to believe it was 24 cases of BF, I think we'd see a news blackout while they worked to contain it.

The checking is almost certainly a phone call asking if anyone is sick and how many people live in the residence. These surveys are SOP in India. For these cases, the culling was completed on Feb 21. This outbreak was several weeks ago.

The new news is more poultry positives in the area and more culling scheduled.

5 min./checkup = 12/hr. x 12 hour workday = 144 checked/day/worker x 300 workers = 43,200 checked in one day (hypothetically)

Actually, the above number would apply to households. If the average household is 3, the number of PEOPLE checked would be 3X the above number.

Then it would take 1 1/2 days. It's easy to see why they assigned 300 workers - if managed well, they can accomplish a lot in a small time.

How many other countries are similarly prepared to apply HCW resources in this fashion? No country needs a Katrina (non) response.

I don't think that the number of HCWs that are applied to a particular situation is important, it is a question of the quality of the surveillance and testing.

I posted a story here on FT that at another recent outbreak, the medics didnt even have enough thermometers to check the people and the ones they had, didn't work. I personally don't hold any trust they can check that many people in a reasonable amount of time..nor do I think they all have handy phones or viable roads to travel on...after all India has reported NO human infections..something else I find hard to believe

Culling begins in Punding

SILIGURI, Feb. 26: Culling operation started today at the Punding forest villages in Kurseong sub-division in Darjeeling district. By evening, around 500 birds were slaughtered whereas the culling target is around 2100. According to the district official sources, the culling time, slated to end by night today, might be extended till tomorrow. Here is the story on the coochbihar outbreak..tells you how smooth and efficient the human testing really is.. doesn't mention 100's of information collectors or phone call surveys though snips..

People in the areas of health check for an important meeting was sent to health workers. In fact, bird flu in the affected areas to check the health of the people of this important objective. Charges that include the city in these villages have received the news of the death of the chickens. But still the job of killing poultry in villages of Kalinga means work is not done. Though officially the process of Kalinga"culling" in the affected areas has been concluded. ..
Even after the establishment of the goose and chicken is in the villages. People here to check the health of health workers have accused the health workers of 25 to 30 members of a team of only two to three thermometer have been given. Most thermometers are bad in this too. That a bird flu in humans, the bacteria from entering her first symptom is a fever thermometer, but the Health Department from bad problem to have. The health workers only talking to people have to come back.
