Emergency Operations Center Situation Report #11 - Haiti Earthquake


HEALTH OVERVIEW

• The number of injured survivors of Haiti?s devastating earthquake that need surgical interventions is diminishing.
• The UN Health Cluster in Haiti reports there are 43 hospitals known to be functioning in the Port-au-Prince area as well as 12 field hospitals.
• Mobile clinics, considered level one health facilities that deliver basic medical services , are covering areas in Route des Freres, Petionville, Carrefour, Cit? Soleil, Delmas 75, Delmas 33, Belair, Croix-des-Bouquets, Canape Vert and Fond Tamara.
• Reports issued by the Ministry of Health of the Dominican Republic regarding the General Melenciano and Buen Samaritano
• Hospitals show that from 21 to 23 January, there was a decrease in emergency patients from 110 to 79. The number of hospitalizations fell from 59 to 42 since 20 January. However, there has been an increase in outpatient services.
• In both abovementioned hospitals, women have received more trauma care than men, representing 65% of cases.
• CARICOM, the Caribbean Community, is mobilizing a joint operation mission for Haiti. The mission will provide emergency care for another 30 days and primary health care for 20,000 people for one year. Jamaica will serve as the staging ground for the deployment, as they have the capacity to support the implementation of the intervention.

PAHO/WHO RESPONSE

• As the Health Cluster lead, PAHO/WHO has been coordinating major response efforts in Port-au-Prince and has had two additional operational sites in the Dominican Republic since the beginning of the emergency (Santo Domingo and Jimani); on 23 January, the UN Health Cluster was officially activated in the Dominican Republic.
• Further facilitating activities in the PAHO/WHO field office in Jimani, an agreement between the UN and the Dominican Chancellery will establish an open "humanitarian corridor" 50 meters from the border in Jimani, which operates 24 hours for humanitarian convoys.
• The Director of PAHO/WHO met with the Minister of Health of the Dominican Republic on 23 January to define mid- and long-term health priorities. Today, 24 January, she is meeting with the Minister of Health in Haiti.
• To date, PAHO/WHO has deployed 39 experts to Haiti and the Domincan Republic to aid in the response including experts in disaster management, epidemiology, water and sanitation, logistics, communication, structural engineering, nutrition, family and community health, blood services, among others.
• Of these 39 specialists, an expert in hospital management was deployed to the Dominican Republic in order to support activities at the General Melenciano Hospital in Jimani.
• The Ministries of Health of Haiti and the Dominican Republic, in collaboration with PAHO/WHO, is setting up a recovery care unit in Fond Parisien, Haiti at the location of the non-profit organization, Love A Child. It has the capacity to house up to 1,000 persons and will be a place to provide intermediate post-surgical care, wound care (particularly to amputees) and general primary care services to the people congregated near the border.
