PORTSMOUTH ? It will likely be late next week before results are in from necropsies on dozens of dead seals that washed up recently on New England shores.
This is not the first time such a large number of dead seals has been discovered. Tony LaCasse, a spokesman for the New England Aquarium, confirmed Friday that a similar event occurred late in 1979 to 1980.
LaCasse confirmed information sent to the Portsmouth Herald from Scott Mercer, a marine biologist living in the Cape Neddick section of York, Maine. Mercer said many dead seals that washed ashore at that time were determined to have been caused by a strain of avian (bird) flu.

There is no information showing bird flu could be to blame this time, LaCasse said. Forty-nine carcasses have been found from Massachusetts to Maine, and the National Oceanic and Atmospheric Administration has joined the investigation.
LaCasse said residents should not approach or touch the seals, dead or alive. Disturbing a seal, or the carcass of seal, is a federal violation, LaCasse said.

In 1979-80, Mercer said, researchers thought that droppings from sea birds were being deposited on rocky ledges. When seals came onto the rocks to sun themselves and to rest, they picked up the virus from the rocks.
Mercer was involved in surveys of seal population when he ran his company, New England Whale Watch, out of Hampton. He was working closely with the New England Aquarium and was involved with the research when the seals started dying.
"They appeared to be dying so fast," Mercer said. "We'd walk up to them, and they looked fine, but they were dead."
Told of Mercer's recollection, LaCasse checked it out Friday.

"I reached a biologist who was around at the time of the bird flu event, and he said it did happen," LaCasse said. "He said it began in Cape Cod and was the worst there. Dead seals did wash up from Massachusetts to Maine.
"We are asking towns to remove carcasses as soon as possible," he said. "We always caution people they are putting themselves at risk when approaching the animals. It's not advisable. We spend hundreds of hours every year educating the public. You can't approach within 100 feet or it's a federal violation. Dogs investigate rotting animal flesh, and it exposes a lot of pathogens. This is particularly dangerous for the elderly, the young or anyone with a compromised health situation."
There is one distinguishable difference between the bird flu case 30-plus years ago and the current situation. Only pups are dying this year.
"What's different about this is the pathology," LaCasse said. "We are testing for underlying diseases that will include influenza, but this is not matching up. First, the flu usually happens in the winter or spring, Second, that big an outbreak should affect all age groups. So far, this has almost exclusively hit the young of the year ? harbor seals born this year."
Another possibility is simply that this crop of youngsters failed to thrive. LaCasse said seal pups have a 30 percent mortality rate.
"The seals compete for resources," he said. "The window we see deaths is August through mid-October. The pups are born in May and nursed to late June. They have a 30- to 90-day window to develop hunting skills."
That being said, LaCasse said, what they find surprising is that the dead seals have had sufficient levels of blubber, indicating they were healthy enough to survive.
National Marine Fisheries special agent Chris Schoppmeyer said they are watching for the reports on the seals. He said at this point, there is nothing to indicate foul play.

PORTSMOUTH ? An official from the National Oceanic and Atmospheric Administration said Thursday the count of dead harbor seals found along the New England coastline since September is now 94.

Meddy Garron, regional marine mammal stranding coordinator for NOAA, said the investigation into the seal deaths has led biologists to trace back reports of animals washing ashore since Sept. 1. Garron said officials chose that date because they have determined a noticeable spike in seal deaths since that time.

?We are documenting an increased number of harbor seal strandings,? she said.

All of the seals have washed ashore along the coast ranging from the North Shore of Massachusetts to the southern portion of Maine, said Garron.The majority of the animals are considered the ?young of the year,? said Garron.

Biologists have yet to determine the reason for the deaths and are patiently awaiting results of necropsies conducted on the carcasses.
?We?re still not sure what?s going on,? Garron said.

Investigators have ruled out foul play and are focusing efforts on whether pathogens are playing a part in the surge in seal deaths over the last few weeks.

Public reminded to maintain safe distance from seals as investigation continues

NOAA announced today that the high number of seal deaths that have occurred along the New England coast since September has been declared an ?Unusual Mortality Event.? This will enable the agency to direct additional resources to further investigate the cause of these seal deaths.

?We want to remind people to not get close to seals encountered along the shore, to keep their pets away and to report any sightings to us through our stranding hotline, while we continue to assess whether there is any potential human health risk,? said Dr. Teri Rowles, National Marine Mammal Health and Stranding Response Program Coordinator, NOAA Fisheries Service.

The declaration of an Unusual Mortality Event (UME) was determined after a formal consultation with the Working Group on Marine Mammal Unusual Mortality Events, a panel of international experts established under the Marine Mammal Protection Act to monitor and investigate marine mammal health concerns.

From Sept. 1 to Nov. 3, NOAA?s national Marine Mammal Stranding Network, the New England Aquarium?s Marine Mammal Rescue Program and the University of New England's Marine Animal Rescue Center, have been working with NOAA to respond to a reported 146 seals strandings in Maine, New Hampshire and northern Massachusetts. Most of the animals were harbor seals less than a year old. This is more than three times the average number of strandings that typically occur this time of year.

Preliminary pathology, biotoxin and virology analysis has been conducted on samples from five seals examined by the New England Aquarium. Samples from the five seals has tested positive for the Influenza A virus, while test results for six other viral pathogens and biotoxins were negative.

Even though preliminary results have been received, they are only indicative of those five cases, and additional evaluations are underway to determine whether the influenza virus has played a role in the overall mortalities.

An investigation team of marine mammal experts will work closely with NOAA, New England Stranding Network partners and the Working Group on Marine Mammal Unusual Mortality Events to identify and characterize the specific type of Influenza A virus found in these animals.

Seals, like other marine mammals (dolphins, whales, and sea lions), are protected under the Marine Mammal Protection Act. People and their pets should maintain a safe distance to avoid disturbing the animal, being subject to a fine or risking injury. Some safe viewing tips:

Call NOAA Fisheries Service's stranding hotline at 1-866-755-NOAA (6622), or a local marine mammal stranding network member or visit NOAA's Northeast Region website for local contact information.

Stay at least 50 yards (150 feet) away from seals or other marine mammals.
Keep dogs on a leash and don't allow them to approach seals. Seals and dogs can easily infect each other with diseases since they are closely related species.

Infection of seals with influenza A virus has been reported on several occasions, and there is good reason to believe this is not an uncommon event. In 1979?1980, seals off Cape Cod in the eastern United States died of hemorrhagic pneumonia (58). The causative agent of disease was found to be influenza A virus of the subtype H7N7. The virus contained avian-like genes but behaved as a mammalian strain (59). During the autopsies and handling of experimentally infected seals, people handling the animals developed conjunctivitis from influenza infection (60). In a subsequent outbreak among seals during the season 1982?1983, another even more avian-like virus was recovered from seals suffering from pneumonia. This virus belonged to the H4N5 subtype (61). Further surveys of seals in the area have also found H3N3 virus strains to be present in seals (62, 63). Seals have also been shown to be infected by influenza B virus of human origin (64).Whales have been found infected on several occasions, but difficulties in surveillance of these animals and high costs has made it difficult to determine the frequency of occurrence of these events, though it does not seem common (65?67). Analysis show the most probable route of introduction has been directly from birds to the aquatic mammals (66, 68).

Federal officials are stepping up an investigation into the deaths of 146 harbor seals along the New England coast since September 2011 after samples of 5 of them tested positive for the influenza A virus, authorities announced on Friday [4 Nov 2011].

The National Oceanic and Atmospheric Administration (NOAA) announced that the deaths have been declared an unusual event, enabling the agency to pour more resources into the probe. The declaration came after consultations with a panel of international experts established under the Marine Mammal Protection Act to monitor and investigate sea animal health concerns.

The 146 seals generally were less than a year old and had healthy appearances. They were found in Maine, New Hampshire and northern Massachusetts.

NOAA said in a statement that the deaths were more than 3 times the average number of strandings that typically occur this time of year.

Although tissues from 5 seals examined by a New England aquarium tested positive for the influenza A virus, test results for 6 other viral pathogens and biotoxins were negative, the agency said [This is about 3.4 percent of the total found dead. - Mod.TG].

"Even though preliminary results have been received, they are only indicative of those 5 cases, and additional evaluations are underway to determine whether the influenza virus has played a role in the overall mortalities," the statement said.

The unexplained deaths triggered a response from NOAA's national Marine Mammal Stranding Network, the New England Aquarium's Marine Mammal Rescue Program and the University of New England's Marine Animal Rescue Center.

Authorities warned the public that the seals could pose a human health risk.

"We want to remind people to not get close to seals encountered along the shore, to keep their pets away and to report any sightings to us through our stranding hot line while we continue to assess whether there is any potential human health risk," said Teri Rowles, who coordinated the National Marine Mammal Health and Stranding Response Program.

The harbor seal population in the Northeast is considered healthy, so the spate of deaths doesn't signal broad trouble. The last census, in 2001, showed 99 000 harbor seals, and a survey this year [2011] is expected to show the population has grown, said Mendy Garron, regional marine mammal stranding coordinator for the National Marine Fisheries Service.

The past few decades have seen some notable seal die-offs in the Northeast, including a rash of influenza deaths around 1979 and 1980 that New England Aquarium spokesman Tony LaCasse previously said were linked to bird flu. Scientists theorized that the seals were exposed when they sunned themselves on rocks dotted with bird droppings, he said.

In 2006, a morbillivirus killed hundreds of local harbor and gray seals, Garron said. The virus killed 20 000 seals in the United Kingdom in the early 2000s, with harbor seals accounting for 44 percent of the deaths, she said.

The 1st major reports of seal carcasses came on 28 and 29 Sep 2011, when 11 were found on the Maine, Massachusetts and New Hampshire coasts. Some were spotted by New Hampshire surfers.

[The ?rash of influenza deaths around 1979 and 1980 were also reportedly Influenza A virus in the harbor seals (_Phoca vitulina_). At that time, the animals were reported to have had a pneumonia like condition from which the virus was isolated. This article indicates further testing is underway, so these seals may have had pneumonia, as the ones mentioned earlier.

It would be nice to know if there were other lesions or isolates from the other seals.

A review of the below listed references gives one a feel for how many other disease seals and marine mammals are subject to that this article does not mention. I wonder how many other pathogens will be found among the other animals. - Mod.TG]

A virus similar to one found in birds but never before in harbor seals was the cause of five of 162 recent deaths of the animals in New England, according to a group of federal agencies and private partners.

This Influenza A virus subtype, H3N8, appears to have a low risk of transmission to humans. Experts continue to analyze this virus, and any findings of public health significance will be immediately released. The virus is not the infamous H5N1 virus that caused a global pandemic in 2007, or the H1N1 virus from 2009.

Any member of the public who sees a seal in distress is reminded to:

Stay at least 150 feet away
Keep dogs leashed and away from seals
Call NOAA Fisheries Service's stranding hotline at 1-866-755-NOAA (6622)
?The work that NOAA and its partners have done to help identify and confirm the virus strain H3N8 in these animals has been an important first step in the investigation into this event,? said Dr. Teri Rowles, lead veterinarian and coordinator of the Marine Mammal Health and Stranding Program for NOAA Fisheries Service. ?We are now conducting tests on additional animals to learn more about the role this virus may have played in the die-off and to better understand the virus itself.?

Experts believe that Influenza A virus caused a bacterial pneumonia which was responsible for the death of the five seals. Most terrestrial animals infected with the previously known H3N8 virus suffered upper respiratory infections, and most recovered.


"This H3N8 virus is usually associated with wild birds, and a separate group of H3N8 infects horses and dogs,? said Dr. Hon Ip, of the USGS?s National Wildlife Health Center. "This is the first time that a virus which is similar to the H3N8 avian influenza virus has been associated with a large scale mortality in marine mammals."


The New England Aquarium collected the original samples as part of the Northeast Stranding Network and submitted them for evaluation to various laboratories. The medical team from SeaWorld assisted in the sample evaluation and directed diagnostics. The Center for Infection and Immunity at Columbia University?s Mailman School of Public Health and the EcoHealth Alliance identified and typed the virus, which was subsequently confirmed by the Connecticut Veterinary Diagnostic Laboratory and the USGS National Wildlife Health Center. The Centers for Disease Control also contributed to the effort.

?New England Aquarium has been contributing to marine mammal rescue, rehabilitation, and disease surveillance for several decades as a member of NOAA?s stranding program,? said Dr. Charles Innis, director of health, New England Aquarium. ?This recent investigation highlights the value of having a collaborative team of partners both in the field and in the lab identifying diseases that could be dangerous for wildlife, humans, and domestic animals.?

Since Sept. 1, 2011, members of NOAA?s stranding network, including the New England Aquarium?s Marine Mammal Rescue Program and the University of New England's Marine Animal Rescue Center, have responded to 162 seal deaths in Maine, New Hampshire and northern Massachusetts.

An investigative team consisting of staff from diagnostic laboratories, pathologists, veterinarians and marine mammal experts, has been formally convened since the recent mortalities were declared an ?unusual mortality event? on November 3. The investigative team has been working closely with NOAA, New England Stranding Network partners and the Working Group on Marine Mammal Unusual Mortality Events to gather additional information and conduct further analyses.

The Marine Mammal Protection Act defines an unusual mortality event as "a stranding that is unexpected; involves a significant die-off of any marine mammal population; and demands immediate response." Scientists have confirmed the presence of an influenza virus they believe is linked to a spate of harbor seal deaths this fall off the coast of northern New England, including Maine. Researchers have found that some of the dead animals were infected with a subtype of bird flu virus that until now has not been known to kill seals.

Rowles says this particular influenza subtype has been found in seals before, but has not been associated with deaths. Three previous die-offs back in the early 1980's, she says, all implicated other flu viruses. Dr. Hon Ip, head of the Diagnostic Virology Laboratory at the National Wildlife Health Center, says the H3N8 subtype is very common in birds, and infected mammals have typically recovered.
