This is apparently nowhere near Mongolia (the other side of Russia), increasing the likelihood this is seasonal H3N2 (or at least just a drifted seasonal H3N2) and not trH3N2. Confimed trH3N2 cases require WHO notification.

Note also that there is no mention in any of these articles of statements from Dr. Onischenko, who would likely be giving press releases if novel flu have been detected in Russia.
