Grassroots Initiative Tackles Infuenza



Several new cases of Mexican Flu in recent days have pushed Egypt?s official infection to up to 90. Hazem Zohny explores a new civil society initiative to fight the virus

While much of the talk about Egypt slowly rising Mexican Flu numbers centers on the government response, Elhamy Elmerghany believes that the ?influenza crisis" cannot be effectively confronted without the support of local communities.

?The problem doesn?t concern the government alone, it concerns everyday people as well," said Elmerghany, Executive Director of the Association for Health and Environmental Development (AHED).

With the autumn period expected to see a rise in flu infections, fears of the disease?s mutation and a perceived lack of preparedness on the government?s part have driven AHED to bring other NGOs together to tackle the problem collectively.

?The key is awareness," says Elmerghany. ?Our goal is to raise awareness of the situation without downplaying its seriousness, or exaggerating it and causing undue panic ? as the Ministry of Health did at the onset by stating there would be some 20 million deaths if the epidemic hit Egypt."

The initiative is not limited to concerns over the so-called Mexican flu, also known as swine flu, but also stresses tackling the currently deadlier bird flu, and more generally aims to raise awareness of influenza on broader terms.

Its objectives are threefold. The first of these is to make available to public information coming in from international organizations such as the Food and Agriculture Organization. Secondly, it aims to formulate a framework for participating with the government in a concrete plan to tackle the problem. And lastly, it sets out to help different organizations to become more aware of the matter, while preparing them for worst-case scenarios.



The initiative officially set out its objectives at a 25 June conference that brought together 32 organizations. The aim was to establish a network of relations devoted to confronting the problem, and to make the most use of the summer period to recruit as many volunteers as possible. AHED, in cooperation with other NGOs, will be conducting training seminars starting in mid-July, until at least mid-September, that will raise awareness among citizens of the issues at stake, as well as of more general matters regarding personal hygiene and basic precautionary measures.

Eight new Mexican flu cases were identified last Thursday alone. Six of these patients carried the virus with them from abroad. One 8-year-old boy returned infected from Saudi Arabia after the omra, raising further apprehensions over the question of the upcoming pilgrimage.

In the meantime, these NGOs face two main problems, Elmerghany said. On the one hand, they struggle with a lack of funding since their efforts are based on volunteers and donations. On the other, lack of transparency on the part of the government and the details of its plan, is complicating matters further.
?For example," says Elmerghany, ?we know that the government has enough stores of Tamiflu sufficient only to treat 3.5 million infected individuals. Yet we also know, that due to the medicine?s short life span, there are also powdered reserves of the drug in stock ? yet does the government have concrete plans with manufacturers to produce the powdered medicine at a sufficient pace if there is a worst-case scenario? We just don?t know."
