This is an oddly written article. Wild poliovirus has been eliminated from the Americas since 1994 (www.polioeradication.org). Perhaps they mean to say that they are looking to ensure that wild poliovirus remains eliminated in Tamaulipas? The article does contain the phrase "keeping wild polio virus eradicated".

I believe also that the term "eradication" refers only to the end of transmission of the virus in the whole world. Individual countries would "eliminate" the virus. Perhaps they are saying that Tamaulipas is doing its part toward global eradication?

There is no evidence that wild poliovirus is circulating in Tamaulipas, or anywhere else in the Americas, for that matter.
