Local people indifferent to implementing bird flu preventive measures
Bird flu is likely to break out on a large scale, however, local people and authorities are indifferent to carrying out preventive measures, according to head of the Department of Animal Health, Bui Quang Anh.
The Department of Animal Health (DAH) said that bird flu eradication in Thanh Hoa and Thai Nguyen provinces has not met the 21-day deadline. Furthermore, Thanh Hoa province has reported that one dead patient is suspected of having been infected with the flu type A H5N1 virus and another one is being hospitalised for the symptoms of the disease. However, local people and authorities are seemingly indifferent to implementing preventive measures.
Mr Anh expressed his concern about the problem. Fact-finding tours of central provinces discovered that many localities have not implemented a vaccination campaign for new poultry and households are reluctant to vaccinate their livestock.
The Minister of Agriculture and Rural Development, Cao Duc Phat has recently sent telegrams, urging provinces and supervisory groups to focus on ensuring the vaccination of poultry, especially water-birds. However, the directive seems not to have reached farmers and relevant agencies yet. This is the main cause of the continued spread of bird flu.
Deputy Minister of Agriculture and Rural Development, Diep Kinh Tan said that effective preventive activities require not only the strict supervision of relevant agencies but also the efforts and awareness of local authorities and individuals. If a full-scale epidemic breaks out and spreads to human, it will cause a great loss of life and property.
The Ministry of Agriculture and Rural Development has directed the DAH and relevant agencies to send groups to supervise the implementation of a vaccination campaign in localities. Slaughtering, trading and transporting poultry products from now to the traditional Lunar New Year festival (Tet) will increase sharply so the ministry has also asked relevant agencies to tighten quarantine and transport supervision, especially in border areas.
The relevant authorities will accelerate providing information about the disease in order to help local people gain a better understanding of it and avoid contact or consumption of sick poultry. Local people and authorities must strictly implement measures to prevent the disease from proliferating and possibly mutating to a strain that can be spread from human to human.
In 2009, two vaccination campaigns will be implemented from April to May and from October to November.
