في عام 2005 حذرت منظمتان تابعتان للأمم المتحدة هما منظمة الصحة العالمية ومنظمة الأغذية والزراعة من وباء انفلونزا الطيور خاصة وان هذا الوباء لا يمكن السيطرة عليه بسهولة بسبب انتشاره السريع بوساطة الطيور المهاجرة والمستوطنة، وهذا يتطلب اتخاذ عدة اجراءات على الدول أن تقوم بها وتنفيذ توصيات الجهات العالمية المختصة للتصدي لهذا الوباء ومكافحته والوقاية منه، من ضمن هذه الاجراءات ضرورة قيام الجهات المختصة في كل دولة باعدام الطيور، في الكويت وكما هي العادة في مثل هذه الأوضاع استنفرت الجهات المختصة كل في مجاله لمواجهة هذا الوباء، الهيئة العامة لشؤون الزراعة والثروة السمكية وهي من الجهات المنوط بها التعامل مع هذه المشكلة لم تدخر جهدا في تنفيذ ما عليها القيام به وأصدرت القرار رقم 1192 لسنة 2006 بتشكيل لجنة طوارئ مرض انفلونزا الطيور.

قامت فرق الهيئة العامة للزراعة والثروة السمكية بواجبها خير قيام وتم اعدام أعداد كبيرة جدا من الطيور وكانت خسارة شركات ومزارع الدواجن كبيرة جدا، ولكننا ولله الحمد والمنة في الكويت وبناء على الرغبة السامية من صاحب السمو الأمير حفظه الله ورعاه قامت الهيئة بصرف تعويضات للفئات المتضررة ومن ضمنها شركات ومزارع الدواجن، هناك مجموعة من المواطنين وعددهم سبعة تقريبا ذكر لي احدهم بأن فريق الهيئة جاء الى مزرعته في الوفرة وتم اعدام 3000 طائر من الحمام و350 دجاجة و6 بطات، وقام موظف الهيئة وهو كويتي بتسجيل هذا العدد من الطيور التي تم اعدامها على ?نموذج اعدام طيور?.

يقول لي صاحب المزرعة في الوفرة بأنهم راجعوا الهيئة مرارا وكانوا يقولون لهم بأن موعد صرف التعويض لم يحن بعد، وفي أثناء سفره في صيف العام الماضي التقى بأحد معارفه وعنده مزرعة في الوفرة واخبره بأنه استلم تعويضا عن طيوره التي تم اعدامها، فما كان من صاحبنا في شهر رمضان الفائت الا ان راجع الهيئة فأخبروه بأنه وبسبب تأخره في مراجعتهم فقد تم ارجاع مبلغ التعويض الى وزارة المالية ومعه ست حالات غيره مشابهة لوضعه.

في الكويت عندما تتعسر الأمور فما لك بعد الله سبحانه وتعالى الا طيور شلوى، الأعضاء، وبالفعل قام صاحبنا بابلاغ مشكلته الى أحد الأعضاء فقام مشكورا بالاستفسار من مدير عام الهيئة فوعده خيرا وقام المدير العام بالاتصال على صاحب المزرعة وقال له يا معود ليش كلمت النائب ليش ما ييت وحنا نقوم بالواجب، والى يومنا هذا في سنة 2010 لم يقم احد بالواجب.
