SWINE FEVER IN LOMBARDY. INTERVIEW WITH FARIOLI VETERINARY MANAGER OF THE REGION

Robert LaPira

Swine fever has arrived in Lombardy in recent days and hit some farms, but the warning was given with a certain delay and this complicated the situation both for logistical reasons and as regards the timeliness of the interventions. We asked Marco Farioli veterinary manager of the Lombardy Region that he is personally coordinating the operations what is the situation. “In Lombardy there are about 6,000 farms and for the moment swine fever has involved only 4 structures in the province of Pavia. This is an area which fortunately does not have the same pig zootechnical density as the Po Valley. All the necessary actions have been implemented to stem the problem, borrowing, albeit with the necessary differences, the experience gained in the management of avian flu epidemics. The path is definitely not downhill, in addition to the management of the outbreaks there is also the problem relating to the tracing of the meat deriving from an outbreak which, due to very serious negligence, has been placed on the market. However, it should be remembered that the problem does not concern man because the plague is not transmitted to humans either through animals or through the consumption of meat. Meat tracing is a preventive measure to avoid the spread of the disease”

“The other important issue – continues Farioli – it is the economic damage deriving from commercial restrictions, with particular reference to exports, which would become enormous if the plague were to spread in the Po Valley where 80% of the regional pig herd is concentrated which, we recall, represents about 50% of the national one". In farms affected by the infection, all animals must be slaughtered, as is done for avian flu; there is also a buffer zone of about 10 kilometers around the outbreaks in which the movements of the animals are strictly controlled and limited. Biosecurity systems are also mandatory in all pig farms to avoid contact between pigs and wild boars. However, the entry of the disease can also occur indirectly through vehicles and people; the human factor plays a very important role not only for the virus to enter farms but also for its spread throughout the territory, as demonstrated by the appearance of outbreaks in different and distant regions such as Liguria, Lombardy, Lazio, Calabria and Campania. Let's also say that there is a 'wild' swine fever that affects wild boars and a 'domestic' one that affects pig farms, which are connected to each other, even if not necessarily directly.

The president of Assosuini Elio Martinelli also intervened on the subject , seriously concerned about the marketing of the products. Exports of pork and cured meats in the world reached almost three billion euros in 2022. "If the plague virus enters farms in Lombardy and Emilia, where the majority of Italian production is concentrated, we risk having to slaughter tens of millions of animals, and we can say goodbye to exports for a long time". In short, in addition to the huge economic damages, from which many farmers may never recover, we would risk being excluded from international trade for an unspecified number of years. An entire supply chain of 'excellence', as some fans of 'food sovereignty' like to repeat.

The epidemiological bulletin on 1 September notifies 5 outbreaks in domestic pig farms in the province of Pavia.

Outbreaks in the Lombardy ‘pork belt’ were extinguished, say experts, but wild boar could act as a reservoir

Sophie Kevany
Mon 25 Sep 2023 13.31 EDT

Huge pig culls took place last week in Italy in an attempt to contain the country’s largest outbreak of African swine fever (ASF) virus since the 1960s, which threatened the entire pig-farming sector.
...
Almost 34,000 pigs were culled in Italy last week after a cluster of outbreaks in Lombardy, a region known as Italy’s pork belt and one of Europe’s main pig-producing areas.

“The cluster of outbreaks [in Lombardy] was the largest in Italy caused by the ASF virus genotype II,” said Francesco Feliziani, who leads Italy’s national reference lab for swine fever.

He said the Lombardy outbreak had been “quickly extinguished” but “posed a major threat to the entire sector as the region is the largest producer of pigs in our country”.

Because there is no vaccine for ASF, Feliziani said culls to contain the disease were compulsory. The underlying problem, he said, “remains the presence of the virus in the wild boar populations”, which provide a reservoir for the virus.

“In Europe, the threat [of ASF] is very strong; the pressure of the virus is high and it seems inevitable that the disease will involve other domestic herds,” he said.

EPIDEMIOLOGICAL COMMENTS

Following the finding of a dead wild boar in northern Italy, the positivity for genotype 2 is reported, the same strain currently circulating in Europe, that characterizes the epidemic wave that began in 2007. The confirmation date originally reported (06/01/2022) has been amended to reflect greater accuracy, after the verification of information by the Veterinary Services and ASF National Reference Laboratory. Note on 03/01/2024: Outbreak OB_129397 - ASF-2023-1031 - ZOAGLI previously reported was deleted in follow-up report No. 99 after further testing confirmed negative results. Note: Outbreak OB_132147 reported on the 21/02/2024 was deleted on the 28/02/2024, as after further investigation competent authority reported that the outbreak was erroneously confirmed.

EPIDEMIOLOGICAL COMMENTS

The animal was found in the Insugherata natural park, the epidemiological investigation is still ongoing. At the moment it is hypothesized that the introduction of the African swine fever virus is purely due to human factors. The analysis confirmed the positivity for genotype 2, the same strain currently circulating in Europe. Note (31/20/2022): Outbreak, with reference PSAWB_2022_151 (ob_103590), was deleted. The reason for the cancellation is as follows: `In October 2022, Italy informed the Commission that the continuous and detailed disease control measures and the passive surveillance of kept and wild porcine animals demonstrate the absence of the circulation of the African swine fever virus in the Rieti province, and that the Italian competent authority is in a position to conclude that the suspected case of African swine fever in the Rieti province should not be considered as a confirmed case of African swine fever in accordance with Article 9(2), point (b), of Delegated Regulation (EU) 2020/689 because, despite the fact that a nucleic acid specific to the disease was identified in the results of tests on the animal, the animal did not show any clinical signs consistent with the disease and any epidemiological links with another suspected or confirmed cases was ruled out.'

Italy: Soldiers to hunt wild boars to save charcuterie from epidemic

Published on:09/15/2024 - 00:11

A serious outbreak of African swine fever (African swine fever) is raging among the approximately two million wild boars in Italy. This virus, incurable, highly contagious and often fatal for pigs, is particularly widespread in the north of the country and especially in Emilia-Romagna, the birthplace of the famous Parma ham. To eradicate the disease, the military has been given an unusual mission: to reduce the wild boar population. Although the virus is harmless to humans, stopping the ASF outbreak is crucial to saving the charcuterie industry, a jewel of the Made in Italy brand.

The first cases of African swine fever, otherwise known as ASF, were detected in Piedmont in 2022. Since then, the epidemic has spread mainly in the northwest of Italy, and those involved in the pork industry fear its uncontrollable development in the country, which has around 10 million farmed pigs.

According to Stefano Masini of the Confederation of Farmers (Coldiretti), ASF is indeed likely to have a considerable impact on pig farmers and sausage producers. " If an infected wild boar carcass is found, all pigs within a 12-kilometre radius of the area must be slaughtered to prevent possible contamination. That means even healthy pig farms. But currently, in Italy, not a single domestic pig is infected. We are acting with an extremely precautionary approach. The pork industry has a global value of 20 billion euros. If ASF were to completely invade Italy, ten million pigs would have to be slaughtered and we would lose 20 billion euros ! "

Regarding foreign sales, some third countries such as China have placed all pork products under embargo. Others, notably the United States, continue to import specialties, including the precious Parma ham, but on one condition, specifies Stefano Masini: " If 400 days of maturation are respected for the raw ham, food safety is guaranteed. In Italy, 12 million Parma hams and 3 million San Daniele hams are produced per year, 30% of which are exported mainly to the United States. We have 42 specialties that have obtained the European PDO or PGI quality labels. It is an extraordinary identity heritage ! So Coldiretti supports the need to intervene to restore ecosystems. "

Restoring ecosystems means, first of all, increasing the regulation of the wild boar population, estimated at nearly 2 million. To this end, the government has just strengthened its ASF eradication plan, coordinated by an extraordinary commissioner, Vincenzo Caputo: " These 177 men will be deployed mainly in the regions of Lombardy, Piedmont and Emilia-Romagna, where the largest pig district in Europe for processing is located. We have developed an innovative technique, with drones to accurately count wild pigs in the territory. The soldiers will also help us search for dead ungulates, and they will be able to selectively eliminate wild boars with firearms. "

Some oppose the slaughter of wild boars

The military will be supported by "hunter-regulators". There are 15,000 of them who have been trained in biosecurity and knowledge of African swine fever. Since the start of the epidemic, Rome has released 45 million euros for activities to combat ASF and aid to the pork industry. But environmental associations are criticizing the government authorities' action plan. Annamaria Procacci, from the National Institution for the Protection of Animals (Enpa), is outraged:

" We are opposed to the slaughter of wild boars, because it causes the displacement of terrorized packs to other areas. However, we must avoid their dispersion if we want to limit the risk of contamination in other places. It certainly strikes people to say 'now we are sending the army into the field', but that is not the solution to ASF ! "

Enpa is banking heavily on fertility control to regulate the wild boar population in a humane way. GonaCon, an immuno-contraceptive vaccine developed in the United States, whose effect lasts for about five years, is currently being tested thanks to an authorization from the Ministry of Health. But even before the results of the experiments are published, controversies are multiplying.

So, the hope of eradicating ASF in Italy rests mainly on the shoulders of the extraordinary commissioner: " If we continue with the model we have put in place, I think that within three years we will have finished with African swine fever. "
